Abstract

The fast development of information technology, especially in handheld communication devices (smartphones) is undeniable that it is difficult to avoid massively by the public. Its existence will be a tool of personal reconstruction in society. Not only as a means of communication, but far beyond the basic functions of smartphones. The important role of technology is what brings human civilisation into the digital era. The digital era has brought various good changes as a positive impact that can be used as well as possible. Through a smartphone, users can show their activities and build their social identity, both in the real and virtual world. Deviant sexual orientation makes it difficult for gays to interact and communicate like a dominant society, it makes gays need an alternative media in order to interact and communicate with the aim of meeting their social and sexual needs. The result of this discussion is that in the digital era it is no longer a taboo for most teenagers to find out information about the whereabouts of gay men. Gay youth communication on social media is divided into two types, namely verbal and non-verbal. The existence of verbal and non-verbal communication in social media can support the realisation of meetings in real life.

Abstract

Pendidikan merupakan salah satu hal yang penting bagi manusia. Melalui pendidikan seseorang mendapatkan dan mengembangkan ilmu serta kemampuannya. karakter adalah sifat kejiwaan, tabiat, watak, akhlak, atau budi pekerti seseorang dan berbeda dari orang lain yang digunakan sebagai prinsip berperilaku dalam berhubungan dengan segala yang ada di muka bumi ini. Tantangan sosial dan budaya juga menjadi hambatan dalam mengimplementasikan pendidikan karakter, sebab perubahan nilai-nilai sosial dan budaya di masyarakat dapat menjadi hambatan yang disebabkan karena adanya perubahan. Pendidikan karakter dapat mengatasi tantangan moral yang dapat muncul dalam perkembangan teknologi saat ini agar dapat menuju generasi emas 2045 yang berkarakter. Metode penelitian yang digunakan dalam penelitian ini adalah menggunakan metode studi literatur. Penelitian ini dilakukan dengan tujuan sebagai upaya menanggulangi degradasi moral pada remaja menuju generasi emas 2045.

Abstract

Child marriage is a complex social and economic problem that requires policies from the city government to address child marriage issues. In accordance with the policy of Surabaya Mayor Regulation Number 32 of 2024 Article 6 concerning the prevention of child marriage. The purpose of this study is to determine the strategy of Semampir District, Surabaya City in implementing Surabaya Mayor Regulation Number 32 of 2024 Article 6 concerning efforts to prevent and overcome the number of child marriages. The theory used is Public Policy according to Donald S. Van Meter and Carl E. Van Horn which has six criteria, namely policy objectives, resources, characteristics of implementing agents, disposition, communication, and economic, social, and political environments. The research method with a qualitative descriptive approach is related to explaining, describing, and describing in detail the role of Semampir District, Surabaya City in preventing child marriage. The number of informants was 3 informants taken based on purposive sampling technique. Data analysis was done by snowball sampling. The results of this study indicate that the Department of Women's Empowerment and Child Protection and Population Control of Surabaya City (DP3APPKB) through Semampir District, Surabaya City has several strategic programs in preventing child marriage in Surabaya City, which consist of Marriage Dispensation Counseling, Great Parents School, socialization, Surabaya Children's Forum, UPTD PPA, and partnerships with Regional Apparatus Organizations. The program is said to be successful, because the efforts made by Semampir District, Surabaya City have decreased from 17 cases of child marriage in 2022 to 5 cases in 2025. In addition, researchers hope that the community of Semampir District, Surabaya City will be more responsive to child care patterns. Keywords : Prevention, Semampir District, Child Marriage
