Abstract

Concession agreements have been implemented in many transportation infrastructure projects in Indonesia as a creative step by the government to meet the funding needs of transportation infrastructure projects in the country. The Jakarta-Bandung High-Speed Railway (JBHSR) is a major railway project with substantial investment. Despite securing a 50-year concession, the project has seen escalating investment costs. Nevertheless, the concession significantly impacts the feasibility of the project investment. This study examines and analyzes several factors that influence or are considered in the concession period agreement of railway projects. The research employs a qualitative descriptive method involving literature review, policy document analysis, and expert interviews. The research shows that high-speed railway projects typically have a lengthy return on investment. This is supported by the scarcity of countries globally where such projects have achieved both investment recovery and profitability. Regarding the 50-year concession for the JBHSR Project, it becomes inconsequential when construction issues arise, impacting costs and investment scale. Therefore, a review and reevaluation of the concession period is necessary. Furthermore, certain considerations need to be taken into account when determining the new concession period. The research aims to guide the government in enhancing concession policies, especially concerning railway project concession periods.

Abstract

Fast Train is a modern form of transportation which also signifies the prestige of a country's transportation. Indonesia is one of the countries that will soon have a fast train that runs from Jakarta to Bandung. The ongoing Fast Train is one of the national strategic projects in the infrastructure sector. The Jakarta Bandung Fast Train project itself is targeted to be completed in 2023. During the course of the construction of the Jakarta Bandung Fast Train project, it faced its own difficulties because the Indonesian government's own policies had not properly supported the development of fast trains. This research is based on a review of international experience with high-speed rail projects to develop a recommended high-speed rail policy framework for Indonesia. An international review looked at the development policies of Japan, Taiwan, China and the United Kingdom. The research method that will be used in this study is descriptive qualitative analysis with in-depth literature studies from several journals and regulations related to fast trains. The results of this study indicate that there are several rules or regulations that can be adopted by the Government of Indonesia in the development of fast trains. The steps that need to be taken by the Indonesian government so that the development of fast trains can be sustainable such as appointing or establishing the main agency/institution, special funding sources, and developing regulations and specifications for the design and construction of fast trains to assist in facilitating project management during construction.

Abstract

This study investigates the lived experiences of coastal communities in addressing the impacts of tidal flooding and pluvial inundation arising from the absence of drainage infrastructure in Kampung Tanah Baru, Hurip Jaya Village, Babelan District, Bekasi Regency. Utilizing a phenomenological approach within the Community-Based Environmental Management (CBEM) theoretical framework, the study examines residents' environmental perceptions, collective social responses, and the ecological implications of recurrent flooding. Primary data were obtained through in-depth interviews, participatory observations, and document analysis. The results reveal that inadequate drainage leads to persistent waterlogging and environmental degradation and significantly hinders local socio-economic functions. These empirical findings provide a critical foundation for formulating an adaptive and sustainable community-based eco-drainage system tailored to the unique socio-environmental context of coastal settlements.
