Abstract

Public services are a series of activities carried out to meet the community's needs for goods, services and administrative services in accordance with statutory regulations. Population administration, as part of public services, has an important role in the survival of society. Law Number 23 of 2006 concerning Population Administration emphasizes the importance of population administration services, which include processing population documents such as Kartu Identitas Anak (KIA), Kartu Tanda Penduduk (KTP), and Kartu Keluarga (KK). In the city of Surabaya, population administration is carried out through the Population and Civil Registration Service and sub-district offices, for example in Rungkut Kidul Sub-District there are problems such as a lack of awareness among residents of the importance of complete population data. The Kalimasada program innovation is the government's effort to overcome this problem. Thus, through the Kalimasada program innovation, it is hoped that the people of Rungkut Kidul Village will become more aware of the importance of population administration and maintaining the orderliness of their population documents.

Abstract

Food sustainability is one of the important issuees that has become a global challenge today. The Urban Farming program is one of the innovative solutionsts improve food sustainabilitiy, especially in urban enironments. Micro, Small, and Medium Enterprises (MSMEs) have an important role in improving food sustainability through urban farming. This study aims to assess the contribution of Urban Farming programs run by MSMes in improving food sustainability in urban environments. The rsearch methods used were qualitative and field survey. Data was obtained from MSMEs that have implemented the Urban Farming program. The results showed that the program can contribute to food sustainability. In addition, the program also has the potential to create jobs and increase MSME income. In a increasingly dense urban context, the Urban Farming program can be a sustainable solution to address food security challengs

Abstract

Emergency complaint services are a critical component of public service delivery, requiring speed, coordination, and integration across multiple agencies. The Surabaya City Government developed Command Center 112 as an innovative public service initiative to respond to emergency incidents quickly and in a coordinated manner. This study aims to analyze the implementation of Collaborative Governance in the management of the Command Center 112 service in Surabaya, using the model by Ansell and Gash, which includes four key indicators: starting conditions, institutional design, facilitative leadership, and the collaborative process. A descriptive qualitative approach was employed, with data collected through observation, interviews, and documentation. The findings reveal that collaboration among government agencies, volunteers, and the community has been built functionally and adaptively through regulatory support, standard operating procedures (SOPs), and open communication among stakeholders. However, challenges remain in the form of public perceptions regarding service response quality, which has not been uniformly experienced. These results highlight the importance of strengthening public communication and increasing community involvement in service evaluation. Overall, Command Center 112 in Surabaya serves as a successful example of Collaborative Governance implementation in urban emergency complaint services.
