Abstract

This study examines public administration beyond the conventional lens of neutral governance by introducing the concept of poweranance, which emphasizes the role of power relations in shaping administrative practice. While governance frameworks highlight accountability, coordination, and institutional order, empirical evidence shows that administrative decisions are deeply influenced by political control, bargaining, and resource asymmetries among actors. A qualitative interpretive method was employed through document analysis of policy and regulatory texts and semi structured interviews with public administration practitioners across different governance contexts. The findings reveal that hierarchical accountability, performance management, collaborative networks, expert advice, and regulatory compliance are consistently mediated by power dynamics rather than purely procedural considerations. Administrative discretion, negotiation, and dominance emerge as key mechanisms through which governance principles are enacted. The discussion demonstrates that governance operates within political environments where actors strategically influence administrative outcomes. The study concludes that public administration is better understood as poweranance, where governance structures function within dynamic configurations of power. Recognizing this perspective provides a more realistic understanding of how policies and public services are produced in practice.

Abstract

This study examines digital governance in archipelagic villages as a strategic approach to improving governance effectiveness amid challenges of limited access, infrastructure, and institutional capacity. Digital governance is expected to accelerate administrative services, enhance transparency, and strengthen citizen participation, yet its implementation often faces constraints related to digital infrastructure, literacy, and organizational readiness. This research employs a qualitative approach with a descriptive-analytical design, utilizing secondary data obtained through a systematic literature review of reputable academic journals and policy documents. Data were collected through documentation techniques and analyzed using qualitative content analysis and comparative methods to identify patterns of digital innovation and their impacts on governance effectiveness. The results indicate that digital governance innovations such as village administrative applications, integrated service systems, digital financial management platforms, and SPBE-based village websites significantly improve service efficiency, transparency, accountability, and citizen participation. However, these benefits are not evenly realized due to persistent challenges, including limited ICT infrastructure, low digital literacy, and weak institutional capacity. The study concludes that the effectiveness of digital governance in archipelagic villages depends on an integrated and adaptive approach that combines technological innovation with infrastructure development, capacity building, and multi-stakeholder collaboration to ensure sustainable and inclusive governance transformation

Abstract

This study examines the transformation of village governance in archipelagic regions, which are often characterized by geographical isolation, limited infrastructure, and restricted access to public services. These structural challenges necessitate innovative policy interventions from local governments to enhance governance effectiveness and support sustainable development. This research employs a qualitative approach with a descriptive-analytical design, utilizing secondary data derived from a systematic literature review of relevant scholarly articles, policy documents, and empirical case studies. Data were collected through documentation techniques and analyzed using qualitative content analysis and comparative methods to identify patterns of policy innovation and their impacts on governance transformation. The findings reveal that local government policy innovations—such as adaptive spatial planning (RDTR), tourism-based development, collaborative governance, BUMDes innovation, and digital governance systems (SPBE) play a significant role in improving access to services, strengthening infrastructure, and enhancing institutional capacity. However, challenges such as limited ICT infrastructure, weak coordination, and low human resource capacity remain critical barriers. The study concludes that an integrated and adaptive governance approach, supported by strong institutional capacity and multi-stakeholder collaboration, is essential for achieving sustainable and inclusive governance transformation in archipelagic villages.
