Abstract

The talent scouting program is an important strategy in recruiting and developing personnel to ensure that organizations, including the Indonesian Navy, have quality human resources and are able to face modern challenges effectively. This research aims to explore the effectiveness of talent scouting programs in the context of the Indonesian Navy to identify and develop potential talents. This research aims to evaluate the relationship between talent selection methods, information sources, supporting technology, and development programs on the quality of Indonesian Navy personnel recruited through the talent scouting program. This study uses a quantitative approach by analyzing data from 55 respondents involved in the Indonesian Navy's talent scouting program. Data was collected through surveys using structured questionnaires, and analyzed using statistical techniques such as simple linear regression to evaluate the relationship between the variables studied. The results of the analysis show that talent selection methods and information sources have a significant influence on the quality of Indonesian Navy personnel (beta coefficients 0.62 and 0.58, respectively, t = 3.75, p = 0.002 and t = 4.21, p = 0.001). However, assistive technology showed a less significant effect (beta coefficient = 0.35, t = 1.80, p = 0.087). The development program was found to have a significant positive impact on personnel quality (beta coefficient = 0.70, t = 4.55, p = 0.000). The regression results show that the overall model is significant (F = 6.21, p = 0.001), confirming the importance of the variables studied in improving the quality of Indonesian Navy personnel through talent scouting programs.

Abstract

The Strait of Malacca is one of the busiest shipping lanes in the world connecting the Indian Ocean with the South China Sea, but is also vulnerable to armed piracy activities that threaten regional and global security. This threat requires a collective response and effective coordination from the countries involved. This research aims to evaluate the role of the Indonesian Navy (TNI AL) in regional cooperation to eradicate piracy in the Malacca Strait, as well as to analyze the effectiveness of this cooperation in reducing piracy incidents. The research method used is a literature study which involves analysis of legal documents, books, journal articles and information from official websites. Primary data was obtained from Law Number 34 of 2004 concerning the TNI and international regulations such as UNCLOS 1982, while secondary data came from literature on maritime law and regional security. The Indonesian Navy has played an active role in regional cooperation through initiatives such as the Malacca Strait Patrols (MSP) and the Regional Cooperation Agreement on Combating Piracy and Armed Robbery against Ships in Asia (ReCAAP). Joint patrols and information exchange through the ReCAAP Information Sharing Center (ISC) have succeeded in reducing piracy incidents in the Malacca Strait. However, there are still challenges such as differences in naval capacity and coordination obstacles between countries that affect the effectiveness of this cooperation.

Abstract

This research aims to investigate user satisfaction and usability of e-catalogs in the context of procurement effectiveness in the Indonesian Navy (TNI AL) environment. Utilizing a qualitative approach and literature review, survey data and in-depth interviews were obtained to analyze challenges and factors affecting e-catalog usage. Findings reveal that the majority of users experience difficulties in using e-catalogs, particularly regarding navigation and user interface complexity. This complexity is associated with inadequate training and lack of clear guidelines. Furthermore, user satisfaction with e-catalogs correlates with usability and availability of adequate information. Thus, simplifying the user interface and enhancing information accessibility are identified as key steps to improve procurement effectiveness in the TNI AL environment.
