Abstract

Pandemi Covid-19 menuntut masyarakat untuk berpikir kreatif dalam memulihkan perekonomian. Tidak sedikit pelaku bisnis menjajal peluang baru. Hal ini juga dilakukan Warga Dusun Pasinan, Desa Karangbendo yang mengubah jalan tegalan menjadi wisata kuliner yang ramai layaknya pasar dan disebut sebagai Destinasi Dalan Tegalan (DDT). Permasalahan yang dialami oleh mitra adalah pengelola wisata DDT yang sampai saat ini masih belum terorganisir dengan baik, dalam artian pengelola masih kurang memiliki komitmen yang sama dalam mencapai tujuan DDT. Solusi yang ditawarkan oleh tim pelaksana adalah melakukan pendampingan dan pelatihan tata Kelola kelembagaan khususnya pada SDM pengelola DDT. Pelatihan yang dilakukan adalah terkait komitmen organisasional. Tahapan dalam pengabdian ini meliputi tahap perencanaa, tahap pelaksanaan dan tahap evaluasi. Pelaksanaan program pengabdian menggunakan metode Participatory Rural Appraisal (PRA). Dengan menggunakan metode PRA, Perangkat Desa dan kelompok masyarakat khususnya pengelola DDT dapat meningkatkan pengetahuan dan kemampuannya dalam mengembangkan potensi desa bersama dengan Tim Pelaksana Pengabdian sebagai pendamping, pemberi informasi dan pembelajaran dari institusi pendidikan Universitas Jember.

Abstract

The Village Community Service Program (Prosendi Desa) enters its second year of implementation in 2024 in Tegal Besar Subdistrict, Kaliwates District, Jember Regency. The key issues addressed are the need for support for micro and small enterprises (MSEs) in urban areas to obtain business legality and halal certification, aimed at fostering the development of the halal industry in Indonesia. The objective of this program is to assist MSEs in obtaining a Business Identification Number (NIB) in the first year and halal certification in the second year. The method used is the Participatory Rural Appraisal (PRA) approach, involving socialization, counseling, and assistance. The implications of this program include the availability of a self-declare halal certification guidebook, comprehensive assistance for MSEs in the certification process, and the acceleration of halal certification compliance as targeted by the government. Additionally, the program increases the number of MSEs with NIBs and utilizes the Halal Clinic as an implementation of agency theory to support business development.

Abstract

Indonesia, with the world’s largest Muslim population, has significant potential to lead the global halal ecosystem, particularly in the poultry slaughterhouse (RPU) sector. However, limited halal-certified RPUs, inadequate technology, and storage infrastructure remain critical challenges. This study aims to identify key performance indicators of halal certification for RPUs in Jember Regency, evaluate their supply chain performance, and develop strategic recommendations. A mixed methods approach with an explanatory sequential design was employed, beginning with qualitative interviews and FGDs, followed by a quantitative survey involving 73 respondents across six stakeholder groups. Results indicate storage aspects received the highest performance ratings, while technology lagged behind. SWOT analysis revealed strengths such as strong consumer awareness and opportunities from government support and emerging technologies, counterbalanced by infrastructure weaknesses and regulatory threats. The study recommends enhancing cold storage capacity, training halal personnel, and implementing digital traceability systems. These findings offer both practical and theoretical contributions to strengthening RPU roles within Indonesia’s broader halal ecosystem.
