Abstract

This community service activity aims to increase people's understanding of and access to their political rights. The main focus of this program is to provide assistance and education to the community about the importance of political participation and ways to access political rights effectively. Through a series of activities such as education, group discussions, and individual consultation sessions, this program is expected to empower the community to be more actively involved in the democratic process. The results of this activity show a significant increase in community knowledge and skills in understanding community political rights, as well as increased participation in local political activities. The program was also successful in creating a support network among participants that can continue to serve as a source of information and assistance in the future. Thus, this service contributes to strengthening the community's capacity to actively participate in inclusive and sustainable political development.

Abstract

Improving Capacity building of village officials in the management of the Village Fund is a crucial step to ensure the effective, efficient, and appropriate use of funds. This research was conducted in Wasur Village, Merauke District, through an education and training programme designed to improve knowledge, skills and attitudes of village officials in managing the Village Fund. Methods methods used included a participatory approach by involving the apparatus actively in every stage, from needs identification to post-training evaluation. The results showed in the capacity of the village apparatus, which can be seen from their ability to their ability to develop better budget planning, improve the quality of financial financial reporting, and applying the principles of transparency and accountability in their management of the Village Fund. In addition, there were more positive attitudinal changes towards the importance of good governance in village governance. The discussion emphasised that continuous education and training as well as intensive technical assistance are key factors in maintaining the continuity of sustainability of the capacity building of the apparatus. In conclusion, the programme did not short-term impact but also instils a strong foundation for sustainable development in Wasur Village. It is recommended that similar programmes be held periodically involving various parties to ensure that village officials continue to adapt to the challenges and maintain the quality of Village Fund management for the welfare of the community.

Abstract

This community service aims to increase the capacity of village officials in carrying out administrative tasks in Urumb Village, Semangga District, Merauke Regency. Capacity building of village officials is essential in ensuring efficient and quality public services to the local community. The approach in this community service involves collaboration between the research team and village officials. In this activity, two days of socialization and training were conducted. In the process, the authors used participatory methods that actively involved village officials in the planning and implementation of the program. The results of this community service showed positive changes in the capacity of village officials in administrative tasks. There was a significant increase in their understanding of the functions and authority of village government administration as well as the types and forms of village government administration. Some success factors that encourage positive results in this community service are: support from the village government; active involvement of village officials; and good communication between researchers and village officials. This community service makes a real contribution in increasing the capacity of village officials in village administration tasks. The results create a stronger foundation for better governance and more efficient public services in Urumb Village, Semangga District. It is recommended that this collaborative approach can be applied in other villages to improve administrative capacity across the region.

Abstract

Abstract Women's representation in parliament is an important indicator in realising gender equality and inclusive democracy. To support this, Indonesia has adopted a 30% quota policy for women in legislative candidacy since the 2004 elections. This policy aims to increase women's participation in politics and ensure women's voices are represented in decision-making. However, even though this policy has been implemented, women's representation in parliament is still far from the expected target. In the 2019 elections, women's representation in the People's Representative Council (DPR) only reached 20.5%. This research analyses the implementation and effectiveness of gender quota policies in Indonesia using a qualitative approach. Findings show that the main obstacles to implementing gender quotas include the dominance of patriarchal culture, lack of support from political parties, discrimination against female candidates, and weak supervision and law enforcement. On the other hand, this policy has made a positive contribution in the form of increasing the number of women elected as legislative members, although this contribution is still limited. In conclusion, the effectiveness of the 30% quota policy for women in parliament requires strengthening commitment from various parties, including political parties, society, and election management institutions. Research recommendations include strengthening the capacity of female candidates, increasing supervision of quota implementation, as well as wider outreach about the importance of women's representation in politics. With these steps, it is hoped that gender equality in parliament can be achieved better in the future. Keywords:, women's representation, parliament, politics, Indonesia.

Abstract

This study examines the phenomenon of celebrity populism in the context of legislative candidacy in Indonesia, particularly during the 2024 General Election. Celebrity populism refers to a political strategy that relies on public popularity, personal image, and emotional proximity to gain electoral support. A qualitative approach was used to explore voter preferences, campaign strategies, the role of social media, and the challenges faced by celebrities entering the political arena. Data were collected through literature review, media documentation, and content analysis of social media platforms. The findings reveal that voters tend to support celebrity candidates not based on their political vision or programs, but due to symbolic closeness and personal appeal developed through entertainment media. Social media serves as the primary tool to construct a populist, “people-oriented” image, although often lacking substantive political content. On the other hand, limited political capacity, public skepticism, and the challenge of adapting to party structures are major obstacles faced by celebrity candidates. These findings suggest that while celebrity populism may broaden political participation, it also risks diminishing the quality of political representation. Therefore, strengthening political literacy and party-based political development is essential to safeguard the quality of democracy amid growing trends of political personalization. Abstract

This study aims to analyze the factors influencing the social interaction of the Kanum ethnic group as cross-border actors between the Sota area (Indonesia) and Waiber (Papua New Guinea). The Kanum people are indigenous communities residing on both sides of the border, sharing strong historical, cultural, and economic ties. The research was conducted in Kampung Sota, Sota District, Merauke Regency, South Papua Province, using a qualitative method with a descriptive approach and interactive model analysis by Miles, Huberman, and Saldana. The findings reveal that the key supporting factors for social interaction are mostly located in Sota-Indonesia, including better geographic access, infrastructure availability, border pass policy, favorable security conditions, and active economic and educational activities. On the other hand, the main hindering factors are found in Waiber-PNG, such as difficult geographic access, lack of infrastructure, limited governmental policies, and issues related to civil registration. Culturally and socially, the Kanum people experience no barriers due to shared values, traditions, and language. This study concludes that cross-border interdependence is not solely determined by national boundaries but also shaped by socio-cultural dynamics and inclusive policies. Abstract

Program Studi Pembangunan Sosial ini merupakan salah satu program studi baru di Universitas Musamus Merauke yang masih dalam tahap pengenalan kepada masyarakat. Minimnya informasi yang dimiliki masyarakat, khususnya di wilayah selatan Papua, menjadi tantangan tersendiri dalam pengembangan program studi ini. Kegiatan ini bertujuan memperkenalkan dan memberikan informasi akademik tentang program studi kepada masyarakat luas, serta untuk menarik mahasiswa baru terutama bagi mahasiswa yang ingin melanjutkan pendidikannya di jenjang yang lebih tinggi. Kegiatan ini dilaksanakan selama 6 hari pada bulan Februari tahun 2025 di beberapa Sekolah Menengah Atas baik negeri maupun swasta di Kabupaten Merauke. Hasil sosialisasi ini berdampak kepada pengetahuan siswa lulusan menengah atas yang mengetahui tentang program studi penmbangunan sosial di Universitas Musamus. Hal ini terbukti dengan adanya calon mahasiswa baru yang menjadikan program studi pembangunan sosial sebagai pilihannya.

Abstract

This research aims to understand and increase the political participation of indigenous Papuans through holistic and sustainable political education. The methods used include surveys, interviews, and participant observation to understand the social, political, and cultural context of indigenous Papuans. Research findings show that obstacles such as lack of access to political information, dominant political culture, and a low understanding of political rights are the main obstacles to their political participation. In response to these findings, a political education approach focused on the empowerment and inclusion of local communities was designed and implemented. This political education programme includes an understanding of political rights, political processes, participation in decision-making, and democratic values. The evaluation results show a significant increase in the political understanding and participation of indigenous Papuans after participating in this political education program. This research contributes to the development of political education strategies oriented towards local communities to increase their political participation and empowerment in the political process in Papua
