Abstract

This study aims to determine and analyse the application of public service standards through communication facilities at the Population and Civil Registration Office of Mamuju Regency. This research was conducted at the Office of Population and Civil Registration of Mamuju Regency. This research uses a qualitative approach with a case study method. Data were collected through in-depth interviews, observation, and documentation. The results of this study indicate that the implementation of public service standards through communication facilities at the Population and Civil Registration Office of Mamuju Regency has not been maximised. The means of communication used consist of two means, namely electronic means in the form of a website: dukcapilmamuju.go.id and facebook dukcapil Mamuju and non-electronic means in the form of information boards displayed in the service room. On the website, information on the service standards for issuing ID cards in the form of requirements is different from the information on Facebook and also on the information board. In addition, the standard procedures in these three facilities were also found to be different. It was still found that the community as recipients of KTP issuance services had to wait more than the existing time standard. Meanwhile, the information on the standard cost of processing ID cards conveyed in the information facilities is in accordance with the services received by the community.

Abstract

This study seeks to examine the influence of the efficacy of Social Welfare Integrated Data Management in Penajam Paser Utara Regency. The study was carried out at the Social Services and Villages Department in Penajam Paser Utara Regency. Data collection is conducted via observation, interviews, and documentation. This study employs a descriptive methodology utilizing a qualitative approach with inductive data analysis. Data analysis approaches employ data reduction, data display, and conclusion formulation or validation. The findings of this study indicated that the effectiveness of updating DTKS yields results due to monthly changes, including the addition of impoverished families and the removal of families deemed capable. Regarding the efficiency of DTKS management, it is acknowledged as more efficient in operations, data storage, and other technical aspects for both Data Managers at Dinas Sosial and Operators at Village Governments, in terms of adequacy. The quantity of social assistance recipients is substantial, yet the trend indicates a decline in recipients over time, reflecting a reduction in impoverished families in Penajam Paser Utara Regency. Regarding equity, it is evident that the Ministry of Social Affairs' social assistance program encompasses all 54 villages in the regency. In terms of responsiveness, The Dinas Sosial of Penajam Paser Utara Regency demonstrates considerable responsiveness in executing its activity budget program; however, at the Village Government level, the responsiveness regarding the management of DTKS is markedly deficient. While some villages are active, a significantly greater number have failed to update the DTKS.

Abstract

Penelitian ini menyoroti peran strategis semangat kerja dan kemampuan dalam meningkatkan produktivitas, kualitas tugas, dan keterlibatan personel dalam penegakan hukum serta pelayanan publik. Masalah utama yang diteliti mencakup: (1) bagaimana dampak semangat kerja dan kemampuan mempengaruhi kinerja personel kepolisian di bidang operasional Polda Kaltara, dan (2) upaya apa yang dapat dilakukan untuk meningkatkan kedua faktor tersebut. Penelitian ini menggunakan metode kualitatif untuk memperoleh pemahaman mendalam mengenai hubungan antara semangat kerja, kemampuan, dan kinerja personel.  Hasil penelitian menunjukkan bahwa semangat kerja yang tinggi berkontribusi signifikan terhadap motivasi dan produktivitas personel, sementara kemampuan yang baik termasuk keterampilan teknis, pengetahuan hukum, dan kemampuan komunikasi mempengaruhi efektivitas pelaksanaan tugas operasional. Sinergi antara semangat kerja dan kemampuan memperkuat kinerja keseluruhan personel kepolisian. Untuk mencapai kinerja optimal, Polda Kaltara harus mengimplementasikan program pelatihan yang komprehensif dan menciptakan lingkungan kerja yang mendukung. Pendekatan terintegrasi dalam meningkatkan semangat kerja dan kemampuan diharapkan dapat memperkuat kinerja personel dan meningkatkan kualitas pelayanan kepada masyarakat.Kata Kunci: Semangat Kerja; Kemampuan; Kinerja Personel Kepolisian.

Abstract

This study aims to determine and analyze the influence of the work environment, leadership style through job satisfaction at the Regional Office of the Ministry of Religious Affairs of West Sulawesi Province. The research approach used in this study is a quantitative method with an explanatory approach. From the total population data, the Slovin formula is used to obtain a sample of 131 respondents. The analysis conducted is Outer Model Analysis consisting of Convergent Validity test, Discriminant Validity test, Composite Reliability test, Average Variance Extracted (AVE) value and Inner Model Analysis consisting of R Square test, Q Square, Direct and Indirect Influence Test and hypothesis test by looking at T and P Values. This analysis uses Partial Least Square (PLS) using SmarthPLS 3.0 software. Based on the analysis results, the Work Environment does not have a significant effect on Employee Performance (0.383 > 0.05), the Work Environment has a positive and significant effect on Job Satisfaction (0.000 < 0.05), Leadership Style has a positive and significant effect on Employee Performance (0.013 < 0.05), Leadership Style has a positive and significant effect on Job Satisfaction (0.000 < 0.05), Job Satisfaction has a positive but not significant effect on Employee Performance (0.019> 0.05), the Work Environment does not have a positive and not significant effect on Employee Performance if through job satisfaction (0.051> 0.05), Leadership Style has a positive and significant effect on Employee Performance if through Job Satisfaction (0.028 > 0.05).

Abstract

Penelitian ini bertujuan untuk memperoleh bukti empiris mengenai analisis faktor-faktor yang mempengaruhi tata kelola keuangan pada Pemerintah Daerah Kabupaten Penajam Paser Utara. penelitian ini dilakukan pada pengelola keuangan di seluruh instansi kabupaten penajam paser utara dengan populasi adalah 397 orang dan pengambilan sampel dalam penelitian sebanyak 105 orang yang terdiri dari Pejabat Penatausahaan Keuangan (PPK) sebanyak 35 orang, pejabat eksekutif teknis (PPTK) 35 orang dan bendahara pengeluaran sebanyak 35 orang. Hasil penelitian menunjukkan bahwa terdapat tujuh faktor yang mempengaruhi pengelolaan keuangan pada Pemerintah Kabupaten Penajam Paser Utara. Ketujuh faktor tersebut adalah 1) Lingkungan Kerja dan konsistensi 2)Kompetensi SDM 3)Komitmen Organisasi dan jaringan 4)Teknologi Informasi dan Kejujuran 5)Kedisiplinan 6)Gaji dan tunjangan 7)Kepatuhan. Faktor lingkungan kerja dan konsistensi merupakan faktor pertama yang mempengaruhi tata kelola keuangan pada Pemerintah Daerah Kabupaten Penajam Paser Utara. Faktor ini mempunyai eigenvalue sebesar 7,852 dan mampu menjelaskan variasi observasi 32,716%, berarti faktor ini mamu memberikan kontribusi 32,716% terhadap tata kelola keuangan di Pemerintah Daerah Kabupaten Penajam Paser Utara. Faktor ini terdiri dari variabel konsistensi, ringkas, rapi resik, rawat. Variabel-variabel dalam faktor ini memiliki lokasi loading faktor antara 0,451 sampai 0,874, berarti tingkat korelasi antar variabelnya adalah antara 45,1% sampai 87,4%. Korelasi tertinggi terletak pada variabel Rapi dan korelasi terendah terletak pada variabel konsistensi.

Abstract

This study aims to determine the efforts made by BKPSDM Nunukan Regency in improving employee competence. Increasing ASN competence is an important factor in improving work effectiveness and the quality of public services. BKPSDM has various programs and policies designed to develop employees' skills and knowledge to suit the needs of an ever-evolving bureaucracy. This research was conducted at the Nunukan Regency Personnel and Human Resources Development Agency (BKPSDM) using qualitative methods. Qualitative research is exploratory and aims to understand social phenomena in a natural and complex context. The data collection techniques used include interviews with relevant informants, observation of competency development activities, and document analysis to obtain more accurate and in-depth data. The results of the study indicate that the Nunukan Regency BKPSDM has implemented various strategic policies and programs in improving employee competency, from planning to post-training evaluation. Based on Rahmat's theory of competency development, improving the quality of human resources is carried out systematically through training, coaching, and continuous evaluation. BKPSDM emphasizes monitoring and evaluation as part of strengthening employee capacity. The implementation of this strategy shows that structured competency development can improve professionalism, work effectiveness, and the quality of public services in Nunukan Regency. Thus, the strategy implemented by BKPSDM can be a model for sustainable HR development in the government sector.

Abstract

This study aims to analyze the role of the local government in implementing the farmer empowerment program for rice farmers in Sumber Sari Village, Babulu District, Penajam Paser Utara Regency, and to assess the effectiveness of the program in improving farmers' productivity and welfare. Additionally, this study identifies and analyzes the challenges and obstacles faced by the local government in implementing farmer empowerment policies and seeks to understand how these factors influence the success of the program. This study employs a qualitative approach with a descriptive method. Data were collected through observation, in-depth interviews, and documentation, and then analyzed thematically. The findings indicate that the local government plays an active role in empowering farmers through the distribution of granular organic fertilizer funded by the DIPA APBD 1 of East Kalimantan Province. This program aims to enhance agricultural productivity by involving 28 farmer groups in Babulu District, including Sumber Sari Village. Although the program provides benefits to farmers, its effectiveness is still affected by limited access to water, a lack of technical extension services, and suboptimal agricultural infrastructure. The primary challenges in farmer empowerment include dependence on rainfall, land-use conversion, limited training opportunities, market price fluctuations, and the impacts of climate change. To improve the program’s success, this study recommends that the local government, particularly the Penajam Paser Utara Agricultural Office, expand farmers' access to subsidies and modern agricultural tools to enhance productivity. Additionally, future research could focus on the effectiveness of irrigation systems in strengthening food security.

Abstract

Human resource management (HRM) is a crucial element in organizational success, particularly in government institutions. This study focuses on the competency development of the functional position of Human Resources Apparatus Analyst (Analis SDM Aparatur) following job realignment at the Civil Service and Human Resource Development Agency (BKPSDM) in Nunukan Regency. The research examines the alignment of employee competencies with job demands and evaluates the effectiveness of existing competency development programs. The study employs a descriptive qualitative method with an inductive analysis approach. The findings reveal significant competency gaps among employees, both in technical skills and managerial abilities, which hinder their performance effectiveness. Moreover, existing training programs are deemed suboptimal in addressing the functional position's actual needs in terms of content, methods, and implementation. The study suggests the necessity of a comprehensive evaluation of training programs and the formulation of more targeted and relevant competency development strategies. These findings contribute to enhancing HRM effectiveness, supporting BKPSDM's strategic objectives, and serving as a reference for future HR policy-making.

Abstract

This study aims to examine how regional assets are used at the Paniai Regency Regional Finance and Asset Agency. The research method used was a descriptive qualitative approach, with data analysis through interviews and field observations. Key informants were obtained through interviews with five individuals. The results indicated that the asset utilization system is ineffective. Asset management still lacks an integrated application, human resources are low, they have never participated in training, workshops, or workshops on asset management, the planning system is suboptimal, assets are controlled by certain individuals in large numbers, and some assets are used by individuals outside the scope of the Regional Work Unit (SKPD). Internal factors include the suboptimal competence of managing officials, who have never participated in technical guidance, training, or training on asset management. External factors include the lack of a specific budget allocation for human resource development for asset management, as well as social, cultural, and geographic conditions, as well as public awareness of participation and understanding the importance of properly protecting, maintaining, and managing assets.
