Abstract

This research discusses the role of human resources at the Youth, Sports and Tourism Department in tourism development in North Hulu Sungai Regency. The aim of this research is to determine and analyze the role of human resources at the Youth, Sports and Tourism Department in tourism development in North Hulu Sungai Regency as well as inhibiting and encouraging factors.This type of research is qualitative research. This research uses observation techniques, so the data source is called informants, with 5 informants taken from employees of the Youth, Sports and Tourism Department in Tourism Development and members of North Hulu Sungai Regency DPRD Commission II. The data mining technique that the author carried out was by means of free interviews with respondents and informants to complement the data extracted through other techniques. Based on the research results, firstly, the progress of implementers has not been optimal due to the lack of human resources in the tourism sector. Secondly, the development of the implementer is optimal, where the implementer always monitors and directs it so that tourism results are better and have a good impact. Thirdly, implementing information is not yet optimal due to the unpreparedness of the parties behind the scenes who should be responsible for improving and adding information about tourist destinations. The four implementing targets are optimal, which requires the availability of quality tourism packages with international standards. The five implementing pressures are not yet optimal because the budget from the region is not large so that the development carried out does not go according to plan. Sixth, handling the process is not yet optimal due to the lack of personnel in this field and education is still minimal and employees in this field are not vocationally qualified. Seventh, information about tourist destinations and tourism activities is not up to date. The eight actions in tourism development are always monitoring and directing. Ninth, decision making pressure for implementing tourism development is still lacking where the budget is still minimal. Keywords: Role, Tourism Development, Youth, Sports and Tourism Services in Tourism Development in North Hulu Sungai Regency ABSTRAK Tujuan dari penelitian ini adalah untuk mengetahui dan menganalisis Peran Sumber Daya Manusia Dinas Kepemudaan, Olahraga dan Pariwisata Dalam Pengembangan Pariwisata di Kabupaten Hulu Sungai Utara serta faktor penghambat dan faktor pendorong. Penelitian ini mengunakan metode penelitian ini adalah penelitian kualitatif. Penelitian ini menggunakan teknik observasi maka sumber data disebut informan, dengan informan 5 orang yang diambil dari pegawai Dinas Kepemudaan, Olahraga dan Pariwisata Dalam Pengembangan Pariwisata dan anggota DPRD Komisi II Kabupaten Hulu Sungai Utara. teknik penggalian data yang penulis lakukan dengan cara wawancara bebas pada responden dan informan untuk melengkapi data yang digali melalui teknik lainnya. Hasil penelitian ini hasil penelitian bahwa Pertama kemajuan pelaksana belum optimal yang mana kurangnya sumber daya manusia yang ada pada Bidang Pariwisata. Kedua pengembangan pelaksana sudah optimal yang mana pelaksana selalu memantau dan mengarahkan agar dalam hasil wisata lebih baik serta memberi dampak yang baik. Ketiga informasi pelaksana belum optimal karena ketidaksiapan pihak-pihak dibalik layar yang seharusnya bertanggung jawab terhadap perbaikan, penambahan informasi-informasi tentang destinasi wisata. Keempat sasaran pelaksana sudah optimal yang mana menghendaki tersedianya paket wisata berkualitas dengan standar internasional. Kelima tekanan pelaksana belum optimal karena angaran dari daerah tersebut tidak banyak sehingga dalam pengembangan yang dilaksanakan tidak berjalan sesuai dengan perencanaan. Keenam menangani proses belum optimal karena kurangnya personel yang ada pada bidang tersebut serta pendidikan yang masih minim dan pegawai pada Bidang tersebut tidak pada kejuruannya. Ketujuh informasi tentang destinasi wisata dan kegiatan kepariwisataan tidak up to date. Kedelapan tindakan dalam pengembangan pariwisata pelaksana selalu memantau dan mengarahkan. Kesembilan pengambilan keputusan tekanan pelaksanaan pengembangan pariwisata masih kurang dimana anggaran yang masih minim. Abstract

This study aims to analyze teacher performance in improving student achievement through a student-centered learning approach. The focus of this study covers five main aspects, namely: (1) teachers' ability to work with students individually, (2) the quality of lesson preparation and planning, (3) the utilization of various learning media, (4) student involvement in various learning experiences, and (5) active leadership of teachers in the classroom. This research uses a qualitative approach with a case study method. The research subjects were elementary school teachers at School X. Data was collected through observation, in- depth interviews with teachers and students, and document analysis. The results showed that teacher performance in several aspects still needs to be improved. Although most teachers have made efforts to implement student-centered learning, there are still some obstacles, such as a lack of ability to manage heterogeneous classes, difficulties in choosing the right learning media, and a lack of time for lesson preparation. This study concludes that to improve teacher performance, continuous efforts are needed, both from the school and the teachers themselves. Several recommendations that can be given include: (1) conducting continuous training for teachers, (2) providing adequate facilities to support effective learning, (3) developing a school culture that supports active learning, and (4) giving awards to outstanding teachers. ABSTRAK Penelitian ini bertujuan untuk menganalisis kinerja guru dalam meningkatkan hasil belajar siswa melalui pendekatan pembelajaran yang berpusat pada siswa. Fokus penelitian ini meliputi lima aspek utama, yaitu: (1) kemampuan guru dalam bekerja dengan siswa secara individual, (2) kualitas persiapan dan perencanaan pembelajaran, (3) pendayagunaan media pembelajaran yang variatif, (4) keterlibatan siswa dalam berbagai pengalaman belajar, dan (5) kepemimpinan aktif guru dalam kelas. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus. Subjek penelitian adalah guru-guru kelas rendah di Sekolah Dasar X. Pengumpulan data dilakukan melalui observasi, wawancara mendalam dengan guru dan siswa, serta analisis dokumen. Hasil penelitian menunjukkan bahwa kinerja guru dalam beberapa aspek masih perlu ditingkatkan. Meskipun sebagian besar guru sudah berusaha untuk menerapkan pembelajaran yang berpusat pada siswa, namun masih terdapat beberapa kendala, seperti kurangnya kemampuan dalam mengelola kelas yang heterogen, kesulitan dalam memilih media pembelajaran yang tepat, dan kurangnya waktu untuk persiapan pembelajaran. Penelitian ini menyimpulkan bahwa untuk meningkatkan kinerja guru, diperlukan upaya yang berkelanjutan, baik dari pihak sekolah maupun guru sendiri. Beberapa rekomendasi yang dapat diberikan antara lain: (1) penyelenggaraan pelatihan yang berkelanjutan bagi guru, (2) penyediaan fasilitas yang memadai untuk mendukung pembelajaran yang efektif, (3) pengembangan budaya sekolah yang mendukung pembelajaran aktif, dan (4) pemberian penghargaan kepada guru yang berprestasi.

Abstract

Rapid urbanization in major cities has put great pressure on natural resources, leading to environmental degradation, reduced green space, and increased pollution and carbon emissions. This process led to a major change in the way societies managed natural resources, affecting their quality and availability. This study explores the influence of socio-political changes on urban natural resource management, with a focus on social dynamics, government policies, and the role of civil society and the private sector. The findings show that the imbalance between urban development and the preservation of natural resources often fuels conflict, while adaptive policies, green technologies, and nature-based approaches can be solutions to reduce environmental impacts. The study also identified that community participation and collaboration between sectors are essential to address the challenges of sustainable natural resource management. This collaboration will improve the efficiency of resource use and reduce negative impacts on the environment, ensuring the sustainability of natural resources for the future.
