Abstract

Bureaucratic reform is a crucial agenda in improving the performance of regional government. This research aims to analyze the synergy of coaching and supervision as the key to the success of the Purwakarta Regency government in the context of bureaucratic reform, with a focus on performance evaluation by the Regional Inspectorate. The research method uses a descriptive qualitative approach, including literature study and analysis of the Purwakarta Regency Regional Inspectorate Bureaucratic Reform Road Map document. Data were analyzed using thematic analysis techniques, focusing on eight areas of change in bureaucratic reform. The research results show that the Regional Inspectorate has implemented innovative programs within the reform framework, but faces challenges such as resistance to change and limited resources. The synergy between the coaching and supervision functions has been proven to contribute positively to improving governance and public services. In conclusion, the continuity of implementation of the road map and the role of the Inspectorate as a catalyst for change are very important for the success of reform. This research contributes to understanding the dynamics of bureaucratic reform at the district level and highlights the importance of strengthening the capacity of Regional Inspectorates in driving systemic change.

Abstract

Penelitian ini menganalisis implementasi jaminan kesehatan di Indonesia dan Malaysia menggunakan kerangka teori implementasi kebijakan Edward III, yang mencakup variabel komunikasi, sumberdaya, disposisi implementor, dan struktur birokrasi. Dengan metode kualitatif komparatif, data sekunder dari dokumen resmi, laporan internasional, dan jurnal ilmiah dianalisis secara mendalam. Hasil penelitian menunjukkan bahwa Indonesia, melalui Jaminan Kesehatan Nasional (JKN), telah mencapai cakupan 97% populasi (273 juta jiwa) per Juni 2024, namun belum memenuhi target RPJMN 2020–2024 sebesar 98% dan menghadapi tantangan defisit finansial serta distribusi sumber daya yang timpang. Malaysia mengandalkan sistem kesehatan dual dengan layanan publik bersubsidi tinggi dan sektor swasta yang mendukung medical tourism, tetapi hanya 22–45% populasi memiliki asuransi swasta, dengan ketimpangan akses urban-rural. Indonesia unggul dalam komunikasi kebijakan dan birokrasi terpusat, sementara Malaysia menonjol dalam kualitas sumber daya dan profesionalisme implementor. Rekomendasi meliputi reformasi pembiayaan dan pemerataan sumber daya untuk Indonesia, serta pengembangan skema asuransi universal dan literasi kesehatan untuk Malaysia, guna mendukung pencapaian Universal Health Coverage (UHC) yang berkelanjutan.

Abstract

Process transparency constitutes a critical dimension in village governance, particularly in managing food security programs that involve substantial public funds. This study examines the implementation of process transparency in the food security program of Mekarrahayu Village, Margaasih District, Bandung Regency in 2025, which allocated IDR 428,900,000 from the Village Fund for sheep farming development. Employing a qualitative method with semi-structured interviews and documentation involving 11 purposively selected informants, this research applies David Heald's (2006) process transparency framework, which focuses on the openness of planning procedures, program implementation mechanisms, and oversight and evaluation processes. The findings indicate that Mekarrahayu Village has established deliberative forums and oversight structures that conform to formal requirements. However, the results of deliberative processes have not been widely disseminated, the mechanism for determining program beneficiaries has not been conducted through an open and participatory process, and the involvement of supervisory institutions remains predominantly procedural. These conditions reveal a gap between the formal availability of procedures and the substantive openness of information accessible to the public. The study recommends that village governments prioritize active and inclusive communication strategies that extend beyond formal procedural compliance toward genuine information sharing that enables meaningful public participation in village program governance.
