Abstract

The aim of this coaching and counseling technical guidance activity is to enhance the competency of the Wangunharja Village Apparatus in the field of coaching & counseling. It is hoped that this activity will foster advanced village governance practices, cultivating village cadres as leaders who have good knowledge, attitudes and skills. The research used Participatory Learning and Action method. This activity is carried out by emphasizing lectures, discussions, brainstorming and simulations conducted interactively with group members, complemented by real-world actions or activities relevant to community empowerment material through coaching & counseling. The outcomes of community service activities aligned with the established plans. Village officials were receptive and enthusiastic about training workshops and exhibited tangible improvements in their knowledge, attitudes, and skills. The output of this technical guidance activity is the preparation of coaching and counseling guidelines for Wangunharja village officials.

Abstract

Purpose: This study examines the effectiveness of civil servant transfer implementation in the Government of City X, identifies the challenges encountered, and explores the efforts undertaken by the Civil Service Agency (BKPSDM) in City X. The analysis focuses on five key aspects: standard criteria, actual needs, staffing formation, objectives of implementation and accountable objectivity. Methodology/approach: The research employed A qualitative approach was employed through semi-structured interviews and document reviews. Data were analyzed using an interactive model and validated through source and technique triangulation to ensure credibility. Results/findings: The results revealed that transfer implementation was not fully effective across the five aspects. Standard criteria are not consistently aligned with regulations, actual needs are not clearly defined, staffing formation often does not correspond with the placement of transferred employees, and objectivity remains largely administrative rather than substantive in nature. Conclusion: The transfer process in City X’s government still faces significant challenges. Improvements are needed through the systematic dissemination of transfer regulations, comprehensive job and workload analyses, the establishment of clear operating procedures and technical guidelines, and the strengthening of Baperjakat’s role in decision-making. Limitations: The study is limited to the scope of the Government of City X; therefore, its findings may not be generalized to other regions. Contribution: This study provides practical recommendations for BKPSDM and other local governments to enhance transfer systems in line with merit-based principles, while also contributing to the broader literature on public sector human resource management.

Abstract

Pegawai Negeri Sipil sebagai unsur utama sumber daya manusia aparatur negara mempunyai peranan penting dalam menentukan keberhasilan penyelenggaraan pemerintahan dan pembangunan. Akan tetapi pada prakteknya di lapangan tidak semua PNS memiliki kompetensi sesuai dengan yang diharapkan oleh organisasi. Banyak PNS yang tidak dapat memenuhi/mencapai target kerjanya akibat minimnya kompetensi yang dimiliki dalam melaksanakan tugas/jabatan yang diduduki. Penelitian ini bertujuan untuk mengetahui implementasi analisis kebutuhan pelatihan pegawai negeri sipil di Badan Kepegawaian Daerah, Pendidikan dan Pelatihan Kabupaten Jombang. Penelitian ini bersifat deskriptif dengan pendekatan kualitatif. Hasil penelitian menunjukkan bahwa Implementasi Analisis Kebutuhan Pelatihan PNS Badan Kepegawaian Daerah, Pendidikan dan Pelatihan Kabupaten Jombang belum dilakukan sesuai dengan mekanisme yang tepat sehingga hasilnya kurang akurat dan valid. Hal ini tentunya berdampak pada efektivitas pelatihan. Rekomendasi yang diberikan berdasarkan hasil penelitian diantaranya yaitu perlu adanya jabatan analis diklat yang memiliki peran untuk menghasilkan pelatihan yang efektif dan efisien melalui proses analisis yang tepat. Selain itu perlu dibentuk regulasi mengenai regulasi berupa peraturan internal yang mengatur tentang Petunjuk Teknis dan Petunjuk Pelaksanaan Pengembangan Kompetensi PNS Badan Kepegawaian Daerah, Pendidikan dan Pelatihan Kabupaten Jombang sebagai turunan dari Peraturan Lembaga Administrasi Negara Nomor 10 Tahun 2018.
