Abstract

ABSTRAK Artikel ini mengkaji bagaimana implementasi kebijakan Keterbukaan Informasi Publik yang dilakukan oleh Dinas Komunikasi dan Informatika Kota Manado untuk meningkatkan kualitas pelayanan kepada masyarakat. Dengan menggunakan metode kualitatif, kajian ini akan memfokuskan pada apa saja yang dilakukan oleh Dinas Komunikasi dan Infoprmatika Kota Manado dalam mengimplementasikan kebijakan keterbukaan informasi publik di Kota Manado. Kajian dilakukan dengan menggunakan pendekatan yang dikemukakan oleh Edwards George (2003), tentang Implementasi Kebijakan Publik. Menurut Edward III, syarat agar implementasi kebijakan dapat berhasil, ada empat variabel yang harus diperhatikan: Komunikasi (communications), Sumber Daya (resources), sikap (dispositions atau attitudes) dan struktur birokrasi (bureucratic structure). Ke empat faktor tersebut harus dilaksanakan secara simultan karena antara satu dengan yang lainnya memiliki hubungan yang erat. Temuan penelitian menggambarkan bahwa dari variabel informasi, implementasi kebijakan keterbukaan informasi publik yang dilakukan oleh Dinas Komunikasi dan Informatika Kota Manado dapat dikatakan belum memadai, variabel sumber daya yang masih kurang, demikian juga jika dilihat dari variabel disposisi yang belum memadai. Sedangkan dari variabel struktur birokrasi sudah dapat dikatakan sudah cukup baik. Dan untuk saran perbaikan memang masih banyak yang perlu diperbaiki maupun ditingkatkan diantaranya bagaimana meningkatkan kualitas petugas, maupun keterbukaan yang dilakukan oleh dinas sendiri. Kata Kunci : Implementasi; Kebijakan; Keterbukaan Informasi Publik; Kota Manado ABSTRACT This article examines how the implementation of the Public Information Disclosure policy was carried out by the Manado City Communication and Information Service to improve the quality of service to the public. By using qualitative methods, this study will focus on what the Office of Communication and Information Technology of Manado City does in implementing public information disclosure policies in Manado City. The study was conducted using the approach put forward by Edwards George (2003), regarding the Implementation of Public Policy. According to Edward III, the conditions for successful policy implementation are four variables that must be considered: communications, resources, attitudes and bureaucratic structures. These four factors must be implemented simultaneously because they have a close relationship with each other. The research findings illustrate that from the information variable, the implementation of the public information disclosure policy carried out by the Office of Communication and Informatics of the City of Manado can be said to be inadequate, the resource variable is still lacking, as well as when viewed from the disposition variable which is inadequate. Meanwhile, from the bureaucratic structure variable, it can be said that it is quite good. And as for suggestions for improvement, there is still much that needs to be improved or improved, including how to improve the quality of officers, as well as the transparency that is carried out by the agency itself. Abstract

ABSTRAK Keberadaan kaum disabilitas pada Pemilihan Kepala Daerah (Pilkada) tahun 2020 di Kota Manado cukup besar yakni tercatat 951 jiwa, dan yang menggunakan hak pilihnya tercatat 694 jiwa. (Journal KPU.go.id, Komisi Pemilihan Umum Kota Manado) hal ini tentunya memerlukan perhatian khusus dari penyelenggara yang dalam hal ini adalah merupakan tugas dari Komisi Pemilihan Umum (KPU) Kota Manado. Artikel ini mengkaji bagaimana upaya yang dilakukan oleh KPU Kota Manado dalam upaya meningkatkan partisipasi mereka dalam penyelenggaraan Pilkada tahun 2020. Penelitian ini menggunakan metode kualitatif untuk mengetahui bagaimana peran sekaligus akan mendeskripsikan berbagai upaya yang dilakukan KPU Kota Manado dalam meningkatkan partisipasi para kaum disabilitas yang ada di Kota Manado. Temuan penelitian menggambarkan bahwa apa yang dilakukan oleh KPU Kota Manado sudah baik dan selalu mengacu pada amanat undang-undang sesuai dengan tahapan pemilu yaitu: (1) Mendata dan memastikan penyandang disabilitas yang memenuhi syarat terdaftar sebagai pemilih; (2) Memberikan sosialisasi dan pendidikan politik bagi kelompok penyandang disabilitas; dan (3) Menjamin ketersediaan sarana dan prasarana pendukung bagi penyandang disabilitas guna memberikan hak pilihnya. Namun berbagai upaya yang dilakukan oleh KPU Kota Manado masih menghadapi kendala dari sisi pendanaan. Kata Kunci: Peran; Komisi Pemilihan Umum; Disabilitas ABSTRACT The presence of people with disabilities in the 2020 Regional Head Elections (Pilkada) in Manado City is quite large, with 951 people recorded, and 694 people exercising their right to vote. (Journal KPU.go.id, Manado City General Election Commission) this certainly requires special attention from the organizers which in this case is the task of the Manado City General Elections Commission (KPU). This article examines the efforts made by the Manado City KPU in an effort to increase their participation in organizing the 2020 Pilkada. Manado City. The research findings illustrate that what the Manado City KPU has done is good and always refers to the mandate of the law in accordance with the election stages, namely: (1) To collect data and ensure that persons with disabilities who meet the requirements are registered as voters; (2) Providing socialization and political education for groups of persons with disabilities; and (3) Ensure the availability of supporting facilities and infrastructure for persons with disabilities in order to give their right to vote. Abstract

To be able to achieve quality education, professional teachers are needed. Subject Teacher Conference (MGMP) is one forum that can help improve teacher professionalism. This research aims to find out and analyze how Professional Teacher Competency Development is carried out in the Subject Teacher Deliberation Forum (MGMP) in Manado City. A qualitative approach was used in this research. Subject Teachers' Conference (MGMP) in Manado City as a forum for improving aspects of knowledge, pedagogy and professionalism of junior high school teachers in Manado City. By participating in MGMP activities and programs, teachers have better mastery of the material, mastering standards and competencies, learning theories and learning principles as well as the curriculum of the subjects taught. Activities in the Subject Teacher Deliberation Forum (MGMP) in Manado City must continue to be carried out routinely and sustainably. This research recommends that junior high school teachers must be committed to diligently participating in the activities or programs being implemented, because there are still teachers who do not regularly participate in activities because of their busy schedules. The management encourages its members to actively participate in MGMP activities and programs. Teachers who are not yet very adept at using technology in the learning process must continue to be accompanied and given training and allocated sufficient funds for sustainable implementation of the MGMP.
