Abstract

The prevalence of sexual violence against women (SVAW) in Indonesian Islamic boarding schools highlights that these institutions have not yet become safe spaces. The physical and psychological harm of sexual violence experienced by women poses a significant threat to their human security, a fundamental right that the state should ideally ensure. However, promoting personal security requires the collective support of society as a whole. This study focuses on Jombang Regency's pesantren (Islamic boarding schools), which is renowned as a city of Islamic education or “Kota Santri”. It explores the role of local civil society organizations (CSOs) in promoting personal security against sexual violence in these settings. Through qualitative methods such as in-depth interviews with CSOs’ representatives and a comprehensive literature review from 2017 to 2022, the research reveals that CSOs in Jombang Regency engage in prevention, protection, and empowerment. However, the roles are not fully optimized, particularly in terms of protection, due to limited implementation and a focus on case management. The findings highlight the importance of implementing binding policies to govern pesantren management and encourage active participation in preventing and addressing sexual violence within religious educational institutions. Abstract

Currently, the Indo-Pacific region is one of the regions that has become an important concept in international relations, especially among ASEAN countries. This happens because there is an awareness that this area is strategic in various aspects and has a positive effect on countries in the region. However, the region faces several threats, including a rivalry between two major powers, the United States and China, and the presence of territorial sovereignty claims in the region. As a result, there is a need for increased awareness and regional countries' efforts to protect the region's stability from existing influences and threats. One form of awareness of the importance of maintaining the Indo-Pacific region can be seen in the ASEAN Outlook on the Indo-Pacific (AOIP). AOIP is initiated by one of the countries in the region, namely, Indonesia, where it becomes a means of Indonesian defence diplomacy to achieve national and regional interests. This article explains how Indonesia conducts its defence diplomacy in AOIP. This article uses descriptive methods by explaining and providing an overview of existing phenomena. Based on the process of collecting data from books, journals, and related official websites that can help explain and analyse this topic, the results of this analysis prove that AOIP becomes a form of Indonesian defence diplomacy because Indonesia sees various threats present in the region that can endanger its sovereignty and even the stability of the Indo-Pacific region. Thus, in its implementation, Indonesia conducts diplomacy through cooperation with countries in the region. Keywords: AOIP, Defense diplomacy, Indonesia, ASEAN, national interest

Abstract

Kampanye Warga Jaga Warga merupakan inisiatif digital di Indonesia yang bertujuan menggerakkan partisipasi masyarakat dalam menjaga keamanan dan ketertiban sosial melalui media sosial dan aktivitas luring. Berbeda dengan gerakan formal, kampanye ini berfungsi sebagai gerakan kesadaran kolektif yang mendorong warga untuk tetap waspada dan bersatu menghadapi potensi gangguan atau provokasi, terutama pada masa ketegangan sosial. Kampanye ini berhasil memanfaatkan platform digital untuk menyebarkan pesan perdamaian, solidaritas, dan perlindungan antarwarga, dengan dukungan dari berbagai pihak seperti komunitas lokal, aparat keamanan, LSM, dan influencer. Implementasinya tampak melalui aksi nyata seperti patroli lingkungan, diskusi komunitas untuk mencegah hoaks dan provokasi, serta kegiatan gotong royong membersihkan ruang publik. Tagar viral #WargaJagaWarga menjadi simbol pemersatu yang mengingatkan masyarakat untuk saling melindungi, menjaga kelompok rentan, dan menegakkan harmoni sosial. Pendekatan inklusif ini menumbuhkan rasa tanggung jawab bersama serta menghidupkan kembali nilai budaya gotong royong dan keamanan bersama, termasuk melalui bentuk tradisional seperti siskamling. Secara keseluruhan, kampanye Warga Jaga Warga menunjukkan bagaimana sinergi antara teknologi digital dan partisipasi akar rumput dapat memperkuat kohesi sosial serta membangun budaya anti-kekerasan di era digital, menjadikannya model penting bagi pembangunan perdamaian dalam lanskap sosial-politik Indonesia yang kompleks.
