Abstract

The problem of conflict in the Mamasa Regency and Polewali Mamasa Regency areas is due to differences of opinion regarding Law (UU) Number 11 of 2002 concerning the expansion of the Polmas Regency into Mamasa Regency and Polmas Regency. He explained that his party would follow up on Law Number 11 of 2002 which stated that three sub-districts, namely Aralle, Tabulahan, Mambie (ATM) were part of Mamasa Regency. However, some Polmas residents still adhere to the decision of the DPRD Polmas which gives freedom to residents who do not want to join Mamasa to join Polmas. This research use desciptive qualitative approach. The research location is located on the border of Mamasa Regency and Polewali Mamasa Regency. Data collection was carried out through library research. The research results show that the regional boundary conflicts that arise are more due to Law Number 11 of 2002 not considering the interests of parties who do not want to join Mamasa Regency, so they are forced to; repaired. Looking at the practical reality, several causes of conflict related to territorial boundaries have been identified, namely legal, economic, cultural, political and demographic, social and administrative factors. The step taken was to revise Law Number 11 of 2002 concerning the expansion of Community Policing into Mamasa Regency and Polres which was assisted by the West Sulawesi Provincial Government by involving Muspida and the Ministry of Home Affairs. With this process, both regions agree to accept the results of each decision prepared by the regional government and central government, taking into account the objections and wishes of each region.

Abstract

Peristiwa yang terjadi di Morowali, Sulawesi Tengah diawali dengan bentrokan maut antara pekerja lokal dan pekerja asing asal Tiongkok di area pabrik smelter PT. Gunbuster Nickel Industri (GNI)  menewaskan dua orang pekerja. Kondisi bentrokan membuat mata publik terbuka, bahwa ada konflik horizontal yang terjadi di antara pekerja lokal dan pekerja asing di Indonesia. Penelitian ini bertujuan untuk mengetahui dan menganalisis peran serikat pekerja dalam penyelesaian serta dalam pencegahan konflik antara pekerja baik pekerja lokal maupun pekerja asing yang berada di Indonesia. Penelitian ini menggunakan penelitian kualitatif dengan metode deskriptif dan pendekatan induktif sedangkan teknik pengambilan data yang digunakan yaitu melalui data kepustakaan yang telah dikumpulkan dan menelaah data sekunder. Temuan yang diperoleh dalam penelitian ini yaitu serikat pekerja memiliki peran sebagai peacemaking dalam membangun jembatan komunikasi antara pihak yang berkonflik guna menciptakan hubungan harmonis antara pekerja dan penyambung aspirasi terkait hak-hak pekerja kepada perusahaan atau pemerintah. Serikat pekerja juga berperan menyelesaikan konflik dengan cara yang berbeda seperti musyawarah, pihak ketiga, komprontasi dan sebagainya. Sehingga peran serikat pekerja sangat signifikan dalam penyelesaian konflik dalam ketenagakerjaan. The incident that occurred in Morowali, Central Sulawesi began with a deadly clash between local workers and foreign workers from China in the smelter factory area of PT. Gunbuster Nickel Industry (GNI) killed two workers. Conditions of clashes make the public's eyes open, that there is a horizontal conflict that occurs between local workers and foreign workers in Indonesia. This study aims to identify and analyze the role of trade unions in resolving and preventing conflicts between workers, both local workers and foreign workers in Indonesia. This study uses qualitative research with descriptive methods and inductive approaches while the data collection technique used is through library data that has been collected and examines secondary data. The findings obtained in this study are that trade unions have a role as peacemakers in building bridges of communication between conflicting parties in order to create harmonious relations between workers and agents of aspirations related to workers' rights to companies or the government. Trade unions also play a role in resolving conflicts in different ways such as deliberations, third parties, confrontation and so on. So that the role of trade unions is very significant in resolving labor conflicts.

Abstract

Ahmadiyah is not a new religious movement in Indonesia. This paper will focus on the conflict of the Ahmadiyya Congregation in West Nusa Tenggara which shows and explores the dynamics and resolution of the conflict that occurred. This research uses descriptive qualitative approach. The data collection technique was carried out by interviewing via zoom meeting with informants by Prof. Suprapto (Deputy Chair of the West Nusa Tenggara Religious Harmony Forum). The secondary data in this study used the library research method. The data collected and processed comes from books, journal articles, and other sources that are credible and related to this research. The conclusion obtained is that the Ahmadiyya conflict in West Nusa Tenggara is one of the protracted conflicts. From 1998 to 2018 it took 20 years with an unpredictable conflict process that barely ended because the local government was not yet functioning in handling the Ahmadiyya case. The Pattern of Conflict Handling carried out by FKUB NTB in the Ahmadiyya case uses Conflict Management. However, it has not been developed thoughtfully, especially peace-building because the peacekeeping and peace-making stages have not produced results, so it isn't easy to encourage peace-building in West Nusa Tenggara In the context of conditions for the recovery of the social community in West Nusa Tenggara, it is best if the integration of the lives of the people of West Nusa Tenggara is made on the government's agenda in various related agencies. An agenda that is not only about religion but involves and involves various levels of society to build relations between communities.

Abstract

This paper intends to join the discussion over the heavily pressured ASEAN's non- interference. With a qualitative approach, this paper investigate where the pressure comes from and whether non-interference actually harms ASEAN. Utilizing the medical analogy, "the dose makes the poison,” and Acton's wisdom on power, the paper argue that the non-interference harm and critics inducing to ASEAN is a result of its excessive uses rather than the principle itself harmful. Avoiding, delaying, and brushing issues aside behind non-interference becomes a comfortable refuge for ASEAN when faced with difficult challenges. ASEAN indeed needs to change. However, given ASEAN's diverse political, cultural, and language differences, eliminating non-interference influence in ASEAN is an outrageous deliberation. The principle is not poisonous with the right prescription. Therefore, as conclusion the paper advocate the creation of a formal forum that can serve as a formal means to brainstorm solutions for members' taboo predicament that could preserve member states freedom to decide, rather than dictating one, to control the dosage of non-interference needed in the ASEAN system. Like a family, ASEAN member states can use the forum to convince each other's that there are better solutions for their predicament and advance the region together.

Abstract

Pada akhir tahun 2023 banyak pengungsi Rohingya meninggalkan Bangladesh karena ancaman keamanan menuju Aceh. Masyarakat Aceh menolak kedatangan pengungsi Rohingya di Aceh. Stereotip negatif sering menggambarkan pengungsi sebagai ancaman bagi keamanan negara, kesejahteraan ekonomi, atau nilai-nilai budaya. Stereotip ini dapat dipengaruhi oleh moral foundation individu, yaitu nilai-nilai moral yang melekat pada diri manusia. Tujuan dari penelitian ini adalah untuk menganalisis stereotip dan moral foundation yang menjadi dasar penolakan masyarakat Aceh terhadap kedatangan pengungsi Rohingya di Aceh. Penelitian ini menggunakan metode penelitian literature review. Literature review ini membahas mengenai pengaruh stereotip dan moral foundation care, fairness, loyalty, authority, dan purity terhadap sikap penolakan terhadap pengungsi, termasuk stereotip dan moral foundation yang dianut masyarakat aceh. Penelitian ini diharapkan bisa menjadi panduan bagi penelitian selanjutnya terkait pengaruh moral foundation masyarakat lokal terhadap pembentukan stereotip terhadap pengungsi yang mengakibatkan sikap penolakan terhadap pengungsi.

Abstract

This study examines contemporary civilization's evolution towards new patterns of interaction dominated by globalization and technology, as well as its impact on national defense. The research begins with the First Peace of Kappel, which introduced the notion that gastrodiplomacy could be a pathway to peace. The aim of this study is to analyze how gastrodiplomacy, as a manifestation of national identity, may pose a non-military threat to Indonesia's national defense, utilizing the Cultural Dimensions Theory approach. However, the research findings present a divergent perspective when considering the success of the Korean Wave as a new form of Asian-style Westernization, explained through the strategic approach of Multi-Track Diplomacy. The resulting acculturation phenomenon demonstrates significant influence as a novel diplomatic medium, thereby creating competition in the socio-cultural, economic, and ideological aspects of Indonesian society. Ultimately, it is crucial for Indonesia to play a role in gastrodiplomacy within the international order, as crystallized in Law Number 3 of 2003, particularly given Indonesia's diversity and wealth of national identity.

Abstract

Konflik agraria di Indonesia masih menjadi perhatian yang serius untuk ditangani. Seiring dengan setiap tahunnya konflik agraria semakin berkembang luas di berbagai daerah di Indonesia. Kebijakan Reforma Agraria oleh negara belum efektif sebagai alternatif penyelesaian konflik agraria. Penelitian ini bertujuan untuk mengetahui dan menganalisis peran Civil Society Organization (CSO) dalam penyelesaian serta dalam pencegahan konflik agraria di Indonesia. Penelitian ini menggunakan metode analisis deskriptif untuk menjelajahi bagaimana CSO berkontribusi pada pemecahan konflik agraria, menggali data melalui wawancara, literatur, dan dokumentasi terkait.  Hasil penelitian menunjukkan bahwa CSO memainkan peran kunci dalam pemantauan, advokasi, dan pemberdayaan masyarakat dalam penyelesaian konflik agraria. Mereka bekerja untuk meningkatkan kesadaran masyarakat tentang hak-hak lahan, memfasilitasi dialog antarstakeholder, dan mendukung implementasi solusi berkelanjutan. Keberhasilan CSO dalam mengemban peran ini sering tergantung pada jaringan kemitraan yang kuat, kemampuan advokasi, dan keterlibatan aktif dalam proses penyelesaian konflik. Meskipun demikian, tantangan seperti keterbatasan sumber daya dan tekanan eksternal dapat mempengaruhi efektivitas CSO dalam memainkan perannya. Studi ini juga mencatat bahwa keberlanjutan peran CSO dalam penyelesaian konflik agraria memerlukan dukungan lebih lanjut dari pemerintah, pemangku kepentingan, dan masyarakat.

Abstract

The conflict in Papua is the longest-running conflict in Indonesia. It began when Indonesia claimed the entire Dutch East Indies territory, including West Papua, on August 17, 1945, leading to prolonged escalation of the conflict. This research aims to analyze conflict resolution in Papua through a multidimensional approach and the role of interagency cooperation to achieve peace in Papua. The methodology used in this research is qualitative method to discover new understandings and provide recommendations for conflict resolution using the concept of interagency cooperation. Findings indicate that the conflict in Papua involves various dimensions, including social, economic, political, cultural, and security aspects. Despite being granted special autonomy, economic disparities and human rights violations continue to persist. Conflict resolution requires coordinated interagency cooperation, involving the government, military, police, NGOs, and international organizations to achieve sustainable peaceful resolution.

Abstract

The lack of recognition for the Rohingya ethnic group by Myanmar and Bangladesh had led to the influx of Rohingya refugees into the Aceh region of Indonesia. This research aimed to analyze the dynamics of conflict post-migration of the Rohingya ethnic group by utilizing the Dynamic Framework, which identified components of escalation and de-escalation, conflict factors, conflict actors, stakeholders, and political will. The methodology employed in this research was a qualitative approach with data collected through a literature review related to the research topic. The findings indicated that the potential for conflict arose post-migration of the Rohingya ethnic group due to criminal activities committed by the refugees while in Aceh, resulting from the government's failure to impose strict sanctions and the unclear status of the Rohingya refugees. Local community and students, responded negatively to this situation, necessitating further involvement from the central and local governments to prevent potential conflicts between Rohingya refugees and local residents. Although Indonesia had not ratified the 1951 Vienna Convention and its 1967 Protocol, Indonesia, through Presidential Regulation No. 125 of 2016, continued facilitate the Rohingya ethnic group humanely without neglecting the interests of local residents to prevent potential conflicts from escalating.
