Abstract

Ketahanan kota (resilient city) adalah konsep yang erat kaitannya dengan pembangunan berkelanjutan, yaitu konsep yang dibangun diatas tiga dimensi mitigasi, adaptasi, dan respons. Konsep tersebut sebagai bentuk kapasitas individu, masyarakat, dan sistem dari sebuah kota untuk bisa bertahan, beradaptasi, serta mengurangi dampak, dan dapat tumbuh terhadap tekanan dan guncangan besar yang dihadapi. Guncangan yang dihadapi pada Kota Jayapura yaitu bencana banjir, dimana bencana banjir sendiri merupakan siklus tahunan. Kota Jayapura merupakan ibu kota Provinsi Papua, dalam hal ini diperlukan sebuah konsep perencanaan kota yang dapat memiliki ketahanan terhadap bencana yang dihadapi. Upaya dalam menurunkan risiko terhadap bencana banjir dengan menggunakan konsep ketahanan kota (resilient city). Metode penelitian ini menggunakan metode analisis kualitatif, yang digunakan untuk penyimpulan pendapat mengenai aspek dan indikator yang berkaitan dalam ketahanan Kota Jayapura terhadap bencana banjir. Metode kedua yaitu analisis Delphi yang digunakan untuk menganalisis kriteria indeks ketahanan kota yang diperlukan untuk Kota Jayapura menjadi tangguh terhadap bencana banjir. Hasil yang di dapat adalah Aspek Kesehatan, Aspek Sosial Demografi, Aspek Infrastruktur, Aspek Budaya Masyarakat (kebiasaan) dan aspek strategi. Hasil dari analisis Delphi dan kualitatif juga mendapatkan konsep ketahanan kota berdasarkan pendapat partisipan (key informants). Ketahanan Kota sendiri yaitu bagaimana merencanakan aspek mitigasi dan adaptasi dengan strategi yang dibutuhkan ialah pengendalian pemanfaatan ruang dalam hal pembangunan, yang disesuaikan dengan fungsi penggunaan lahan menurut Perda No 1 Tahun 2014. Visi dan strategi kota dalam ketahanan menghadapi bencana banjir adalah dengan menerapkan mitigasi seperti tanggul, pintu air, sumur resapan, biopori dan mengembangkan ruang terbuka hijau. sebagai pengendalian banjir serta memperhitungkan kapasitas pasca bencana. Dengan belajar dari bencana-bencana terdahulu yang sudah pernah terjadi di Kota Jayapura dan mengatur strategi yang terstruktur, terencana dan terpadu untuk Kota Jayapura dalam menghadapi bencana banjir.

Abstract

Economic activity becomes a benchmark in the assessment of the community to achieve prosperity, and becomes a supporter and driver of growth in the surrounding area. Vim Village, Abepura District is one of the service activity centers that has a land use that is so complex and strategically located that it triggers various forms of economic activity, becoming an attraction for people to travel for transportation, especially along Jalan Perkutut. This study examines the relationship of micro-economic activities with traffic performance obtained from side barriers, vehicle volume and road capacity. The research methods used to achieve the objectives are quantitative methods and qualitative methods. The quantitative method uses the analysis of the Indonesian Road Capacity Manual (MKJI, 1997) to obtain vehicle volume, road capacity and traffic performance. The qualitative method uses descriptive analysis that discusses the comparison of the distribution of micro-economic activities that affect side barriers, the comparison of two traffic performance results and spatial planning plans along the Perkutut road. The results showed that the increase in the number of micro-economic activities at night along Jalan Perkutut had an effect on increasing the number of side barriers and the volume of vehicles. In addition, the imbalance in the volume of vehicles and road capacity shows that Perkutut Road traffic performance is experiencing congestion as indicated by the Service Level Index (ITP) with a value of F. Under these conditions, spatial planning for the road network, pedestrian pedestrian arrangement and land use arrangement is needed, especially on microeconomic activities.

Abstract

Fulfilling the need for housing, the suitability of the existing conditions of housing infrastructure in Waena Village, Heram District, Jayapura City need to be considered in order to meet certain standards for the need for a decent, healthy, safe and comfortable place to live. The methods used in research are survey methods and case methods (case studies). The type of research used is quantitative and descriptive qualitative research. Meanwhile, the quantitative approach results from the public's perception that the condition of the availability of facilities and infrastructure at the Graha Youtefa Housing Complex is >40-70% "good". Meanwhile >20-40% stated that the facilities and infrastructure at the Graha Youtefa housing complex were "not good". So that in future development of a safe and comfortable residential environment, it is necessary to pay attention to adequate infrastructure in accordance with applicable regulations.

Abstract

The People Crossing Bridge (JPO) is one of the important infrastructures in the urban transportation system. JPO is designed to facilitate pedestrians to cross the highway safely without being disturbed by vehicle traffic. This infrastructure not only serves to improve safety but also supports mobility efficiency in dense urban areas. On Jalan Dr. Sam Ratulangi, Jayapura City, a pedestrian bridge infrastructure was built, which is located in front of Jayapura Mall, Jayapura City. According to its purpose, the pedestrian bridge was built to reduce the occurrence of traffic accidents in locations with heavy activities, including city centers with shopping that certainly has high mobility. The data collection method in this study uses the survey method. In this study, the researcher conducted a survey of JPO facilities at pedestrian trap sites. This research is the output of the stages that have been carried out by the author. Based on the results of observations that have been carried out on July 8 and 13, 2024, at 07.00 – 17.00 WIP, the results were found that more pedestrians chose to cross using the available JPO with a total of 147 people (65%), compared to 92 people (35%) who did not use the JPO. Meanwhile, using JPO can help and facilitate and shorten the travel time of the crossing, by climbing and descending stairs you can enjoy the atmosphere around. In the condition of the JPO floor, this is due to the presence of mischievous individuals so that public facilities are starting to be unattractive to see. For this reason, public facilities are assets that we need to take care of together so that they are suitable for use. Factors that affect the effectiveness of the JPO located on jl. Dr. Sam Ratulangi in front of the Jayapura City Mall that needs to be concerned is the cleanliness at the location is the top priority.

Abstract

The high number of accidents due to alcoholic drinks in 2020 caused 201 people to die, 184 people were seriously injured, and 417 other people suffered minor injuries, making the provinces of Papua and North Sulawesi the provinces with the highest number of accidents due to the influence of alcoholic drinks. The aim of developing this community is to provide education to motorists in Jayapura City, for the area around Waena, Jayapura City. Increasing drivers' awareness of the dangers of driving under the influence of alcoholic beverages and improving traffic safety attitudes in the youth community in boarding houses around Heram Abepura sub-district. By using video lecture and game methods. This service activity was carried out in three student dormitories, namely the Yahukimo Dormitory, the Papua Regional Government Mess and the BEOPRITS Asmat Dormitory.
