Abstract

This article examines the determining factors inducing the decreasing votes of two renowned political parties in Indonesia: The Democrat Party (PD) and the People Conscience Party (Hanura). As the ruling party in the 2009 election, the PD’s votes declined dramatically in the two following elections. Meanwhile, Hanura failed to exceed the parliamentary threshold in 2019. Methodologically, it is qualitative research by utilizing a comparative case approach. To gather data, this study employed in-depth interviews and documentary analysis and strengthened by NVivo 12plus platform by using Crosstab Query and Wordcloud Analysis to visualize data. By applying the party change indicators developed by Harmel and Janda, the findings revealed that leadership change was the most influential factor toward the poor performance of both parties in the electoral competition. Such leadership change caused a detrimental conflict and changed a dominant faction inside the party. More specifically, the corruption case behaved by the PD’s politicians aggravated the party charm, and the parliamentary threshold was a supporting aspect of the thrown out of Hanura from the parliament.

Abstract

The 2024 simultaneous elections that unite the elections for the president and vice president, House of Representatives (DPR), Regional House of Representatives (DPD), Provincial and Regency/City Representatives Council (DPRD) and the elections for the Governor and Deputy Governor, the Regent and Deputy Regent, the Mayor and Deputy Mayor, face formidable challenges. In order to ensure the integrity of elections, this paper aims to investigate more comprehensively the involvement of the youth in participatory supervision. The research employs a qualitative approach based on a literature study to investigate more deeply related issues that arise in the context of participatory supervision, including the obstacles and challenges faced, the urgency of involving youth in overseeing the electoral process, and the efforts in developing democracy and being involved in the policy-making process in accordance with the applicable laws and regulations, as well as realizing synergy and collaboration between stakeholders related to cooperating with youth as the main element in realizing people's sovereignty.

Abstract

Pelaksanaan pengawasan pilkada di era pandemi memiliki banyak tantangan. Dari sekian banyak tantangan yang dihadapi, dibutuhkan adanya inovasi yang bisa meningkatkan keterlibatan masyarakat sehingga semakin luas, sistemik, terstruktur dan integratif. Penggunaan teknologi informasi dalam pengawasan pilkada menjadi keniscayaan. Tulisan ini mengkaji secara spesifik untuk mengukur sejauh mana efektifitas penerapan teknologi informasi dalan pelaksanaan pengawasan tahapan sehingga mampu memenuhi tuntutan publik atas penyelenggaraan yang berkualitas, berintegritas serta dapat meningkatkan kepercayaan publik. Bawaslu dengan terobosan inovasi proses pengawasan berbasis digital melalui sistem informasi pengawasan Pemilu (Siwaslu) dan Gowaslu menjadi jawaban atas kebutuhan masyarakat dalam pengawasan pilkada yang inklusif dan aksesibel, baik bagi pemilu, peserta, maupun penyelenggara pilkada. Aplikasi tersebut dapat membantu hasil pengawasan secara cepat berkelanjutan. Meski dalam pelaksanannya terdapat beberapa evaluasi dan catatan sebagai bahan perbaikan. Penelitian ini adaìah penelitian kualitatif dengan analisis deskriptif. Adapun pengumpulan data dilakukan dengan menggunakan studi literatur melalui kajian pustaka yang terkait dengan pokok bahasan sebagai data primer.

Abstract

The complexities of election and simultaneous election in 2024 have brought difcult challenge. This research aims at revealing strategic communication of Election Monitoring Institute (Bawaslu) in disseminating legal information and legal products through JDIH to general public. This research employs qualitative method with case study approach. This study proves that JDIH of West Java Election Monitoring Institute (Bawaslu) has actively socialized and educated public with various programs to inform legal product it issued. However, the medium used is very limited as the disseminations were conned to conventional media such as internet. This method is insufcient, as in the context of West Java, internet has been massively used and public has been fed with overwhelming information. In addition, in the post truth era, democracy can potentially turn into threat, as the combination of wide use of internet and open and unrestricted public sphere could potentially lead to the massive circulation of hoax, misinformation and disinformation. Based on this reality, considering use of social media platform as means of dissemination is inevitable. Moreover, strategic communication can be taken by dening goals and objects, determining social media platform and evaluating existing strategy, media monitoring and observation.
