Abstract

Abstract This study aims to know and analyze the evaluation of the merit system in the placement of the State Civil Apparatus at the Regional Civil Service Agency of Riau Province and find out what obstacles are obstacles in the evaluation of the merit system. This type of research is qualitative with a descriptive case approach.. The results showed that the evaluation of the merit system in the placement of the State Civil Apparatus at the Regional Civil Service Agency of Riau Province has so far not run optimally. The obstacles that hinder the evaluation of the merit system in the placement of the State Civil Apparatus at the Regional Civil Service Agency of Riau Province include: 1. Government policy with the appointment of honorary personnel as CPNS is more dominant than the appointment of employees through public channels. 2. The commitment of the regional head as a Civil Service Guidance Officer who emphasizes loyalty more than educational qualifications, competence and performance. 3. The absence of sanctions and weak supervision. Keywords: Evaluation of Merit Systems, State Civil Apparatus and Regional Civil Service Agency of Riau Province Abstrak Penelitian ini bertujuan untuk mengetahui dan menganalisis evaluasi sistem merit dalam penempatan Aparatur Sipil Negara pada Badan Kepegawaian Daerah Provinsi Riau dan mengetahui kendala apa saja yang menjadi penghambat dalam evaluasi sistem merit tersebut. Jenis penelitian ini adalah kualitatif dengan pendekatan kasus yang bersifat deskriptif. Hasil penelitian menunjukkan bahwa evaluasi sistem merit dalam penempatan Aparatur Sipil Negara pada Badan Kepegawaian Daerah Provinsi Riau sejauh ini belum berjalan secara optimal. Adapun kendala yang menjadi penghambat evaluasi sistem merit dalam penempatan Aparatur Sipil Negara pada Badan Kepegawaian Daerah Provinsi Riau diantaranya: 1. Kebijakan Pemerintah dengan pengangkatan tenaga honorer sebagai CPNS lebih dominan dibandingkan dengan pengangkatan pegawai melalui jalur umum. 2. Komitmen kepala daerah sebagai Pejabat Pembina Kepegawaian yang lebih menekankan loyalitas dibandingkan kualifikasi pendidikan, kompetensi dan kinerja. 3. Tidak adanya sanksi dan lemahnya pengawasan. Abstract

Reforms in the field of public management have become mainstream in the bureaucracy and governance, especially in terms of regional development planning. Therefore, planners as the spearhead of regional planning is required to be able to meet the qualifications (competence) as human resources in all support systems of government institutions. Competency development is a necessity for planners and should be directed to arrangements that are in accordance with their field of duty. This study fills in the scarcity of research results related to planners in the Meranti Islands Regency, which is the youngest district in Riau Province. Since its division from Bengkalis Regency in 2008, the Meranti Islands Regency has still not been able to show significant progress. The placement of the planners has not been based on its competence. Efforts to develop the competence of the planners have not been carried out systematically and strategically. This has an impact on the planning and budgeting of the Meranti Islands Regency which has not been effective and efficient. Qualitative research methods with SWOT analysis were used to answer research questions and extract data. This approach is needed as an analytical tool to reach the conclusions expected in this study. The results of the study illustrate that planners need to be equipped with training in order to achieve the desired competencies and be able to plan regional development optimally

Abstract

This research aims to determine the relationship between attitudes towards implementing occupational safety and health programs and employee work discipline. This research used as subjects 57 employees of PT. PLN (Persero) Pekanbaru branch, research data was collected using two scales, namely the attitude scale for implementing occupational safety and health programs compiled by the researcher himself with a total of 30 items and the employee work discipline scale used was compiled by the researcher himself based on disciplinary theory with a total of 28 items. Sampling in this research used the summated ratings method, data analysis using product moment analysis, with the help of the SPSS 24.0 for Windows computer program. Based on the results of the analysis, it was found that there was a positive relationship between the attitude towards implementing occupational safety and health programs and employee work discipline, the correlation coefficient was 0.738 with p = 0.000, so the hypothesis was accepted, meaning that the higher the attitude towards implementing occupational safety and health programs, the greater the contribution to improve employee work discipline
