ABSTRAK Tujuan pengabdian ini adalah memberikan pemahaman dan ketrampilan kepada aparatur kantor keluarahan sidomulyo barat kecamatan tampan tentang perilaku pemberi layanan. Materi yang diberikan mengenai peraturan Menteri Negara Pendayagunaan Aparatur Negara No 7 tahun 2010 tentang pedoman penilaian kinerja unit pelayanan publik, indikator yang dinilai dalam Penghargaan Citra Pelayanan Prima (CPP) yang digelar Kementerian Pendayagunaan Aparatur Negara dan Reformasi Birokrasi ( Kemenpan-RB) menilai bahwa pelayanan prima dapat dilihat dari visi, misi, sumber daya dan sarana prasarana. tidak hanya dari sisi kemampuan dan kompetensi tetapi juga sikap dan perilaku SDM di lini terdepan layanan. Pengabdian ini dilaksanakan dikantor kelurahan sidomulyo barat kecamatan tampan kota pekanbaru. Metode yang digunakan dengan memberikan materi pelatihan melalui persentasi dan pelatihan perilaku pemberi layanan. Capaian pengabdian ini adalah terlaksanaanya kegiatan pengabdian sesuai dengan yang diharapkan dengan adanya perubahan mindset aparatur sipil negara dalam melayanan masyrarakat, jumlah peserta pengabian ini sebanyak 12 orang aparatur sipil negara kantor kelurahan. Peserta mendapatkan pemahaman dan ketrampilan tentang perilaku pemberi pelayanan untuk mewujudkan pelayanan prima.Kata kunci : perilaku pemberi layanan, pelatihan, kelurahan, aparatur sipil negara ABSTRACT The purpose of this dedication is to provide understanding and skill to the office apparatus offices sidomulyo west of handsome district about the behavior of service providers. The material given on the regulation of the State Minister of Administrative Reform No. 7 of 2010 on guidelines for the appraisal of the performance of public service units, the indicators assessed in the Prime Services Service Award (CPP) held by the Ministry of Administrative Reform and Bureaucracy Reform (Kemenpan-RB) Prime can be seen from the vision, mission, resources and means of infrastructure. Not only in terms of ability and competence but also attitudes and behavior of HR in the forefront of service. This devotion is held in the office of the subdistrict of Sidomulyo Barat in the handsome sub-district of Pekanbaru city. The method used by providing training materials through the presentation and training of the service providers behavior. The achievement of this devotion is the implementation of service activities in accordance with the expected with the change of mindset of state civil apparatus in serving society, the number of this propagation participants as many as 12 civil servants of state office of kelurahan. Participants gain understanding and skills about the behavior of service providers to realize excellent service. Keywords: behavior of service providers, training, kelurahan, civil state apparatus

This research is expected to reach the service oriented library to the visitor. With the strategies undertaken to overcome the obstacles and shortcomings that occur. This research uses descriptive qualitative research methods and data collection techniques using observation, interviews, documentation. Informants in this research is the head and staff of UPT Library archive and documentation of Bukit Batu district Bengkalis District and visitors and community leaders in the library environment. In the data analysis used descriptive method that describes the Theory with the objective conditions and information on the results of interviews combined with the data of researchers in accordance with the results of field observation. Library Management at UPT Library Archives and Documentation District Bukit Batu Bengkalis Regency is not running optimally. Factors that become obstacles in providing services to visitors such as facilities and infrastructure that are not complete, the number and quality of human resources Librarian is not adequate. Penelitian ini diharapkan tercapainya pelayanan perpustakaan yang berorientasi kepada pengunjung. Dengan strategi-strategi yang dilakukan dapat mengatasi hambatan dan kekurangan yang terjadi. Penelitian ini menggunakan metode penelitian deskriptif kualitatif dan teknik pengumpulan data dengan menggunakan observasi, wawancara, dokumentasi. Informan dalam penelitian ini adalah adalah kepala dan pegawai UPT Badan perpustakaan arsip dan dokumentasi kecamatan Bukit Batu Kabupaten Bengkalis dan pengunjung serta tokoh masyarakat dilingkungan perpustakaan. Didalam Analisa data digunakan metode Deskriptif yaitu menggambarkan Teori dengan kondisi objektif serta informasi hasil wawancara digabungkan dengan data peneliti sesuai dengan hasil observasi dilapangan. Pengelolaan Perpustakaan pada UPT Perpustakaan Arsip dan Dokumentasi Kecamatan Bukit Batu Kabupaten Bengkalis tidak berjalan secara optimal. Faktor-faktor yang menjadi kendala dalam memberikan pelayanan kepada pengunjung diantaranya adalah sarana dan prasarana yang tidak lengkap, jumlah dan kualitas SDM Pustakawan yang belum memadai.

Kecamatan XIII Koto Kampar merupakan wilayah pinggiran yang bertetangga dengan kabupaten Lima Puluh Koto provinsi Sumatera Barat. Lokasi daerah ini terletak paling ujung di sebelah barat Kabupaten Kampar, sehingga beberapa permasalahan teknis di lapangan. Permasalahan itu antara lain: (1) pengaturan tapal batas Desa; (2) belum tersedia profil desa di Kecamatan XIII Koto Kampar; (3) kemampuan aparatur desa dalam penyelenggaraan pemerintahan, pembangunan dan pelayanan kepada masyarakat desa yang masih belum maksimal, sehingga pemenuhan kebutuhan pelayanan dan peningkatan kesejahteraan masarakat desa kurang tercapai; dan (4) penyusunan perencanaan desa dan penetapan prioritas pembangunan desa yang tidak tepat sasaran, disebabkan kurangnya data dan informasi yang disediakan oleh desa. Berdasarkan uraian di atas, untuk memperkuat penyelenggaraan pemerintahan, pembangunaan dan pelayanan kepada masyarakat, maka perlu dilakukan kegiatan pemberdayaan pimpinan desa beserta perangkatnya yakni dengan menyelenggarakan bimbingan teknis perencanaan partisipatif pembangunan desa di Kecamatan XIII Koto Kampar kabupaten Kampar. Metode participatory Rural Apraisal (PRA) yang diperkuat dengan Focus Group Discussion (FGD) digunakan untuk memperkuat kegiatan perencanaan, pelaksanaan, pemamfaatan dan evaluasi pembangunan Desa. Dari kegiatan yang telah dilaksanakan, diperoleh hasil berupa terwujudnya penguatan organisasi dan manajemen desa, peningkatan kemampuan aparatur dalam penyusunan perencanaan desa, terlaksananya kepemimpinan partisipatif Kepala Desa dan peningkatan pelayanan prima di tingkat Desa.

The purpose of this study is to determine the effect of student perceptions on the quality of service employees in the administrative department of the administration science universitas lancang kuning. This research is a quantitative research with associative approach. Operational definitions include indicators of student perception variables (X) that accept or absorb, understand or understand and assess or evaluate. Then variable quality of service (Y) that is Tangible, Realiable, Responsiveness, Assurance and Empaty. This study has a population of 90 students in the fourth semester, the sampling technique using randon cluster sampling so the number of samples used in this study is a student IVb semester with the number of 46 people. Data collection techniques used are library research) and field work research. The data gauge used is Likert scale. Data analysis technique used is Simple Linear Regression. The conclusion based on the data analysis and hypothesis testing resulted is the influence of student perceptions on the quality of employee services in the administrative department of the administration science universitas lancang kuning obtained the result of the equation Y = 14.592 + 1.143x and the significance test t of 92%. Then based on the test results of the coefficient of determination of the influence of student perceptions of the quality of service employees in the administrative department of the administration science universitas lancang kuning is 65.8%.

The purpose of this research is to know how to evaluate policy about cooperation in X presenting university and make ideal format of cooperation, research method using descriptive approach, research is arranged as inductive research is searching and collecting existing data field with aim to know factors, form-elements, and a trait of phenomena. Data analysis through four stages of data processing, data presentation, and withdrawal. Result of research technique and technique. This is because there is no standard operating procedure (SOP). The attitude of the executor of the cooperation body has not been effective and the inter-organization must also coordinate in more depth.

This study aims to examine the official script in the environment of universitas lancang kuning, making the manuscript format of the paper work aliralur script of the service as needed, this study was lifted from the existing phenomenon in the universitas lancang kuning that has no provision in making the official script, this study using the method qualitative descriptive research, which is available or builds a unity or explains the meaning behind reality. Researchers are based on the reality or ongoing events in the field. Furthermore, researchers will explore further phenomena that occur. The results show that the implementation of the official script has not been effective because the regulations on the official script of the universitas lancang kuning environment has no legal umbrella. a recommendation that would be taken into consideration in the improvement of grammar is that the university should immediately issue a policy on the legal document. In order for performance in each unit can be increased and avoided from overlapping authority. As well as candy and research about the official script can be a reference in the regulation of yellow university environment, because simply in the provisions have been described the official script of the manufacture of symbols, heads of departments, examples of making official script, stamp and format disposition sheet.

This study aims to identify and analyze the effect of transformational leadership style of the effectiveness of employee performance in PHC Sidomulyo Pekanbaru, Based on Law No. 23 of 1992 on Health which emphasizes the importance of improving the quality of health services, especially the level community health centers in the form of health care cost and quality, this study used survey method with quantitative approach. Primary data were collected by distributing questionnaires to the entire population of the research sample numbering 50 employees Sidomulyo Pekanbaru City Health Center data analysis using simple linear regression by using SPSS program to see the effect of the independent variable on the dependent variable. The results of data analysis showed there was a positive and significant influence transformational leadership style with health center staff performance effectiveness Sidomulyo western city of Pekanbaru. This is indicated by tcount amounted to 1,750 with p = 0.000 <0.05. note that the value of R2 (Rsquare) amounted to 0,702. This means that the influence of transformational leadership style of the effectiveness of the performance of employees amounted to 70.2% positive and significant effect of transformational leadership style with employee performance demonstrated the effectiveness of leadership style is suitable to be applied in the health centers. The functioning of transformational leadership on improving the effectiveness of performance based leadership efforts to provide motivation to improve performance in working as part of the organization so that employees develop performance by jointly realize the objectives of the organization.

Public service innovation policies are still new in the implementation of public services at this time. Puskesmas Jaya Mukti is one of the government institutions that innovates through the Optima cycle. The research method used is a qualitative approach, analysis of interactive models and interactive analysis in various qualitative analyzes as a continuous, repetitive and continuous effort. The results of the study showed that the policy implementation of the Proven Health Center using the Optima Cycle had gone well, automatically not making the patient's satisfaction in the Puskesmas increased. The inhibiting factors of the application of cyclical optima are the length of the report download from sikda optima, and in the application of the cyclical optima application there is still no recapitulation of the patient's history below 2016. And the latter requires a supportive policy such as the policy generator used to turn off the lights.

Tujuan Peneitian ini adalah (1) Ingin memperoleh model penguataan modal sosial yang sesuai untuk  Suku  Sakai (2) mendskriptifkan pengelompokan warga Sakai,(3) mendeskriptifkan Peran Pemerintah Daerah dalam pembangunan . Penelitian ini menggunakan pendekatan deskriptif  kualitatif dengan mengungkapkan fenomenologi , mengeksplorasi dan mendeskriptifkan kondisi warga Sakai saat ini.Informent penelitian yaitu Kepala Dinas Pariwisata dan kebudayaan Kabupaten Bengkalis, Camat Tualang Mandau, Camat Mandau , Camat Bathin Salopan Kepala Desa dan ketua Bathin (kepala suku) di tiga kawasan Sakai yaitu kawasan hutan Tanaman Industri, Kawasan sungai Rokan Mandau, dan kawasan adat bathin salopan. Kesimpulan dari Hasil penelitian ini adalah (1) Merumuskan Model penguatan modal sosial terintegrasi antar pelaku (pemerintah, swasta dan masyarakat dalam memperkuat pembangunan untuk masyarakat Sakai. (2)  terinventarisasinya pengelompokan warga Sakai  pada area atau kawasan Hutan Tanaman Industri, kawsan tepian sungai rokan Mandau dan kawasan adat desa kesumbu ampai  (3) Peranan Pemerintah Kabupaten dalam memperkuat pembangunan dan pemberdayan kepada Suku Sakai Kabupaten Bengkalis.

Assistance for the RW Siaga group in the utilization of the RW (15) yard of Tobekgodang Sub-district, Binawidya District, Pekanbaru City. Mentoring is carried out in the standby-based community group of Rukun Warga that has been determined by the Tobekgodang village head regarding the Appointment of the Standby Residents' Association Board. The purpose of the assistance is to assist the RW Siaga (RW.15) management or group in the use of mosque yard land for planting live pharmacies, living stalls, fisheries that preserve the environment, increasing public health awareness. The method in carrying out activities is to invite and gather administrators and group members, socialization of land use, field work practices. The desired achievement is the strengthening of vigilant community groups to be able to use clean and beautiful environmental yards so that the realization of a community that cares about environmental health based on community harmony standby in RW (15) Tobekodang Subdistrict, Binawidya District, Pekanbaru City.
