Abstract

This research aims to reveal public relations strategies in providing public information services in the Government Management Study of State Administration Institutions (Puslatbang KMP LAN). According to research conducted by (Sri Kartika), Data were acquired through the methods of observation, interviews, and documentation studies, followed by analysis utilizing techniques such as data reduction, data presentation, and drawing conclusions. The research findings indicate that in the following aspects: 1) problem definition - issues managed by public relations in the media are not fully understood by stakeholders, resulting in incomplete information transmission; 2) planning and programming - public relations collaborates with teacher facilitators to introduce and interconnect various social media platforms; 3) action and communication - public relations engages in two-way communication with stakeholders, employing both electronic and non-electronic media to include the public in news channels. Various public media are utilized to disseminate issues, ensuring stakeholders are aware of all channels and can access comprehensive and up-to-date information.

Abstract

Konflik seputar perubahan arah kiblat Masjid Raya di Nagari Suayan menjadi latar utama penelitian ini. Fokus utamanya adalah menelusuri bagaimana model komunikasi terbentuk dalam proses penyampaian perubahan tersebut. Penelitian ini bertujuan untuk menggali secara mendalam cara masyarakat berkomunikasi dalam merespons perubahan arah kiblat serta mengungkap berbagai kendala komunikasi yang muncul dalam proses tersebut. Penelitian ini menggunakan pendekatan kualitatif dengan jenis studi lapangan. Data dikumpulkan melalui wawancara tatap muka dan observasi langsung di lokasi. Seluruh data yang diperoleh kemudian dianalisis dengan pendekatan deskriptif kualitatif untuk memberikan gambaran yang utuh dan komprehensif mengenai dinamika komunikasi yang terjadi.Temuan penelitian memperlihatkan bahwa model komunikasi yang diterapkan mengacu pada teori komunikasi Harold D. Laswell, di mana penyampaian informasi dilakukan oleh pihak Kementerian Agama, aparat nagari, dan pengurus masjid melalui tatap muka dengan masyarakat. Namun, strategi ini tidak sepenuhnya berhasil diterima oleh warga, yang berujung pada munculnya perbedaan pandangan. Sebagian masyarakat yang tidak sepakat akhirnya mendirikan masjid baru bernama Al Jamiaturrahma. Adapun kendala komunikasi yang diidentifikasi meliputi hambatan psikologis, kesalahpahaman makna (semantik), serta faktor lingkungan (ekologis). The conflict surrounding the change in the direction of the Qibla of the Grand Mosque in Nagari Suayan is the main background of this research. The main focus is to trace how communication patterns are formed in the process of conveying the change. This research aims to explore in depth how the community communicates in responding to the change in the direction of the Qibla and to reveal various communication obstacles that arise in the process. This research uses a qualitative approach with a field study type. Data were collected through face-to-face interviews and direct observation at the location. All data obtained were then analyzed using a qualitative descriptive approach to provide a complete and comprehensive picture of the communication dynamics that occurred. The research findings show that the communication patterns applied refer to Harold D. Laswell's communication theory, where information is conveyed by the Ministry of Religion, village officials, and mosque administrators through face-to-face meetings with the community. However, this strategy was not fully accepted by the community, which led to differences of opinion. Some of the people who disagreed finally built a new mosque called Al Jamiaturrahma. The communication obstacles identified include psychological barriers, misunderstanding of meaning (semantics), and environmental factors (ecological).
