Abstract

The Community Forest Area (HKm) of Air Terjun Village is an area that provides direct real benefits for farmers who are located around the community forest area and has natural wealth that can be developed to provide farmers with income for the family economy. This research was conducted in Air Terjun Village, Siulak District, Kerinci Regency. This research aims to determine the feasibility of a cinnamon monoculture business and a potato, coffee and cinnamon agroforestry business from the use of areas within community forests. Data collection was carried out using structured interviews using questionnaires. Determination of respondents was carried out using the Snowball method with data analysis using cost analysis, revenue analysis, income analysis, internal analysis of return and payback period analysis. The results of the research showed that the cultivation of cinnamon monoculture planting patterns and cinnamon, coffee and potato agroforestry in Air Terjun Village, Kerinci Regency had decent/profitable results. However, the profits and return on capital are faster in agroforestry planting patterns because the agroforestry planting pattern relies on 3 types of plants, whereas the monoculture planting pattern only relies on 1 type of plant.

Abstract

Pembangunan hutan berbasis Kesatuan Pengelolaan Hutan (KPH)merupakan upaya menghadirkan negara di tingkat tapak dalampengelolaan kehutanan sebagai upaya mewujudkan optimalisasipengelolaan hutan dan peningkatan kesejahteraan masyarakat.Penelitian dilakukan dengan berdasarkan fakta-fakta historis yang merupakan usaha pemerintah dalam hal ini KLHK yang berniatmelakukan pengelolaan sampai pada tingkat tapak. Pengelolaanhutan berbasis KPH mengedepankan sinergitas antarapeningkatan nafkah keluarga dan kemantapan hutan. Pendekatanpenelitian yang digunakan adalah metode campuran (mixed method) yaitu metode penelitian untuk mengeksplorasi dan memahami makna dari masalah-masalah yang dijadikan obyekpenelitian yang akan dikuantifikasi dengan menggunakan skalalikert. Konsep yang diterapkan dalam pelaksanaan need assessment lokal ini adalah perpaduan konsep kelembagaandengan konsep  pengelolaan sumber daya alam berbasismasyarakat. Analisis data dalam penelitian ini berdasarkan hasilscoring menggunakan konsep skala likert dengan mengubahparameter kualitatif menjadi kuantitatif. Penilaian dilakukan oleh peneliti dengan informan yang relevan dengang topik penelitian, mengingat rumus yang digunakan adalah rumus interval yang didasarkan pada 5 (lima) interval. Fungsi kegiatan pemantauanterhadap KPH pada prinsipnya difokuskan pada kegiatan yang sedang dilaksanakan dengan cara menggali informasi secararegular berdasarkan indikator-indikator yang telah ditetapkan. Hasil penelitian menunjukkan bahwa kinerja KPHP Bungo II yang belum optimal disebabkan oleh beberapa faktor yaitu hambatanregulasi, kapasitas kelembagaan, kapasitas SDM dan kapasitasmasyarakat. Apabila kegiatan pemanfaatan hutan masih berjalan maka kemandirian pengelolaan sesuai dengan visi KPHP Bungo II tidak dapat tercapai.

Abstract

Community Forestry is one of the social forestry schemes in an effort to resolve land conflicts and forest and land rehabilitation (RHL) problems in State Forest Areas. Apart from that, Community Forests also provide opportunities for local communities who have lived around forest areas for generations to be able to use area land for business activities in planting both seasonal crops and forestry plants. The fundamental problem in supporting communities in managing state forest land is the lack of capital to invest as output costs during management activities. Through the KUR loan facility, it is hoped that people who are members of social forestry management groups can make it easier to use as initial capital to invest. This research will be carried out in the Community Forest (HKm) in Air Terjun Village, Kerinci Regency, Jambi Province. This research consists of several studies and uses analysis of several investment criteria, including Net Present Value (NPV), Net Benefit Ratio (B/C Ratio), Internal Rate of Return (IRR), which is an indicator to find out the level of efficiency of an investment, and Payback Period (PP). Analysis of the feasibility of cultivating agroforestry patterns shows that the Net Present Value (NPV) value in years 1 to 10 is greater than 0, which means it is worth cultivating, while the Net B/C Ratio calculation value in years 1 to The 10th year gets a value greater than 1, meaning it is worth pursuing, while the IRR value in years 1 to 10 gets a percentage value greater than 10%, meaning it is worth investing in. Meanwhile, the Payback Period value (investment return time) is 0.23 years.
