Abstract

Masalah sampah disebabkan oleh sistem yang melibatkan banyak pihak mulai dari penghasil sampah (seperti rumah tangga, pasar, institusi, industri, dan lain-lain), pengelola (dan kontraktor), pembuat peraturan, sektor informal, maupun masyarakat yang terkena dampak pengelolaan sampah tersebut sehingga penyelesaiannya pun membutuhkan keterlibatan semua pihak terkait dan beragam pendekatan dari atasan ke bawahan. Selama ini sebagian besar masyarakat masih memandang sampah sebagai barang sisa yang tidak berguna, bukan sebagai sumber daya potensial yang perlu dimanfaatkan. Upaya pengelolaan sampah melalui 3R dilakukan di Kota Malang. Khusus di kota ini, potensi sampah mencapai sekitar 400 ton per-harinya, membuat pemerintah harus mencari solusi dalam menangani tumpukan-tumpukan sampah tersebut. Salah satu yang mengolah adalah Lembaga Bank Sampah Malang (BSM) yang terletak di Kelurahan Sukun, Kecamatan Sukun, Kota Malang. Desa yang menjadi binaan Bank Sampah Malang (BSM) salah satunya adalah Kampung Putih. Program yang menjadi ciri khas dari kampung ini adalah adanya kegiatan bank sampah yang dilakukan setiap 2 kali seminggu di balai RW Kampung Putih. Kegiatan ini bertujuan untuk mencegah warganya membuang sampah ke sungai. Warga Kampung Putih menghimpun sampah tersebut untuk selanjutnya dijual dan diolah di bank sampah. Fokus pengamatan lebih ditekankan pada program pemberdayaan masyarakat, yaitu sebuah pendekatan yang menitikberatkan pada partisipasi masyarakat.

Abstract

Public governance is a concept that describes the government's ability to fulfill people's satisfaction and achieve people's prosperity. Currently, the government is required to improve risk management to deal with various challenges that come quickly, uncertainly, and minimize the possibility that they will occur in the future. One form of risk management is through Governance, Risk, and Control (GRC). The Disdukcapil of Bantul Regency issued a website-based service that is expected to be able to provide convenience for the people of Bantul who experience problems in processing population documents. This article aims to understand and describe the application of risk management principles carried out by the Disdukcapil of Bantul Regency during the COVID-19 pandemic using a qualitative approach using the case study method. The results showed that risk management carried out through website-based services had not been fully responded to by the community, so Disdukcapil delegated tasks by opening Adminduk services in sub-districts. This is in response to reducing queue buildup during the Covid-19 pandemic.

Abstract

The emergence of a decision in the form of public policy is very prone to conflict. This can be caused by many factors such as target groups who do not need or benefit from policies, target groups are not aware of the benefits they receive, or even target groups reject policies because they are not supporters of policy implementers. Policy conflicts have to do with issues related to a large number of interests in the process of determining and enforcing policies. Conflicts in tourism involve many stakeholders with diverse values and complex interaction dynamics, both between local communities and the government, between local communities and tourists, between companies and the government, and between local communities and tourism companies. The phenomenon of conflict occurs in the development of Kasinan pedestal nature tourism or known as Alaska tourism located in Pesanggrahan Village, Batu District, Batu City. Through the perspective of the policy conflict framework, it can be analyzed related to the nature of conflict from the groups involved, the intensity of conflict, the causes of conflict in terms of context and process, and feedback consisting of output and outcome.

Abstract

This study explores how strengthening the supervisory function in the context of bureaucratic reform impacts the effectiveness of environmental management in the Coastal Zone of Rembang Regency. Fundamental challenges in coastal areas, such as massive abrasion, pollution due to waste, and spatial conflicts, require a comprehensive supervision effort. This research used a qualitative approach with a case study method. Data were collected through observation, forum group discussion (FGD), and in-depth interviews. The data were analyzed using Cresswell's and Vos Viewer tools to see the research trend. The results showed that supervision efforts in solving environmental pollution problems in the coastal areas of Rembang Regency require the involvement of multi-actor roles and cooperation. This is due to the limited resources and authority possessed by the local government. In addition, community involvement is also a vital entity that ensures the sustainability of development.
