Abstract

This study aims to determine and analyze the effect of Council Member Competence, Public Accountability, Public Policy Transparency and community participation on Regional Financial Supervision at the Sikka Regency DPRD Office. In addition, this study also aims to determine and analyze the influence of community participation in mediating the influence of the Board's Competence on Budgeting, Public Accountability and Public Policy Transparency on Regional Financial Supervision at the Sikka Regency DPRD Office. This type of research is correlational research. In this study, 35 members of the Regional People's Legislative Council of Sikka Regency were sampled. Data were collected through questionnaires and analyzed using descriptive methods and path analysis, namely the sobel test. The results of the descriptive analysis show that the variables of Council Member Competency, Public Accountability, Policy Transparency on Regional Financial Supervision are in good criteria. The results of the path analysis show that: 1) Competency of the Council on Budget has a positive and insignificant effect on Regional Financial Supervision. 2) Public Accountability has a positive and significant effect on Regional Financial Supervision, 3) Public Policy Transparency has a positive and insignificant effect on Regional Financial Supervision, 4) Public Participation is able to mediate the relationship between the Competence of Board Members and Regional Financial Supervision, 5) Public Participation is able to mediate the relationship Public Accountability for Regional Financial Supervision, and 6) Public Participation is able to mediate the relationship between Public Policy Transparency and Regional Financial Supervision.

Abstract

Perencanaan pembangunan pada dasarnya suatu proses pengambilan keputusan yang dilakukan secara terpadu bagi peningkatan kesejahteraan rakyat dengan memanfaatkan dan memperhitungkan kemampuan sumber daya, informasi, ilmu pengetahuan dan tegnologi, serta memperhatikan perkembangan global. Pelaksanaannya metode penilitian yang dilakukan adalah survey, yaitu penelitian dilakukan pada suatu populasi besar maupun kecil dengan menganalisis data yang diperoleh dari populasi itu sendiri. Unit analisis yang dituju adalah individu, yaitu pegawai Badan Perencanaan dan Litbang Kabupaten Sikka. Hasil analisis Determinasi menunjukan bahwa variabel Pengembangan Karier dan Motivasi Kerja mampu menjelaskan terhadap variasi naik turunnya Kinerja Pegawai Kantor Badan Perencanaan dan Litbang Kabupaten Sikka sebesar Sikka sebesar 49.5% (diperoleh dari: 0.495 × 100%). Sedangkan sisanya sebesar 50,5% (diperoleh dari: 100% - 49,5%) dijelaskan oleh variabel-variabel lain yang tidak diikutsertakan dalam model penelitian ini

Abstract

This study aims to: (1) identify the description of Employee Performance, Work Environment, and Employee Empowerment; (2) analyze the effect of Work Environment and Employee Empowerment on Employee Performance, both partially and simultaneously.The population in this study consists of 78 employees of Nusa Nipa University. Since the population is limited, the research was conducted using a census or saturated sampling technique. Data were collected through questionnaires and analyzed using descriptive and inferential statistical methods, specifically multiple linear regression. Hypothesis testing was carried out using the F-test and t-test. The results of the descriptive analysis show that the Employee Performance variable falls into the “good” category, the Work Environment variable is in the “fairly good” category, and the Employee Empowerment variable is in the “good” category. The results of the t-test indicate that partially, the Work Environment variable has a positive and significant effect on Employee Performance. Likewise, the Employee Empowerment variable has a positive and significant effect on Employee Performance. The results of the F-test show that simultaneously, the Work Environment and Employee Empowerment variables have a significant effect on Employee Performance. The determination analysis results show that both independent variables in this study are able to explain 46.8% of the variation in Employee Performance at Nusa Nipa University.
