Abstract

This study aims to analyze the impact of designing the Legal Standing Student Government and changes in the governance structure of student administration at Universitas Dian Nuswantoro. A qualitative method was employed to delve into the policy implementation and organizational structural changes. The research subject will involve various related parties, including student organization administrators, members, and parties involved in the decision-making process in designing legal standing for student government. Data will be verified through triangulation, by comparing information from various sources, such as interviews, document analysis, and observations. Testing the legal standing design uses a normative analysis methodology. The research findings indicate a significant positive contribution, including improved organizational effectiveness and increased student participation. The originality of the study lies in the specific focus on the implementation of the design within the context of a particular university. The novelty of this research is manifested in the in-depth understanding of the impact of Legal Standing on the governance of student administration, providing a fresh perspective on the role and relevance of this policy in enhancing the quality of student organizations in higher education.

Abstract

Universal Health Coverage (UHC) merupakan program yang dapat memastikan masyarakat mendapatkan akses pelayanan kesehatan secara merata. Dinas Kesehatan Kota Semarang memiliki peran menyusun pengelolaan dan monitoring implementasi UHC. Penanganan keluhan secara cepat dan tepat meningkatkan kualitas pelayanan dapat tercapai, dan kepercayaan masyarakat terhadap program UHC dapat terbangun.  Penelitian ini berfokus pada mekanisme penanganan keluhan dalam program UHC di Kota Semarang, dengan tujuan mengevaluasi efektivitas sistem pengaduan dan penyelesaiannya. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif, di mana data primer diperoleh melalui wawancara dengan staf Dinas Kesehatan Kota Semarang dan analisis dokumen pengaduan dari kanal resmi seperti SAPA MBAK ITA dan Hotline UHC. Hasil penelitian menunjukkan bahwa keluhan peserta UHC di Kota Semarang umumnya terkait kepesertaan dan pelayanan kesehatan. Dari total 11 kasus yang tercatat, 90,91% berhasil diselesaikan sesuai target, sementara 9,09% masih belum tertangani secara optimal. Kanal pengaduan SAPA MBAK ITA menjadi jalur utama penyampaian keluhan masyarakat. Meskipun tingkat penyelesaian keluhan tergolong tinggi, masih terdapat hambatan administratif yang menyebabkan keterlambatan dalam aktivasi kepesertaan dan akses layanan kesehatan. Oleh karena itu, peningkatan efisiensi dalam pengelolaan data, koordinasi antar instansi, serta optimalisasi kanal pengaduan menjadi aspek penting dalam meningkatkan kualitas layanan UHC.

Abstract

Health services play an important role in people's lives and are the basic right of every individual. Equal and quality access to health services is crucial for people's welfare. This study aims to analyze the effectiveness of public service innovation in achieving 100% UHC in Semarang City, with a focus on PANGERAN DIPONEGORO’s inspirational contribution, in order to provide insight regarding the implementation of the health insurance program and its impact on UHC. The method used in this research is qualitative using the Double Diamond approach with primary data collection through documentation and innovation supporting literature studies and secondary data collection through literature studies and Focus Group Discussions. The results of the study show that the "PANGERAN DIPONEGORO" innovation succeeded in having a significant positive impact in achieving Universal Health Coverage (UHC) in Semarang City. There has been an increase in community participation, accessibility and quality of health services, as well as a competitive advantage that is rarely possessed by other agencies. There have been many studies using public service objects. However, little has been discussed about the contribution and innovation of public services, especially those that focus on the health sector
