Abstract

Dalam kebersihan lingkungan tidak akan luput dari karakter penduduk lingkungan sekitarnya. Penduduk yang sangat berpengaruh dalam kebersihan lingkungan. Sayangnya penduduk belum peka terhadap pentingnya menjaga kebersihan ligkungan. Di dalam kebersihan lingkungan masalah pokok nya adalah mengenai sampah, maka dari itu sampah memerlukan penanganan yang bijaksana. Jika tidak ditangani secepatnya sampah bisa menjadi pokok permasalahan yang sangat merugikan penduduk sekitar serta kenyamanan di lingkungan tempat tinggal penduduknya sendiri. Inovasi sosial pengelolaan sampah berbasis komunitas ini di latarbelakangi oleh kurangnya kesadaran masyarakat, akan dampak positif dan negatif dari sampah. Tujuan dari penelitian ini untuk mengetahui inovasi pengelolaan sampah berbasis komunitas oleh Kelurahan Cigembor Kecamatan Ciamis Kabupaten Ciamis. Penelitian ini menggunakan metode kualitatif. Teknik pengumpulan data dalam penelitian ini adalah studi kepustakaan dan studi lapangan. Teknik pengolahan/analisis data yang digunakan adalah pengumpulan data, reduksi data, serta penyajian data . Dari hasil penelitian yang telah dilakukan, maka peneliti menarik kesimpulan sebagai berikut Proses difusi inovasi pada program Bank Sampah Kelurahan Cigembor Kecamtan Ciamis Kabupaten Ciamis belum diikuti secara optimal sesuai dengan karakteristik inovasi menurut Rogers yang dibagi menjadi 4 elemen yaitu : Inovasi, Saluran Komunikasi, Jangka Waktu, Sistem Sosial. Inovasi sosial pengelolaan sampah berbasis komunitas akan berjalan optimal mengacu pada keempat elemen tersebut. Keywords: Inovasi, Pengelolaan Sampah, Komunitas, Bank Sampah.

Abstract

Several issues contribute to food deficiency, such as failure to maintain local government food reserves, low food diversification, declining fertility of agricultural land, and damaged agricultural infrastructure. The purpose of this study is to find out how local governments collaborate to ensure food sufficiency in Ciamis Regency. Using an explanatory research method, where data collection is done through interviews and observations, and data is processed through the stages of reduction, data presentation, and conclusion/verification. The research findings found that the initial conditions; the activities of the Ciamis District Food Security Council show the involvement of various actors. The Food Security Agency, as the lead sector, is responsible for coordinating food security efforts at the local level, as evidenced by coordination meetings.  The institutional design executed by the Food Security Council provides coordination for all stakeholders involved in food security efforts. Collaborative processes are implemented through dialog forum involving representatives from different levels of government, including district, provincial and national levels. The Collaborative Governance approach to achieving food security in Ciamis Regency highlights the important role of institutions and leadership in enabling this process, as well as the importance of coordination and cooperation among multiple stakeholders.
