Abstract

Artikel ini meneliti tentang pengelolaan stasiun radio dalam menjawab pemberlakuan social distancing dan lockdown oleh pemerintah Indonesia pada saat pandemic COVID-19 tahun 2020. Radio Prambors & Radio Gen FM dipilih sebagai objek penelitian karena kedua radio ini menduduki peringkat atas untuk perolehan pendengar anak muda. Perhatian riset ini terutama diberikan pada tahun pertama pemberlakuan pandemic COVID-19 (Maret 2020 hingga Desember 2021); ketika pemerintah pertama kali memberlakukan PPKM. Pengumpulan data penelitian kualitatif ini dilakukan melalui wawancara mendalam melalui aplikasi zoom. Dengan pemahaman kritis teori ekonomi politik komunikasi dari Vincent Mosco, artikel ini menjelaskan bagaimana pandemi COVID-19 dilihat sebagai agen perubahan transformatif dalam memproduksi konten siaran. Selain mengeksplorasi bagaimana kedua radio ini menyesuaikan cara memproduksi konten siaran selama pandemic dan situasi yang ditimbulkan oleh social distancing & lockdown, penelitian ini juga untuk menjawab masalah yang muncul ketika produksi siaran dipindahkan dari studio ke rumah. Praktik komodifikasi isi media dan tenaga kerja terjadi dimana kedua radio ini dipaksa untuk menyesuaikan pengelolaan baik dari segi produksi maupun distribusinya ke anggota jaringan radio agar tetap dapat terus menyapa pendengarnya. Dalam proses penyesuaian untuk memproduksi isi program terdapat banyak kendala seperti koneksi jaringan yang buruk, kebutuhan akan peralatan siaran dan keterampilan pekerja dalam memproduksi isi siaran, termasuk juga jadwal kerja yang tidak sesuai dengan kontrak yang mempengaruhi keseimbangan hidup produsen konten siaran. Penelitian ini juga menjelaskan bahwa rumah sebagai tempat kreasi isi siaran cenderung memberikan kompromi atas standar produksi siaran yang seharusnya, termasuk distribusi dan kualitas audio.

Abstract

The linear system known as “Take-Make-Waste'' has positioned fashion and textile industry as the second largest waste contributor in the world after the oil and gas industry. Consequently, the disruptions we currently face have led us to the global textile waste crisis era, including Indonesia. On the other side, Ellen MacArthur Foundation observes an increase in market and business opportunities within the slow/circular fashion industry. This research aims to explore the business strategies of the Indonesian fashion brand, SMM, which has been committed to implementing responsible fashion practices since 2014 and actively addressing environmental impacts. Through value hill analysis as the research framework to identify current circular activities, gaps, and challenges faced by SMM, the analysis focuses on three stages: uphill, tophill, and downhill. This qualitative research employs semi-structured interview techniques, primary and secondary data observation to comprehensively understand the adopted circular business model. The research findings indicate that SMM utilizes Circular Supply Models as its primary business model, Resource & Recovery Models as an effort towards using 100% new materials, and Product Life Extension Models as a form of loyalty to its customers. These circular business model strategies have helped SMM reduce carbon emissions by nearly 20% of the total emitted. This indicates that SMM is a manufacturer promoting responsible consumption and production.

Abstract

This study examined the Indonesia-China ‘Two Countries, Twin Parks’ (TCTP) initiative as a novel form of economic paradiplomacy nested within the broader Belt and Road Initiative (BRI). The TCTP transcends traditional sub-national diplomacy, representing a complex, multi-tiered arrangement of actors and interests. Unlike the autonomous “micro-diplomacy” of the post-Cold War era, the TCTP demonstrates how central states effectively mobilize sub-national intermediaries—specifically provincial governments and industrial estate operators—to achieve transnational strategic goals. This research extends Multilevel Governance (MLG) theory by conceptualizing “orchestrated paradiplomacy” as a distinct, nested form of sub-national diplomacy embedded within global geoeconomic strategies. This study argues that the new paradiplomacy framework is essential to deconstruct the intricate interplay of actors at the supranational, national, and sub-national levels. Using a qualitative method that analyzed official documents, academic literature, and credible reports, this study mapped the TCTP’s architecture and actor motivations. The findings revealed that while the initiative has created significant economic opportunities through transnational supply chain integration, it has simultaneously also generated profound governance challenges. These challenges manifest as policy coordination gaps and the externalization of negative socio-environmental impacts at the local level, stemming from misaligned priorities between the geoeconomic objectives of higher governance tiers and the regulatory responsibilities of local authorities. The study concluded by discussing critical policy implications, arguing that a rebalancing of governance is required to empower local ecological and social oversight, thereby addressing the “governance deficit” inherent in state-orchestrated development models.
