Abstract

This study analyzes the implementation practices of Good Corporate Governance (GCG) principles at the Regional-Owned Enterprise (BUMD) PT Bank Nagari in West Sumatra and its implications for Regional Original Income (PAD) in 2023. This study uses a qualitative approach with a descriptive method. Primary data was obtained through in-depth interviews with key informants from PT Bank Nagari management and local government officials, while secondary data was collected from financial reports, policy documents, and official publications. Triangulation techniques were used to ensure data validity. The results of the study indicate that the implementation of GCG principles, including transparency, accountability, responsibility, independence, and fairness, has been running well at PT Bank Nagari. One of the main quantitative findings is a 25% increase in dividends in 2023 compared to the previous year, with a total contribution of IDR 113.87 billion to the PAD of West Sumatra Province. Transparency is realized through the publication of open and accurate financial reports, while accountability can be seen from the internal and external monitoring mechanisms that are carried out consistently. The implementation of GCG also encourages the company's operational efficiency and strengthens Bank Nagari's position as a major contributor to regional income. With the commitment of internal management and active supervision from the local government, GCG plays an important role in improving fiscal stability and regional economic development.

Abstract

Politisasi birokrasi merupakan suatu fenomen yang berhubungan dengan terciptanya reformasi birokrasi dalam penyelenggaraan pemerintah daerah. Jabatan kepala daerah dan wakil kepala daerah merupakan suatu jabatan politik yang akan mengepalai jabatan birokrasi di suatu daerah, oleh karena itu pengaruh politik tidak akan bisa dipisahkan dari birokrasi. Kabupaten Dharmasraya merupakan suatu daerah yang memiliki indikasi terjadinya politik birokrasi ini, dimana di Kabupaten Dharmasraya terjadi kekosongan jabatan wakil bupati yang berimbas pada banyaknya kasus non job ASN dilingkungan pemerintahan Kabupaten Dharmasraya. Skripsi ini bertujuan untuk untuk menjelaskan dan melihat aspek politik yang terjadi dalam proses pergantian jabatan birokrasi di Kabupaten Dharmasraya serta melihat proses pergantian jabatan birokrasi di Kabupaten Dharmasraya pasca kekosongan jabatan wakil bupati di Kabupaten Dharmasraya. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan studi kasus. Dalam skripsi ini menggunakan teori politisasi birokrasi yang digagas oleh Barbara Geddes. Hasil dari penelitian ini menunjukkan adanya indikasi prosedur yang dilangkaui oleh bupati selaku PPK dalam penentuan jabatan birokrasi. Terdapat juga kepentingan bupati terhadap birokrasi untuk menginginkan mesin birokrasi yang loyal serta untuk mempertahankan kekuasaan sendiri hingga habis masa jabatan. Tidak adanya kejelasan atas penjatuhan hukuman yang tergolong kedalam hukuman berat terhadap ASN membuktikan bahwasannya bupati melakukan politisasi birokrasi.

Abstract

Bureaucratic politicization refers to introducing bureaucratic reform in the management of regional government. The regional head and deputy regional head posts are political roles that oversee administrative positions within a region, so political influence is inherently intertwined with the bureaucracy. Dharmasraya Regency exhibits signs of bureaucratic politics, as seen by a vacancy in the position of deputy regent. This vacancy has resulted in numerous examples of non-job ASN inside the government of Dharmasraya Regency. This thesis seeks to analyze the political dynamics involved in the transition of bureaucratic positions in Dharmasraya Regency, particularly after the vacancy of the deputy regent position. This study employs a qualitative research methodology utilizing a case study approach. This thesis uses the theory of bureaucratic politicization pioneered by Barbara Geddes. The findings of this study suggest that there are indicators of the techniques employed by the regent in his role as PPK to determine bureaucratic positions. The regent also has a vested interest in the bureaucracy, as he desires a loyal and efficient bureaucratic system to ensure continued control until the end of his term. The regent's politicization of the bureaucracy is seen in the ambiguous enforcement of heavy sanctions against ASN.
