Abstract

In the current era of regional autonomy the financing of primary and secondary education becomes the responsibility of local governments. With its wide authority, local governments are required to be more creative and innovative in managing education. In order to obtain financing source other than the State and Local Budgets, local governments are expected to establish cooperation with the private sector or are entrepreneurs, so the partnership between private and government work well, and also the importance of community participation in the financing of education in accordance with the mandate of Law No. 20 of 2003 on national education system in which government, society and the private sectors is responsible to provide funding for education in the region.   Kata Kunci : Pembiayaan Pendidikan, Otonomi Daerah, Desentralisasi

Abstract

Affirmative action is used as a basic for the quota of women in Central and Local Representative Body (Parliament). However, the quota itself is not the only way to struggle for gender justice. The Quota is arranged to facilitate women access in decision making to overcome the problem of a very complicated general election in Indonesia When the starting point of the women is long behind, the quota will be very important in order that competition and coordination run fairly. Abstract

Conflict is a fact of life, not be avoided, and often creative. Conflicts occur when the community goals is not running well, many disagreements and conflicts are solved without violence. Conflicts usually occur between the states (state officials) with the citizens, both individually and in groups. Hypothetically, conflicts occur because it is a result of government policy process that is not participatory and in next stage display dissent, discord, violence, and separatism. In this conflict, country has an interest in the conflict region, in the sense of conflict that is deliberately created for a macro benefit of the country. Abstract

This paper reviews the last condition of the voters maps to support the political party in Daerah Istimewa Yogyakarta (DIY) with the goal to get the data in form of prediction map of the DIY community choosen on the 2009 election. Main data used in the analysis are the survey report from the Portrait of Political Party Institutional Management in Indonesia in 2007, which was then equipped with data analysis from the Journal of LSI in 2007. Main theoretical framework used here is empirical-minimalist approach to the construction of Robert A. Dahl theory`s and voting behavior theory that is affected by three approach such as sociological, psychological, and rational.   Kata Kunci: Demokrasi, perilaku pemilih, partai politik

Culturally and socially, Minangkabau women, or well known as Bundo Kanduang, has a typical position in Minangkabau traditional law. Abstract

Penelitian ini bertujuan untuk mengetahui peranan Pemerintah Desa, Badan Permusyawaratan Nagari (Bamus), dan Kerapatan Adat Nagari (KAN) dalam peningkatan partisipasi masyarakat dalam pembangunan Nagari. Penelitian ini menggunakan metode kualitatif pendekatan deskriptif. Teknik pengumpulan data dilakukan melalui wawancara. Dengan menggunakan teori Ruang publik dan demokrasi deliberatif Jurgen Habermas. Hasil penelitian menunjukan hubungan peran pemerintah nagari, Bamus dan KAN terhadap peningkatan partisipasi masyarakat dalam pelaksanaan pembangunan nagari dengan memanfaatkan Ruang publik mempunyai pengaruh yang sangat besar. Dengan menjadikan lembaga permusyawaratan desa dan Kerapatan adat Nagari sebagai ruang publik yang dapat diakses masyarakat dari semua lapisan tanpa ada intervensi dari kelompok lain. Dalam ruang publik, lembaga/institusi nagari mempunyai andil untuk mempengaruhi masyarakat dalam berpartisipasi. Keberadaan ruang publik di tengah tengah kehidupan masyarakat, dapat memicu kepedulian masyarakat dalam pembangunan nagari. Banyak aksi dan interaksi yang terjadi dalam ruang publik, yang menjadi mediasi antara masyarakat dan lembaga nagari dimana publik mengatur dan mengorganisirnya sendiri sebagai opini publik

Abstract

Democracy consolidation is a process that reduces the possibility of reversing democratization, for the process is featured by negotiations among actors that wants to "promote" the new system or "rules of the game" rather than to damage the old system, and everything is reflected in the process of returning to the nagari in West Sumatra, Indonesia. There is an anomaly of power when the nature of state authority finally raises a "drama" of a political system directly applied to local nagari institutions. The renewal of nagari from previously imposed uniformity under the Village Government Law 5/1979 cannot be analyzed merely as an issue of autonomy and governance. It must be understood within regulative, normative, and cultural orders that shape institutions and their actors. This study adopts a sociological and historical analysis of neo-institutionalism to examine the political dynamics of nagari. The key problem discussed in this article is how institutional structures, rules, norms, and cultures affect local elites and communities during the consolidation of local democracy in nagari in West Sumatra. A post-positivist explorative method is applied as a tool to dissect and analyze problems with the aims to yield solid, conceptual, and varied findings and data analysis. Analysis and discussion are directed to two findings: first, traditional and modern nagari government institutions; second, consolidation process of nagari institutions in West Sumatra. Overall, the analysis and discussion of the political and governance system of traditional and modern nagari become an interesting object study to thoroughly examine the local democracy consolidation journey occurring in West Sumatra.

Abstract

So far an integrity system was designed by the State, followed by any kind of sanction, when an act of corruption had been committed; thus resulting in a systemic circle of corruption. Reconstructing corruption on the basis of text and theory cannot only be conducted editorially; but must also consider the emergent phenomena. There is something ”missed” by the State, i.e. anti corruption integrity can be initiated from local wisdoms of each region, by employing Model of National Integrity, as suggested by Jeremy Pope, and four indicators of OECD (Organization for Economic Co-operation and Development) as mentioned in Components of Integrity: Data and Benchmarks for Tracking Trends in Government, adopted to generate a local-based model of national anti corruption integrity system on the lowest tier of government in West Sumatera, namely Nagari Kapau of Agam District and Nagari Ketaping of Padang Pariaman District. This research was conducted by employing the method of Grounded Theory. The result of this research shows that inside a Nagari, its apparatus, people and institutions can make join commitment by adopting the virtues of local culture in developing Nagari with integrity principle (anti corruption).

Abstract

This study aims to determine the effect of the political trust structure (X1), political efficacy (X2), and candidate orientation (X3) on the political participation of multi-ethnic communities in the legislative elections in West Pasaman Regency in 2019 (Y)?. This research is a quantitative research. The theory used is the theory of political trust, political efficacy, candidate orientation, political participation. From the results of multiple linear regression, the equation Y= -2.133 + 0.087 X2 + 0.196 X3 + 0.208 X4 + e and from the results of the Kendall Tau test, it is found that there is a close relationship (X1) political trust 0.832, (X2) political efficacy 0.872, (X3) orientation candidate 0.899. The results of this study conclude that: First, in this study political trust has a significant effect on people's political participation in the 2019 legislative elections. The higher the public's political trust, the more significant it will have on people's political participation in the 2019 legislative elections. Second, the community's political efficacy. have a significant effect on public political participation in the 2019 legislative elections. The higher the political efficacy of the community, the more it will have a significant influence on public political participation in the 2019 legislative elections. Penelitian ini merupakan penelitian kuantitatif, Teori yang digunakan yaitu teori political trust, efikasi politik,orientasi kandidat, partisipasi politik. Dari hasil uji regresi linier berganda didapatkan persamaan Y= -2.133 + 0,087 X2 + 0,196 X3 + 0,208 X4 + e dan dari hasil Uji Kendall Tau didapatkan keeratan hubungan (X1) political trust 0,832, (X2) efikasi politik 0,872, (X3) orientasi kandidat 0,899. Hasil penelitian ini menyimpulkan bahwa: Pertama, Dalam penelitian ini political trust berpengaruh secara signifikan terhadap partisipasi politik masyarakat pada pemilu legislatif tahun 2019. Semakin tinggi kepercayaan politik masyarakat semakin memberikan pengaruh yang signifikan terhadap partisipasi politik masyarakat pada pemilu legislatif tahun 2019. Kedua Efikasi Politik masyarakat berpengaruh secara signifikan terhadap partisipasi politik masyarakat pada pemilu legislatif tahun 2019, Semakin tinggi efikasi politik masyarakat semakin memberikan pengaruh yang signifikan terhadap partisipasi politik masyarakat pada pemilu legislatif tahun 2019. Abstract

The preparation of the electoral register is a problem in every election. One of the problems that often arises in the form of the number of eligible voters but not registered in the list of permanent voters. This is evident in the large number of voters of resident identity card users who are registered in the special voter list. This research aims to analyze the problem of special voter list of the 2019 election in Indragiri Hulu Regency, Riau Province. In this study, researchers used an election governance perspective consisting of three stages, namely the stages of rule making, the implementation of rules, and the adjudication of rules. This research uses a qualitative approach with case study methods. The results showed that based on the perspective of election governance, the contributing factor to the large number of special voter lists for the 2019 election in Indragiri Hulu regency was at three stages of election governance. At the rule-making stage, in the form of implications of several policies taken by actors involved in the drafting of the rules. At the stage of implementation of the rules, in the form of the implementation of voter list preparation activities in Indragiri Hulu Regency which is not good. While the stage of adjudication rules in the form of non-accommodating recommendations of the Indragiri Hulu District Election Supervisory Agency related to special voters. There are two factors that are at the root of the problem of the large number of special voters. The root of the problem related to special voters who have not been registered on the Permanent Voter List, due to the non-implementation of matching and re-research of voters at the stage of updating the voter list. While the root of the problem related to special voters who have been registered on the permanent voter list, due to the difference in the maximum number of voters per polling place in elections and elections, so it must be re-mapping polling stations.
