Abstract

Abstrak Sejarah politik bangsa menghadapi konflik internal dengan keragaman etnis, agama, ras, dan SARA yang dapat mengarah pada disintegrasi. Indonesia berhasil mengatasi pemberontakan GAM, tetapi konflik terus berlanjut di Papua. Strategi kontrainsurgensi yang melibatkan masyarakat secara lebih aktif diperlukan untuk melindungi dari pemberontakan. Tujuan dari penelitian ini adalah menganalisa peran intelijen dan model counterinsurgency dalam menghadapi ancaman insurgensi di Papua melalui mystic diamond. Metode yang digunakan dalam penelitian ini adalah kualitatif deskriptif. Hasil penelitian menunjukkan bahwa dalam konflik Papua, dimensi internasional menjadi penting karena dukungan dari komunitas internasional terhadap gerakan separatisme Papua. ULMWP menjadi fokus utama dalam mendukung pemberontakan, dengan dukungan dari negara-negara Melanesia seperti Vanuatu. Konflik ini juga memicu perhatian internasional terutama dalam forum seperti Majelis Umum PBB, di mana isu-isu seperti pelanggaran HAM di Papua dibahas. Pemerintah Indonesia dihadapkan pada tantangan diplomasi dan tindakan keamanan terhadap gerakan separatisme. Peran intelijen menjadi krusial dalam mendeteksi dan menganalisis ancaman, sementara model Mystic Diamond digunakan untuk menghadapi konflik ini dengan pendekatan multi-dimensional, termasuk dialog, kontrol keamanan, dan upaya internasionalisasi Papua. Upaya memperbaiki akar permasalahan sosial, ekonomi, dan politik di Papua juga penting dalam menyelesaikan konflik ini secara komprehensif. Abstract

This study examines the allocation strategy of Special Autonomy Funds (Dana Otsus) in Papua as an effort to strengthen Papua's integration within the framework of the Unitary State of the Republic of Indonesia (NKRI) amidst challenges of separatism and social injustice. A qualitative approach was adopted, involving an in-depth literature review of policies, government reports, and academic resources. The study aims to analyze the effectiveness of Dana Otsus management in addressing development disparities, enhancing welfare, and alleviating social tensions in Papua. The findings indicate that major challenges in managing Dana Otsus include misalignment of development priorities with local needs, weak transparency, and limited human resource capacity. While Dana Otsus has had a positive impact, particularly in the education and healthcare sectors, its implementation remains suboptimal. The study concludes that improving coordination between central and local governments, ensuring transparency, and increasing local community participation are crucial. An inclusive and locally responsive allocation strategy is recommended to optimize the role of Dana Otsus in promoting equitable development and strengthening NKRI.

Abstract

Securitization in the South China Sea (SCS) invites uncertainty in the current legal and diplomatic direction. The purpose of this study is to explain that the control of economic resources by involving the military has ignored the international order. The approach method is used in phenomenological research. Primary data from various sources, researcher discussions with various experts to get a comprehensive understanding. The results show that China, based on historical rights, has failed to defend the nine-dash line (NDL) before the arbitral tribunal, but China has succeeded in shifting the issue of who has the right to control uninhabited islands in the South China Sea region into a security issue. China has occupied and developed no man's coral island. The conclusion of the researcher is that a country's strategy is not enough to look at international law, but activities that may threaten to consider building new powers. The LCS securitization conflict has led to the emergence of Asimterics Diplomacy, a strategy. The reality of Chinese activity is booming. At least it has produced; polarizing the Association of Southeast Asian Nations (ASEAN), testing the effectiveness of international law, harnessing maritime potential, and expanding national defense lines..

Abstract

Sebagian teroris mengaitkan tindakan teror yang mereka lakukan dengan agama. Mereka melandaskannya pada sejumlah doktrin yang termaktub di dalam kitab suci. Dari sini muncullah istilah “teror suci.” Khusus bagi yang beragama Islam mereka menyebutnya dengan istilah jihad. Padahal jihad berbeda dengan segenap aktivitas yang bernuansa teror. Tulisan ini mencoba mengelaborasi lebih jauh seperti apa teror suci yang dimaknai para teroris. Metode penelitian yang penulis gunakan adalah penelitian kualitatif yakni penelitian kepustakaan.  Sedang teori yang dipakai adalah teori konstruksi sosial yang disusun oleh Peter L. Berger dan Thoman Luckmann. Hasil penelitian menunjukkan bahwa teror suci diciptakan kalangan teroris dengan membajak doktrin-doktrin Kitab Suci dan hadis nabi untuk kepentingan mereka. Mereka meminjam imej sakral dalam agama untuk menjalankan agenda mereka, seperti menyamakan aksi teror dengan jihad. Dari sini muncullah istilah teror suci. Padahal jihad dan teror itu berbeda baik dari segia asal kata, proses maupun tujuannya. Teror suci hanyalah imajinasi untuk melegitimasi aksi teror yang menyalahi aturan Ilahi. Akibatnya agama yang berorientasi menciptakan kedamaian menjadi sarat akan ketakutan.

Abstract

This study explores the impact of social media on the education of Generation Z in Indonesia, focusing on learning styles, social interactions, and the challenges and opportunities they face. Using a mixed methods approach, the study combines quantitative data from surveys and qualitative data from in-depth interviews to gain a comprehensive understanding. Key findings suggest that social media, such as YouTube and Instagram, have become essential tools in supporting students’ access to information and collaboration. These platforms facilitate more interactive and engaging learning, allowing students to grasp complex concepts more easily. However, challenges such as gaps in technology access and potential distractions remain. The study recommends the development of new learning strategies that effectively integrate social media, as well as educational policies that support constructive social media use. Further research is recommended to investigate digital literacy, the long-term impacts of social media use, and policies that can address the digital divide, in order to maximize the benefits of social media in education.

Abstract

Law No. 1 of 2004 mandates accountable and transparent management of state finances in Indonesia. To ensure compliance, efficiency, and good governance, the effective implementation of APIP (Aparat Pengawasan Intern Pemerintah or Internal Government Auditors) is crucial. Enhancing the role of APIP is necessary to address the low quality of state financial management, ensure accountability, and support bureaucratic reform for transparent and efficient governance. Purpose: This study aims to analyze the role of APIP within the SPIP (Sistem Pengendalian Intern Pemerintah or Government Internal Control System) framework to support the development of Indonesia's defense forces. The research employs a qualitative descriptive method to explore the role and impact of APIP in state financial management and defense force development. Results: The study reveals a significant improvement in the capabilities of APIP over recent years. In 2015, 85.23% of APIP units were only at capability level 1, which indicates basic operations without full adherence to professional standards. By 2022, 54.74% of APIP units had reached capability levels above 3, indicating compliance with professional standards, enhanced risk management, and improved organizational governance. This increase in capability supports more robust oversight, particularly in the Ministry of Defense and the Indonesian Armed Forces, where APIP plays a vital role in overseeing budget management, the modernization of defense equipment, and the improvement of human resources. Conclusion: While the improvement in APIP capabilities enhances effectiveness, the assessment of efficiency in state financial management remains underemphasized. Addressing this gap is essential for the country's financial reforms aimed at improving public services and ensuring fiscal sustainability. APIP not only maintains integrity, transparency, and accountability but also supports the development of defense forces through comprehensive financial, management, and social audits. The focus on both efficiency and effectiveness is critical to strengthening the relevance of these findings in achieving sustainable governance and defense objectives.
