Abstract

There are many regions in Indonesia that should be paid more attention by the government. Without us knowing and realizing, apparently there are still many people who really need it, whether it's clothing, food and shelter, and proper education. This study uses descriptive qualitative data in the eastern part of Indonesia, namely the village of Tooboun, Amarasi Barat, NTT. The houses are also not as good as in the area of Java. The existence of NTT communities like this, will cause a dehumanization of its own, due to lack of access to all needs, and ultimately lead to a decrease in Human Resources (HR) from the community itself. The existence of demographics like this, makes them feel discriminated from certain groups. So, in this study, the writer wants to do how to develop the human resources of the village community of Tooboun, Amarasi Barat, NTT by using Media Literacy as the feasibility of life as social beings, each of whom has independence in life. This research was created to provide a basis, evaluate media literacy efforts and contextualize them relative to the current scope of media. Abstract

Abstrak -- Kerjasama pertahanan antara Indonesia dan Australia telah berjalan sejak lama namun masih sering terjadi pasang surut hubungan kerjasama, terutama dalam kerjasama pertukaran perwira siswa Angkatan Laut Australia di SESKOAL yang masih terdapat dinamika dalam pelaksanaannya. Sehingga diperlukan suatu studi untuk menganalisis diplomasi pertahanan dalam kerjasama pertukaran perwira siswa Angkatan Laut Australia di SESKOAL dalam meningkatkan Confidence Building Measures (CBMs) dan menganalisis kendala serta peluang dalam pertukaran perwira siswa Angkatan Laut di SESKOAL dengan menggunakan metode kualitatif deskriptif yang berfokus pada studi kasus. Diplomasi pertahanan dalam kerjasama pertukaran perwira siswa Angkatan Laut di SESKOAL dalam meningkatkan Confidence Building Measures (CBMs) pada tingkat pencapaian yang baik pada indikator pencapaian Confidence Building Measures (CBMs) sesuai teori Baviera yaitu komunikasi, konsultasi dan goodwill, namun untuk indikator transparansi masih terlihat belum mencapai tingkatan yang baik karena masih terdapat beberapa hal yang belum sesuai dengan indikator transparansi seperti kesediaan dan aksesibilitas dokumen, kejelasan dan kelengkapan informasi, keterbukaan proses, dan kerangka regulasi yang menjamin transparansi. Terdapat beberapa peluang yang baik dalam kerjasama pertukaran perwira siswa Angkatan Laut di SESKOAL ini seperti semakin erat dan luasnya kerjasama dalam bidang pendidikan, latihan dan operasi, namun juga terdapat beberapa kendala yang harus dihadapi untuk dapat mencapai tujuan yang maksimal dari kerjasama ini, yaitu masih adanya keterbatasan dalam penyampaian informasi yang bersifat rahasia. Hasil dari kerjasama pertukaran perwira siswa ini juga berdampak pada hubungan bilateral Indonesia Australia yang semakin erat dalam mengembangkan berbagai kerjasama terutama bidang pertahanan.Kata kunci: diplomasi pertahanan, confidence building measures (CBMs), pertukaran perwira siswa Abstract -- Defense cooperation between Indonesia and Australia has been going on for a long time but there are still frequent ups and downs in cooperative relations, especially in the collaboration of exchanging officers of Australian Navy students at SESKOAL who still have dynamics in their implementation. So a study is needed to analyze defense diplomacy in the collaboration of Australian Navy student exchanges at SESKOAL in increasing Confidence Building Measures (CBMs) and analyzing constraints and opportunities in exchanging Navy student officers at SESKOAL using descriptive qualitative methods that focus on case studies. Defense diplomacy in the collaboration of Navy student exchanges at SESKOAL in increasing Confidence Building Measures (CBMs) at a good level of achievement in indicators of achievement of Building Building Measures (CBMs) according to Baviera's theory of communication, consultation and goodwill, but for transparency indicators still not seen achieve a good level because there are still a number of things that are not yet in accordance with transparency indicators such as willingness and accessibility of documents, clarity and completeness of information, openness of processes, and regulatory framework that guarantees transparency. There are several good opportunities in the collaboration of the exchange of Navy student officers at SESKOAL such as the increasingly close and wide cooperation in the fields of education, training and operations, but also there are some obstacles that must be faced to achieve the maximum goals of this collaboration, namely the existence limitations in the delivery of confidential information. The results of this student officer exchange collaboration also impacted the increasingly tight bilateral relations between Indonesia Australia in developing various partnerships, especially in the defense sector.Keywords: defense diplomacy, confidence building measures (CBMs), exchange of student officers

Abstract

Lingkungan strategis global, regional dan nasional berdampak kepada ancaman faktual dan potensial yang terjadi harus diantisipasi dengan system pertahanan dan keamanan terbaik dengan melibatkan seluruh sumberdaya nasional. Salah satu yang menjadi perhatian adalah bagaimana persenjataan Angkatan laut dapat digunakan untuk mendukung fungsi dan tugas pokok dalam pertahanan negara sebagai komponen utama kekuatan maritim. Dinamika persenjataan Angkatan laut dalam pembahasan tulisan ini harus dapat memperhatikan kondisi karakteristik laut Indonesia dan juga kebutuhan dalam menindak ancaman faktual dan potensial,satu hal yang menjadi kekhususan dalam penggunaan kekuatan angkatan laut adalah fungsi diplomasi, hal ini mempengaruhi penggunaan persenjataan Angkatan laut mana kala harus keluar wilayah kedaulatan untuk mengemban fungsi diplomasi internasional, keterkaitan dengan dukungan anggaran juga menjadi penting mengingat outcome dari dukungan persenjataan ini bukan hanya kepada keberhasilan tugas pokok dan fungsi angkatan laut tetapi juga kemanfaatan terhadap ekonomi nasional bisa didapatkan dengan tata kelola yang baik. Sebagai kesimpulan dari tulisan ini adalah, kebutuhan alutsista Angkatan laut harus memperhatikan karakteristik laut Indonesia, ancaman yang dihadapi, fungsi khusus Angkatan laut dan juga dipengaruhi oleh dukungan anggaran.

Abstract

Indonesia merupakan Negara kepulauan yang memiliki luas wilayah laut seluas ± 5,9 juta km², yang mencakup Zona Ekonomi Eksklusif Indonesia (ZEEI) seluas ± 2,7 juta km² dan Laut Wilayah, Perairan Kepulauan serta Perairan Pedalaman seluas ± 3,2 juta km². Dengan kasus yang demikian, munculnya Bakamla sebagai coast guard memiliki peran yang penting dalam menjaga keamanan laut nasional. Walaupun demikian, kondisi saat ini Bakamla dapat dikatakan masih belum maksimal untuk menjalankan tugas tersebut dikarenakan beberapa faktor yang perlu diperhatikan pemerintah. Dengan kuatnya Bakamla diharapkan dapat menjadikan laut nasional menjadi aman sehingga berbagai aktivitas di kawasan laut dapat maksimal. Artikel ini akan menjawab persoalan tersebut dengan menggunakan metodologi kualitatif yang data primernya diperoleh dari salah satu unit Bakamla dan data-data terkait yang dapat dijumpai peneliti. Temuan dalam riset ini adalah kondisi saat ini Bakamla khususnya zona maritim barat, membutuhkan tiga aspek yang perlu dipenuhi agar menjadi kuat atau maksimal. Dengan memaksimalkan hal tersebut, akan memberikan implikasi langsung maupun tidak langsung terhadap proses pengamanan wilayah laut sehingga berbagai kegiatan di wilayah laut dapat maksimal, baik dari bidang ekonomi, sosial maupun politik. Kata Kunci: Bakamla, Penguatan, Pengamanan Wilayah, Perairan Indonesia

Abstract

Pandemi Covid-19 telah berdampak kepada lingkungan strategi global, regional dan nasional. bidang ekonomi merupakan bidang yang sangat terdampak secara menyeluruh. Kondisi saat ini harus segera dicarikan solusi yang efektif dan efisien agar tidak menjadi ancaman yang lebih serius lagi terhadap pertahanan Negara. metode yang digunakanpada tulisan ini adalah deskriptif kualitatif fenomenologi dengan menggunakan teori implementasi kebijakan pertahanan Lukman Yudho Prakoso yang mengatakan bahwa implementasi kebijakan pertahanan dapat berjalan dengan baik jika memperhatikan faktor Integrative, Interactive, Transparency, Controling dan Accountability (IITCA). Hasil penelitian menunjukkan bahwa belum terintegrasinya penanganan ekonomi antara pemerintah pusat dan daerah, komunikasi yang interaktif masih menjadi kendala utama, dengan tertangkapnya Menteri Sosial menunjukkan masih adanya masalah besar terkait faktor transparency, controlling dan accountability. Desa wisata menjadi salah satu program yang digagas pemerintah di tengah masa pandemic Covid-19, yang diharapkan dapat menimbulkan geliat ekonomi khususnya dipedasaan, agar program ini optimal dipandang perlu juga untuk membekali program bela negara terhadap setiap pihak yang terlibat, agar tidak rentan disusupi oleh pihak-pihak yang tidak bertanggungjawab. Kesimpulan dari tulisan ini adalah sesuai dengan teori Kasih Prihantoro, agar program desa wisata berkarakter bela negara sebagai pondasi ekonomi pertahanan dapat berjalan denga baik maka harus dibangun netwok yang efektif dan efisien juga harus ada pihak yang bertindak sebagai driver force.

Abstract

During the covid-19 pandemic, all institutions had a high dependency on information technology. Network strength is very important. Thus, an internet network technology course was conducted for information technology personnel of the Indonesian Navy. The training is conducted online. Studied learning success is associated with the initial data held, namely rank, gender, work experience in the field, previous education and learning activities, and age of participants. The data was clustered with the final test results to determine the clustering of training results and these factors. Based on the clustering it can be stated a good grouping of learning success in this pandemic period. From the 75 personnel data, we could made 5 clusters. Recommendation for internet network tools online training, especially in internet network technology, is that the participants of the course should have experience in internet and network, young and have good education level at least high school.

Abstract

The Indonesian Archipelago Seaway (ALKI) is a strategic area with heavy ship traffic. Starting with ships entering and exiting the Straits of Melaka (ALKI I), the Straits of Makassar (ALKI II) to the Papuaan waters (ALKI III).To protect and regulate seaway in Indonesian territorial waters, a centralized system is needed that can monitor all ships passing through Indonesian waters.Integrated Maritime Surveillance System (IMSS) is one of the latest technologies used by the militaries in many countries. Indonesia is one of the countries that has beganto implement IMSS in the marine defense system.In this paper, we conduct an evaluation of the IMSS concept in Indonesian waters to improve the seaway security. The results of the study conducted show thatthe implementation of monitoring systems using IMSS systems is important and needs to be implemented, especially in the ALKI I region, especially in the Sunda Strait. This requires good performance and coordination between the people and departments responsible for their respective responsibilities and functions. In practice, however, leadership in implementing information systems development and implementing IMSS-based oversight within the Navy still faces various hurdles.

Abstract

Some countries have proven to be advanced by managing their historical and cultural heritage and promoting it internationally. Japan and South Korea are living examples, who transform the war site not only into national defense heritage but also bring it to the international level.  The management of historical heritage is crucial to enhance people's awareness of the importance of national defense. However, many of Indonesia's historical relics are still neglected or poorly managed, even though many historical and cultural heritages have the potential to become tourist attractions. This article aims to discuss how to manage Indonesian historical and cultural heritage to enhance nationalism and patriotism. Proper management of historical and cultural heritage will increase the love of the motherland. The research method is done by a qualitative research method as well as literature studies. This study proves that the management of culture and historical heritage of Indonesia, especially those related to the national struggle, is still largely ignored. Moreover, Indonesia even lacks in managing its historical and cultural heritage. Therefore, Indonesia has to improve the management of its cultural and historical heritage so that it can be promoted to the global world as an object of tourism to increase the nationalism of the younger generation.

Abstract

Adagium Si Vis Pacem Para Bellum, which means who wants peace, prepare for war. Faced with the dynamics of the global and regional strategic environment affecting the defense system that must be prepared by Indonesia. China's aggressive action in the Natuna Sea is one proof that defense in the Indonesian sea is still a serious concern that must be addressed. The aim of this study is to find the best sea defense strategy, to secure the New Capital, especially in the sea area. The study was carried out in the sea area which is the responsibility of the Makassar Navy Base VI. This study uses George Edward III's public policy implementation theory, qualitative descriptive is the method used with the phenomenological approach. The results of this study show that the implementation of the transmission subfactor, communication is only limited to the internal communication of each law enforcement entity, there is no integrated operational-tactical operational nature. The implementation of the communication clarity sub-factor between law enforcement entities is also not yet optimal, due to the limited facilities and other facilities, especially related to the problem of operational-tactical communication equipment. While the implementation of the communication consistency subfactor, the existence of regulations on each entity as the operational basis at sea, makes the bureaucratic procedures ineffective and inefficient. In conclusion, the communication factor between law enforcement entities must be a priority, so that performance can be optimally effective and efficient, integrated hardware, software, and brainware must be built. An entity that can act as the main controller that can coordinate all entities related to law enforcement at sea, and see the results of research related to the entity that has the greatest potential as a controller of sea security in the Makassar region, the researchers recommend the Navy as the Command Center.

Abstract

Abstrak -- Berdasarkan UU RI  No.34 tahun 2004 Tentang TNI Tugas TNI AL, pada pasal 9 ayat (e); Melaksanakan Dawilhanla. Implementasi dari Dawilhanla adalah pemberdayaan masyarakat pesisir melalui Binpotmar, yang dilaksanakan Lantamal III/JKT di Kabupaten Tangerang, Banten dalam hal ini di wilayah pesisir yang diwakili oleh Desa Tanjung Pasir, Kecamatan Teliknaga dan Desa Tanjung Anom, Kecamatan Mauk.Tujuan dari Penyelenggaraan Pemberdayaan Wilayah Pertahanan Laut adalah: Dalam perspektif kepentingan Hanneg bertujuan untuk menyiapkan wilayah pertahanan laut dan kekuatan pendukungnya secara dini dalam rangka memenangkan peperangan. Dalam perspektif kepentingan masyarakat bertujuan untuk membantu mengatasi kesulitan masyarakat dan meningkatkan kesejahteraan masyarakat maritim. Dalam perspektif kepentingan TNI bertujuan untuk tercapainya tugas pokok TNI Angkatan Laut, dalam meningkatkan kesadaran bela negara. Tujuan umum dari Penelitian ini adalah untuk menganalisis Strategi Pemberdayaan Wilayah Pertahanan Laut oleh Lantamal III/JKT Dalam Meningkatkan Kesadaran Bela Negara Di Kabupaten Tangerang, Banten. Penelitian menggunakan metode kualitatif. Data diperoleh dari para informan yang ditetapkan dan selanjutnya dianalisis dengan teknik analisis kualitatif. Hasil penelitian menunjukan bahwa kesadaran bela negara di wilayah pesisir  masih rendah dikarenakan dalam melaksanakan pemberdayaan masyarakat pesisir belum sesuai dengan teori strategi pemberdayaan yang disampaikan oleh Suharto dalam strategi pemberdayaan dengan 5P, selain itu juga pelaksanaan sinergitas tidak dilaksanakan secara berkesinambungan, hal tersebut belum sesuai dengan teori sinergitas menurut Hampdan-Turner dan menurut F.M. Hartanto. Kesimpulan pelaksanaan strategi pemberdayaan masyarakat pesisir dalam meningkatkan kesadaran bela negara di wilayah pesisir di Kabupaten Tangerang, belum berhasil.Kata kunci: Lantamal III/JKT, Kesadaran Bela Negara, Strategi Pemberdayaan Wilayah Pertahanan Laut Abstract -- Based on the Republic of Indonesia Law No.34 of 2004 concerning TNI, the task of the Navy, in Article 9 paragraph (e); Carry out Dawilhanla. Research uses qualitative methods. Data obtained from the informants determined and then analyzed by qualitative analysis techniques. The results showed that awareness of defending the country in coastal areas was still low because in carrying out the empowerment of coastal communities not in accordance with the theory of empowerment strategies delivered by Suharto in empowerment strategies with 5P, besides that the implementation of synergy was not carried out continuously, it was not in accordance with the theory synergy according to Hampdan-Turner and according to FM Hartanto. The conclusion of the implementation of the strategy of empowering coastal communities in increasing awareness of defense of the country in coastal areas in Tangerang Regency has not been successful.Key Words: Lantamal III / JKT, National Defense Awareness, Marine Defense Area Empowerment Strategy
