Abstract

Penelitian ini menganalisis kemampuan TNI Angkatan Laut (TNI AL) dalam menjaga kedaulatan negara di wilayah perbatasan Indonesia-Malaysia-Filipina, yang memiliki peran strategis sebagai penyangga Ibu Kota Negara (IKN) baru di Nusantara, Kalimantan Timur. Wilayah perbatasan ini merupakan kawasan maritim strategis dengan potensi ancaman konvensional maupun non-konvensional, seperti aktivitas ilegal, konflik perbatasan, dan ancaman militer. Oleh karena itu, peningkatan kapasitas pertahanan laut menjadi prioritas utama untuk menjaga stabilitas kawasan dan mendukung kedaulatan negara. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus, berdasarkan data primer dan skunder yang diperoleh dari wawancara, observasi, dan studi pustaka. Hasil penelitian menunjukkan bahwa meskipun TNI AL telah menjalankan perannya secara efektif melalui patroli perbatasan, kerja sama internasional, dan diplomasi maritim, masih diperlukan peningkatan kemampuan TNI AL, strategi pertahanan laut khususnya Lantamal XIII Tarakan sebagai wilayah yang berbatasan langsung dengan Negara Malaysia dan Filipina, peningkatan kemampuan alutsista TNI AL sebagai bagian dari strategi untuk menghadapi ancaman di wilayah perbatasan. Upaya tersebut akan memperkuat kemampuan TNI AL dalam menghadapi dinamika ancaman yang berkembang di kawasan perbatasan Indonesia-Malaysia-Filipina dan mendukung pertahanan nasional dalam rangka menjaga kedaulatan negara.

Abstract

This study explores the implementation of electronic warfare (EW) strategies in joint operations of the Indonesian National Armed Forces (TNI) in the modern era. The primary focus of the research is to identify the challenges and strategies applied in electronic warfare to support TNI's military missions. Electronic warfare plays a crucial role in controlling the electromagnetic spectrum, protecting communication systems, and disrupting enemy communications. Although TNI has integrated electronic warfare into its operations, significant obstacles remain, such as technological limitations, insufficient personnel training, and system integration issues between units. This research employs a qualitative approach with data collection techniques through in-depth interviews and document analysis. The findings reveal that technological advancements, more comprehensive training programs, and improved interoperability between units are key to enhancing the effectiveness of TNI's electronic warfare strategies. The recommendations include technology modernization, personnel training development, and the implementation of better interoperability standards in TNI's joint operations.

Abstract

Radicalism is a significant threat to national and social stability in Indonesia. The Indonesian government, through the National Counterterrorism Agency (BNPT), has launched the Desa Siaga-Desa Damai Program to empower village communities in maintaining peace and preventing radicalism. The program is based on the great potential that village communities have in creating a conducive environment through education, training and active community participation. This study aims to evaluate the effectiveness of the Desa Siaga-Desa Damai Program in preventing the spread of radicalism at the village community level. Using radicalism prevention theory, social constructivism theory, and national security theory, this study analyzes various aspects of the program. The results show that the proactive approach and community empowerment used in the program are effective in reducing the potential for radicalism. Through training, coaching, and the use of information technology to spread counter-radicalism messages, the program succeeded in strengthening social cohesion and increasing community resilience against radical ideologies. In addition, the program is in line with Desa's SDGs goal 16, which is to create a society of peace and justice. In conclusion, the Desa Siaga-Desa Damai Program is an effective model in maintaining national security from the threat of radicalism by empowering village communities and improving their welfare.
