Abstract

This research aims to determine (1) the influence of the presence of beggars on the comfort level of motorists at the SKA Mall Pekanbaru signalized intersection, (2) the factors that beggars prefer at signalized intersections as a place to beg, and (3) find solutions in resolving problems related to side obstacles, in the form of beggars at signalized intersections in Pekanbaru City. This research is experimental. Data was collected using interviews and questionnaires whose reliability and validity had been verified. Data analysis was carried out by calculating cycle time at intersections to determine the income of beggars. Finally, drivers' suggestions for beggars at signalized intersections are described in detail in the questionnaire results. The results of this research are (1) the presence of beggars disturbs the comfort and safety of motorists, (2) The factor causing the presence of beggars at Simpang Mall SKA Pekanbaru is because the average income of each beggar is IDR. 3,600,000.00 to Rp. 14,000,000.00/8 hours, and (3) the solution for beggars at signalized intersections is to enforce the law regarding controlling beggars and increase public awareness not to give beggars money. ABSTRAK Penelitian ini bertujuan untuk mengetahui  (1) pengaruh keberadaan pengemis terhadap tingkat kenyamanan pengendara di Simpang Bersinyal Mall SKA Pekanbaru, (2) faktor pengemis lebih memilih simpang bersinyal sebagai tempat untuk meminta – minta, dan (3) mencari solusi dalam penyelesaian masalah terkait hambatan samping berupa pengemis di simpang bersinyal Kota Pekanbaru. Penelitian ini adalah penelitian eksperimental. Pengumpulan data dilakukan dengan wawancara dan kuesioner yang telah diverifikasi reliabilitas dan validitasnya. Analisis data dilakukan dengan menghitung siklus waktu pada simpang untuk menentukan pendapatan pengemis. Terakhir, saran pengendara untuk pengemis di persimpangan bersinyal dideskripsikan secara rinci dari hasil kuesioner. Hasil penelitian ini adalah (1) keberadaan pengemis mengganggu kenyamanan dan keamanan pengendara, (2) Faktor penyebab keberadaan pengemis di Simpang Mall SKA Pekanbaru karena jumlah pendapatan yang tinggi rata-rata upah masing-masing pengemis adalah Rp. 3.600.000,00 sampai Rp. 14.000.000,00/8 jam, dan (3) solusi bagi pengemis di simpang bersinyal adalah menegakkan hukum tentang penertiban pengemis dan meningkatkan kesadaran masyarakat untuk tidak memberikan pengemis uang.

Abstract

School transportation in Sleman Regency faces various problems, including limited number of fleets, operational schedules that are not yet optimal, and the lack of adequate safety facilities. This condition means that some students are not served well and pose a risk to their safety and comfort during their trip. This research aims to evaluate the operational performance and services of school transportation, as well as formulate improvement strategies. The method used is a quantitative and qualitative approach through field surveys, interviews and distributing questionnaires. Service performance is analyzed using the Importance Performance Analysis (IPA) method, while development strategies are prepared through SWOT analysis. The research results show that at departure time, the load factor reaches up to 126.3% in corridor 1 and 118% in corridor 2, which indicates overloading with fleet availability of only 66.67%. Meanwhile, IPA analysis identified priority improvement indicators such as Emergency Response Information, Safety Equipment: glass breakers and APAR, and Safety Belts. The improvement strategy resulting in a SWOT matrix that is used in the short term includes preparing different return schedules and improving safety facilities such as providing fire extinguishers and glass breaking hammers. Long-term improvement strategies include adding corridors to school transportation services and digitizing reporting. It is hoped that this evaluation will become the basis for improving safer, more efficient and equitable school transportation services in Sleman Regency.
