Abstract

Penelitian ini bertujuan guna mengetahui Efektivitas Pelayanan Pencegahan dan Kesiapsiagaan Terhadap Bencana Pada Destana (Desa Tangguh Bencana) Jatirejoyoso Dalam Mengurangi Risiko Bencana. Desa Tangguh Bencana merupakan program gagasan BNPB (Badan Nasional Penanggulangan Bencana) yang kemudian diintegrasikan oleh BPBD (Badan Penanggulangan Bencana Daerah) Kabupaten Malang pada Pelayanan Pencegahan dan Kesiapsiagaan Terhadap Bencana. Dalam Destana, terdapat forum yang dibentuk yakni Forum Pengurangan Risiko Bencana (FPRB). Melalui pembentukan Destana, diharapkan masyarakat desa di Kabupaten Malang dapat lebih tangguh dalam menghadapi dan mengatasi bencana. Metode yang digunakan yakni kualitatif dengan jenis studi kasus, dan efektivitas pelayanan akan diukur menggunakan teori Duncan (1973) dengan 3 dimensinya: Pencapaian Tujuan, Integrasi, dan Adaptasi. Hasil menunjukkan bahwa pelayanan pencegahan dan kesiapsiagaan terhadap bencana melalui Destana Jatirejoyoso masih belum efektif dalam mengurangi risiko bencana. Dari 3 dimensi, hanya dimensi integrasi yang berjalan dengan optimal. Dimensi pencapaian tujuan berjalan tidak optimal sebab kurangnya pemahaman Penanggulangan Bencana (PB) oleh masyarakat. Sementara itu, dimensi pencapaian tujuan tidak optimal sebab, pasifnya FPRB (Forum Pengurangan Risiko Bencana) Destana Jatirejoyoso, dan kurangnya sarana prasarana seperti peralatan kebencanaan. Oleh karena itu, penting bagi Pemerintah Desa Jatirejoyoso guna memprioritaskan kegiatan dan pengadaan sarana prasarana kebencanaan. This study aims to determine the effectiveness of disaster prevention and preparedness services at Destana (Disaster Resilient Village) Jatirejoyoso in reducing disaster risk. Disaster Resilient Village is a program initiated by BNPB (National Disaster Management Agency) which was then integrated by BPBD (Regional Disaster Management Agency) Malang Regency in Disaster Prevention and Preparedness Services. In Destana, there is a forum formed, namely the Disaster Risk Reduction Forum (FPRB). Through the formation of Destana, it is hoped that village communities in Malang Regency can be more resilient in facing and overcoming disasters. The method used is qualitative with the type of case study, and service effectiveness will be measured using Duncan's theory (1973) with its 3 dimensions: Goal Achievement, Integration, and Adaptation. The results show that disaster prevention and preparedness services through Destana Jatirejoyoso are still not effective in reducing disaster risk. Of the 3 dimensions, only the integration dimension is running optimally. The dimension of achieving goals is not optimal because of the lack of understanding of Disaster Management (DM) by the community. Meanwhile, the dimension of achieving goals is not optimal because of the passivity of the Destana Jatirejoyoso FPRB (Disaster Risk Reduction Forum), and the lack of infrastructure such as disaster equipment. Therefore, it is important for the Jatirejoyoso Village Government to prioritize activities and procurement of disaster infrastructure.

Abstract

Rapid urban population growth brings various challenges, such as decreasing quality of public services, reduced residential space, congestion, and increasing crime. Smart City is here as a solution to overcome this challenge and create a city that is safe and comfortable for its residents. Transparency of government data through Open Government Data (OGD) is the key to realizing a Smart City. This research aims to test the implementation of OGD in the City of Surabaya in realizing a Smart City. It is hoped that the research results can provide solutions for relevant agencies and the Indonesian Government in the field of OGD and Smart City. This research applies a descriptive qualitative approach, which adopts an inductive data analysis process to build understanding from specific to general aspects. This approach involves collecting data through in-depth interviews, literature reviews involving previous research published in accredited journals and mass media, as well as utilizing relevant documentation. In this research, it was found that the implementation of smart city in the city of Surabaya can be analyzed through the theory of policy implementation by George C. Edwards III, with aspects of the importance of communication, resources, implementor disposition, and bureaucratic structure. In managing open data, the City of Surabaya has an Information and Documentation Management Officer (PPID) who is responsible for carrying out public information services which include activities for storing, documenting, providing and disseminating information to the public. One of the obstacles to the implementation of open data is that people do not understand the urgency of open government data, so that public intervention and voice of support is also limited. Apart from that, coordination of each unit in each agency that takes part in implementing open government data must also be integrated.
