Abstract

The Krueng Aceh River is a river that has a strategic function in supporting the activities of the people of the city of Banda Aceh which has the potential for beauty so that it can be developed to realize the city of Banda Aceh as a waterfront city. The riverside area as a public open space in the form of a park can be used as a means of relaxation for the community. The park on the banks of the Krueng Aceh River, which is located in the Baiturrahman sub-district, Banda Aceh City, has seen arrangements carried out by the government. This park is included in the waterfront city area which is a tourist area and public space in Qanun Number 4 of 2009 concerning the Banda Aceh City Regional Spatial Planning Plan (RTRW) for Banda Aceh City for 2009-2029. However, based on observations in the field, it can be seen that there are several physical problems in the form of damaged infrastructure and inadequate spatial planning. Based on the above, this research aims to identify the existing condition of the park and improve the quality of public open space to maximize the function of space in the park along the Krueng River, Aceh. This type of research is qualitative with data collection carried out using the snowball sampling method. The research results show that the waterfront element in this park already exists but needs to be improved and to support the use of the park as a public open space it needs to be reconsidered regarding aspects of the quality of public space in the Krueng Aceh area.Keywords: Waterfront City, Taman Tepi Sungai, Ruang Terbuka Publik, Kota Banda Aceh.

Abstract

Flats are one of the solutions of increasing community growth for residential housing which poses a challenge to the limited housing area. which have several halls and infrastructure. However, the decline in the quality and function of facilities and infrastructure of the flats cannot be avoided. This study aims to determine the quality of the facilities and infrastructure in Lampulo Rusunawa by using a qualitative descriptive approach. Data collection was carried out by observation, interviews, documentation and conducting related literature studies. The results of the study indicate that some of the available facilities cannot be used properly and the community has been looking for adjustments and alternatives to these problems. It needs special attention from the management on the qualities and malfunctions of the facilities and infrastructure of the flats. It is hoped that this Lampulo rusunawa can be used as an evaluation material as stated in SNI 03-1733-2004, which is developed in an integrated, directed, planned, and sustainable manner to increase community growth for residential housing

Abstract

Rusunawa merupakan perumahan vertikal yang diwujudkan oleh pemerintah di perkotaan sebagai sebuah solusi untuk hunian yang disewakan kepada masyarakat berpenghasilan rendah dengan harga terjangkau. Walaupun masyarakat bisa membayar dengan harga murah bahkan ada yang cukup dengan membayar operasional bersama, masyarakat juga menginginkan kehidupan yang bersih, nyaman dan terlindungi. Kajian komparasi pada penelitian ini dilakukan untuk melihat kualitas dan keberhasilan setting infrastruktur kebakaran pada 2 rusunawa yang telah direncanakan dan terbangun. Metode penelitian yang digunakan yaitu deskriptif kualitatif dengan menganalisa data untuk memperoleh kedalaman informasi sebagai sebuah pengetahuan atas subjek penelitian. Hasil dari kajian 2 rusunawa terhadap setting infrastruktur kebakaran masih belum memenuhi standar SOP bangunan dengan penanggulangan kebakaran jika sewaktu-waktu terjadi kebakaran. Sampai dengan saat ini ketersediaan fasilitas pemadam kebakaran hanya sebatas atribut saja, sosialisasi pelatihan penanggulangan kebakaran kepada masyarakat dan pengelola juga tidak rutin dilaksanakan. Begitu juga rambu-rambu evakuasi kebakaran baik di dalam maupun di luar gedung masih minim tersedia. Perlu adanya sikap tegas dari pemerintah untuk mengevaluasi serta mewujudkan setting infrastruktur kebakaran yang berkualitas pada 2 rusunawa yang sesuai dengan peraturan pemerintah. Langkah pencegahan lebih baik dilakukan segera dengan memenuhi standar infrastruktur kebakaran pada bangunan sebelum terjadi korban jiwa dan kerugian semua pihak.
