Abstract

Kearifan lokal Mopalus (Gotong Royong) yang ada di Desa Busak I Kabupaten Buol  menunjukkan potensi signifikan sebagai referensi untuk mengelola keanekaragaman sosial dan konflik etnis. Penelitian ini bertujuan untuk menganalisis penataan masyarakat multikultural melalui kearifan lokal Mopalus di Desa Busak I. Kajian ini menggunakan pendekatan integrasi nasional yaitu integrasi normatif, fungsional, dan koersif. Metode  penelitian  yang  digunakan  adalah  penelitian  kualitatif dengan teknik pengumpulan data melalui proses observasi, wawancara, dan dokumentasi.Proses analisis data menggunakan langkah-langkahyaitu, reduksi data, penyajian data, dan verifikasi  data. Hasil penelitian menunjukkan bahwa Mopalus berfungsi 1) secara normatif Mopalus menciptakan norma sosial yang mendasari interaksi antar etnis, tekanan nilai saling menghargai dan kerja sama; 2) Secara fungsional  Mopalus mengoptimalkan kontribusi setiap individu sesuai dengan keterampilannya, memperkuat peran mereka dalam kemajuan desa dan memfasilitasi integrasi sosial yang efektif; 3) Secara koersif , meskipun tidak ada aturan tertulis, kesadaran kolektif yang dibangun, Mopalus menjadi pendorong utama partisipasi masyarakat Busak I sementara beberapa etnis, seperti etnis Buton, mengusulkan peraturan formal untuk meningkatkan struktur partisipasi. Kesimpulan dari penelitian ini Mopalus berhasil menata masyarakat multikultural di Desa Busak I dengan memfasilitasi kesadaran kolektif dan mengelola keragaman sosial. Secara normatif, Mopalus menciptakan norma yang menekankan saling menghargai; secara fungsional, mengoptimalkan peran individu untuk kemajuan desa; dan secara koersif, partisipasi aktif terwujud melalui kesadaran bersama, meskipun tanpa aturan tertulis.   The local wisdom of Mopalus (Gotong Royong) in Busak I Village, Buol Regency shows significant potential as a reference for managing social diversity and ethnic conflicts. This study aims to analyze the arrangement of a multicultural society through the local wisdom of Mopalus in Busak I Village. The research method used is qualitative research with data collection techniques through observation, interviews, and documentation. The data analysis process uses steps, namely, data reduction, data presentation, and data verification. The results of the study show that Mopalus functions 1) normatively Mopalus creates social norms that underlie inter-ethnic interaction, value pressure of mutual respect and cooperation; 2) Functionally Mopalus optimizes the contribution of each individual according to his or her skills, strengthens their role in the progress of the village and facilitates effective social integration; 3) Coercively, although there are no written rules, a collective consciousness is built, Mopalus became the main driver of the participation of the Busak I community while some ethnicities, such as the Buton ethnicity, proposed formal regulations to improve the structure of participation. The conclusion of this study is that Mopalus succeeded in organizing a multicultural society in Busak I Village by facilitating collective awareness and managing social diversity. Normatively, Mopalus created a norm that emphasized mutual respect; functionally, optimizing the role of individuals for the progress of the village; and coercively, active participation is realized through collective awareness, even without written rules.

Abstract

The protracted conflict between the Turkish state and the Kurdistan Workers’ Party (PKK) remains one of the most enduring ethnopolitical confrontations in modern history. Despite initiatives such as the Oslo Process and the İmralı Talks, negotiations have consistently collapsed. This study examines the roots of these failures by integrating strategic negotiation theories—particularly BATNA and the Hurting Stalemate model—with perspectives from identity politics and collective trauma. Employing qualitative, thematic analysis of secondary sources, it argues that breakdowns cannot be explained solely through material or strategic lenses. Instead, they stem from entrenched ideological discord, symbolic marginalization, and structural asymmetries of power and recognition. The Turkish state’s reliance on coercion and systemic delegitimization of the PKK has impeded equitable dialogue. Conceptually, the article advances an interdisciplinary interpretation of negotiation failures and highlights the necessity of symbolic and psychosocial dimensions. Findings affirm that recognition, narrative pluralism, and legitimacy are essential to sustainable peace.
