Abstract

This study examines the mediation of Nia Lawo Lambu customs as an alternative to resolving heritage land disputes in Detubinga Village, Sikka Regency. Using empirical legal research methods, this study analyzes the implementation, values, and effectiveness of Nia Lawo Lambu in the context of Indonesian legal pluralism. The results of the study show that Nia Lawo Lambu is an effective dispute resolution mechanism, supported by the legitimacy of formal law, the role of Mosalaki as a mediator, and the active participation of the community. These practices reflect the values of hospitality, equality, simplicity, and sustainability in Lio society. Despite facing various modernization challenges, Nia Lawo Lambu remains relevant as an instrument for maintaining social harmony and sustainable conflict resolution. This research recommends strengthening the integration between customary practices and the national legal system, as well as the preservation of traditional values for future generations

Abstract

The mechanism for transferring detainees at the Kupang Class IIB Adult Women's Correctional Institution (Lapas) is a process that aims to ensure the smooth implementation of the correctional system in accordance with applicable regulations. Prisoner transfers are carried out based on various considerations, such as prison capacity exceeding capacity, the need for special guidance, security factors, or certain legal situations. This process involves several important stages, starting from submitting an application, administrative and legal review and evaluation, to carrying out transfers which are carried out under strict supervision to ensure the security and safety of detainees. This mechanism is regulated by Law Number 12 of 1995 concerning Corrections and a number of other technical regulations, which emphasize the importance of protecting human rights and transparency in implementation. The challenges faced in this process include limited transportation facilities, coordination between agencies, and the geographical conditions of the Kupang region. Thus, good cooperation is needed between prison officers, police, prosecutors, and other related parties to ensure that the transfer of prisoners is effective, according to procedures, and oriented towards prisoner development.

Abstract

Risk-based business licensing is an increasingly important approach in economic development in Indonesia, including in Manggarai Regency. This licensing system aims to convey the licensing process by considering the level of risk posed by a business activity. In this context, licensing functions as a legal instrument to regulate and supervise activities that have the potential to affect the public interest, as well as protect the community and the environment. However, challenges such as complicated bureaucracy and transparency often hinder the effectiveness of this system. Therefore, this study aims to identify the problems faced by the Manggarai Regency Regional Government in the implementation of risk-based licensing, as well as the urgency of forming Regional Regulations that regulate these matters. In addition, this study will also discuss the philosophical, sociological, and juridical foundations of the formation of these regulations, as well as the goals and scope of their regulation. It is hoped that with clear and transparent regulations, the risk-based licensing system can encourage local economic growth, increase the number of registered businesses, and create a conducive investment climate in Manggarai Regency

Abstract

The border dispute between Indonesia and Malaysia on Sebatik Island has a significant impact on the social and economic life of the local community. Sebatik Island, which is divided between the two countries, creates complex dynamics due to political tensions and differences in policies. Communities on both sides of the border often have strong family ties, but legal uncertainty and mobility restrictions disrupt their social interactions. Limited basic infrastructure and poor access to education worsen economic conditions, increasing the community's dependence on the economy on the Malaysian side. This study uses a qualitative method with a case study approach to explore the impact of the border dispute on the local community and identify obstacles to infrastructure development. Efforts to resolve the dispute are needed, involving dialogue, local wisdom, and infrastructure improvements to improve the welfare of the community on Sebatik Island.

Abstract

This research investigates incidents of attacks on students at the University of North Sumatra (UMSU) in Medan City; This is intended for analysis. Focus on factors, namely influencing factors and actionable improvement strategies. This investigation method involves sources who investigate robbery cases in Medan City. The research results show that there is a relationship between factors such as street lighting, traffic density, and personal safety behavior and the frequency of robberies. The implications of these findings can be used to develop more urban safety measures.
