Abstract

This research aims to analyze public administration ethics in the implementation of work at the West Sumatra Province Social Service. Public administration ethics is an important aspect that influences the quality of public services and public trust in the government. The method used in this research is a qualitative approach with data collection techniques through interviews, observation and documentation studies. The research results show that there are several challenges in implementing public administration ethics, such as a lack of employee understanding of the code of ethics, low transparency in decision making, and the practice of nepotism. However, there are also efforts made by the Social Service to improve work ethics, such as ethics training for employees and implementing a monitoring system. This research recommends the need to increase ethical awareness among employees and strengthen monitoring mechanisms to create a more ethical and transparent work environment.

Abstract

Abstract

The success and capabilities of Civil Servants (ASN) are crucial for providing high-quality public services. Public satisfaction with government services is directly influenced by the good quality of civil servants. To fulfill their duties as public servants in the current era of digital disruption, civil servants must be flexible, innovative, and professional. This research examines the role of the Human Resources Development Agency (BPSDM) of West Sumatra Province in enhancing the competence of civil servants thru managerial education and training programs, a strategic effort to improve such competence. This research was conducted qualitatively using a descriptive approach. Data collection methods include in-depth interviews with the West Sumatra Provincial BPSDM, literature research from various journals, performance reports, and relevant official documents. The research results indicate that BPSDM plays a strategic role in enhancing the capacity of civil servants thru the implementation of a blended learning system, change projects, and continuous evaluation focused on improving the quality of public services. The results indicate that BPSDM West Sumatra not only improves the technical and managerial knowledge of ASN but also enhances their readiness to navigate the demands of digital transformation in public administration. Blended learning has expanded learning opportunities while maintaining cost efficiency and ensuring instructional effectiveness. The Change Project component also encourages participants to propose and implement innovative initiatives within their respective agencies. Its impact is demonstrated through improved problem-solving abilities, organizational analysis, and the execution of practical solutions that support institutional performance. Despite facing challenges such as limited resources, varied participant competence levels, and technical barriers in digital learning, BPSDM continues to strengthen training implementation through trainer capacity-building, strategic participant selection, and broader institutional collaboration.
