Abstract

This study was conducted due to the demands of the community for fast, precise, and efficient implementation and public services. The government innovates by implementing an e-government system, or electronic-based public services. This research uses a qualitative approach and concentrates on the issue of how the effectiveness of state administrative law on online public services. This research shows that the effects in the e-government program are close to efficient, as shown by the number of people who have been able to use e-government services. However, not all Indonesians can and are able to use these services, as shown by the large number of people in areas where people are still poor and technology illiterate, and there are still many areas that still do not have e-government services.

Abstract

This research aims to gain understanding and offer solutions regarding the supervision of the South Sulawesi Provincial Inspectorate in the implementation of regional government. Apart from that, this research also aims to identify factors that influence the essence of Inspectorate supervision in regional government and understand the function of the South Sulawesi Provincial Inspectorate. This type of research uses a combined approach between normative legal research or doctrinal legal research (normative legal research) and empirical legal research or non-doctrinal legal research (socio-legal research). The research results show that the supervision of the South Sulawesi Provincial Inspectorate has not been optimal in the administration of regional government. Factors that influence Inspectorate supervision include institutions, budget and human resources. The Inspectorate's supervisory function through attribution, delegation and mandate has a strong basis, but it is necessary to strengthen regulations which are expected to have an impact on the supervision and evaluation mechanism of the South Sulawesi Provincial Inspectorate. And the recommendation in this research is to strengthen the accountability line of defense in coaching and supervision according to the three lines of defense concept, by optimizing risk management and internal control in regional apparatus organizations. Strengthening regulations to support the institutional independence of the Inspectorate, increasing supervisory budget allocations, as well as a system for recruiting competent, high integrity and professional auditors and strengthening regulations related to the function of the South Sulawesi Provincial Inspectorate and changes from the old paradigm to the new paradigm.

Abstract

This research discuss about identification of raw materials for gravelly limestone artifacts in Walennae Valley area as the oldest settlement in Sulawesi with dating from 200.000 years ago. The method used for this research are library and field research (survey and interview) and also 3-dimensional recording. Data processing includes morphological-technological and petrological analysis with two analysis models, namely thin section analysis and spectrometric analysis on stone artifact samples. The results show that the morphological-technological material of limestone artifacts consists of two categories, core tools and retouched flakes. The identification of the limestone raw materials describe the process of limestone formation that occurs due to the transformation and weathering of CaCO3 compounds (calcite minerals) to form SiO2 compounds (silica minerals). In Walennae Valley, the human adaptation in utilizing and exploiting the raw materials for stone artifacts greatly influenced by the natural and environmental conditions of tropical forests.

Abstract

Penelitian ini dilakukan dengan bertujuan untuk untuk menganalisis dan menjelaskan implementasi penyerahan kewenangan Pelestarian dan Pengelolaan Cagar Budaya Dari Pemerintah Kepada Pemerintah Daerah di Provinsi Sulawesi Selatan dan faktor-faktor yang mempengaruhi. enelitian ini menggunakan pendekatan normatif-empiris. Hasil penelitian ini menunjukkan bahwa: Implementasi penyerahan kewenangan pelestarian dan pengelolaan cagar budaya menurut Undang-Undang 11 Tahun 2010 yang dilaksanakan oleh Dinas Kebudayaan Kota Makassar, Dinas Kebudayaan dan Pariwisata Kabupaten Gowa serta Dinas Pariwisata dan Kebudayaan Kabupaten Maros belum berjalan efektif sesuai dengan yang diamanatkan Undang-Undang 11 Tahun 2010 tentang Cagar Budaya. Faktor-faktor yang mempengaruhi implementasi penyerahan kewenangan pelestarian dan pengelolaan cagar budaya menurut Undang-Undang 11 Tahun 2010 di Sulawesi Selatan yaitu faktor peraturan perundang-undangan, struktur hukum, budaya hukum, sinkronisasi dan komunikasi antar organsisasi perangkat daerah, dan faktor partisipasi masyarakat.

Abstract

Penelitian ini bertujuan untuk menganalisis efektivitas implementasi Peraturan Daerah Kota Makassar No. 6 Tahun 2013 dalam pemenuhan hak penyandang disabilitas atas pekerjaan layak. Menggunakan pendekatan yuridis-empiris, penelitian ini mengkaji hubungan antara norma hukum yang mengatur pemenuhan hak atas pekerjaan dan kondisi empiris di lapangan. Data diperoleh melalui wawancara, observasi, penyebaran kuesioner, serta studi pustaka. Hasil penelitian menunjukkan bahwa kesempatan kerja bagi penyandang disabilitas masih didominasi sektor informal, sementara akses pada pekerjaan formal sangat terbatas. Implementasi Perda belum berjalan efektif akibat tidak tersedianya Peraturan Wali Kota sebagai regulasi pelaksana, lemahnya koordinasi antar-instansi, belum optimalnya kebijakan kuota, dan kurangnya fasilitas pendukung. Hambatan struktural dan kultural seperti keterbatasan aksesibilitas, minimnya anggaran, dan stigma negatif memperburuk kondisi tersebut. Temuan ini menunjukkan kesenjangan antara norma hukum dan realitas empiris, sehingga reformulasi kebijakan diperlukan melalui penerbitan Perwali, pembentukan Unit Layanan Disabilitas, dan penguatan kolaborasi multisektoral untuk mewujudkan pemenuhan hak kerja yang inklusif dan berkeadilan. This study aims to analyze the effectiveness of Makassar City Regional Regulation No. 6 of 2013 regarding the fulfillment of the right of persons with disabilities to decent employment. Using a juridical-empirical approach, this research examines the correlation between legal norms and empirical realities in the field. Data were collected through interviews, observations, questionnaires, and literature review. The findings show that employment opportunities for persons with disabilities remain dominated by the informal sector, while access to formal employment is very limited. The implementation of the regulation has not been effective due to the absence of derivative policies such as a Mayor Regulation, weak inter-agency coordination, inadequate enforcement of quota policies, and insufficient supporting facilities. Structural and cultural barriers such as limited accessibility, insufficient budgeting, and persistent negative stigma further exacerbate the situation. These findings indicate a significant gap between legal norms and empirical realities; therefore, policy reformulation is urgently needed through the issuance of mayoral regulations, the establishment of a Disability Service Unit, and strengthened multisectoral collaboration to achieve inclusive and equitable employment rights..
