Abstract

Mangrove forests are important resources that provide various ecosystem services ecologically, economically, socially, and culturally. However, the utilisation of mangrove ecosystems often faces management conflicts. Conflicts can occur between residents in the mangrove area or between agencies and levels of authority. The diversity of governance from various decentralised, connected and functionally different layers implies a complex system. The polycentric model is one approach to addressing the system's complexity. This study uses a qualitative approach with data collection techniques using interviews and observations. The aim is to examine the recognition of residents and the government for local community initiatives. This study found several essential things. First, the context of authority over the mangrove location by supra-village agencies, but in several decades, it has become a conservation and management area for residents. Second, recipients of ecosystem services and their utilisation involve residents from outside the administrative boundaries of the village. Third, cross-sector and level agreements for recognising mangrove ecosystem management initiatives based on local community wisdom. The model of recognition and autonomy given to local communities by higher authorities is the basis for sustainable polycentric governance of mangrove ecosystems. De facto autonomy includes four aspects, including: autonomy in decision-making, formal recognition, cross-actor collaboration, and control over access to resources.

Abstract

Pemuda memiliki potensi besar dalam mendorong pembangunan desa melalui semangat, inovasi, dan partisipasi aktif. Namun, peran ini sering belum dimanfaatkan secara optimal di tingkat desa. Kegiatan pengabdian Masyarakat ini bertujuan untuk memberdayakan pemuda Desa Paubokol melalui peningkatan kapasitas dan partisipasi mereka dalam Pembangunan desa. Metode pelaksanaan mencakup kegiatan sosialisasi, ceramah, diskusi tanya jawab, serta praktik langsung di lapangan yang berfokus pada strategi Pembangunan desa, pelestarian lingkungan, penguatan ekonomi, dan penguatan komunitas desa. Hasil yang diperoleh menunjukkan adanya peningkatan wawasan, kesadaran, dan keterampilan para pemuda, disertai terjalinnya kerja sama yang solid antara pemuda, pemerintah desa, dan lembaga eksternal. Secara keseluruhan, pemberdayaan pemuda melalui pendekatan partisipatif terbukti efektif dalam mendorong peran serta mereka bagi pembangunan desa yang berkelanjutan.

Abstract

Stunting remains a major public health issue in South Central Timor Regency, including Tesi Ayofanu Village, driven by low nutrition literacy, suboptimal parenting practices, and limited comprehension due to the dominant use of local language. This community service program aimed to improve community understanding of stunting through the utilization of the Dawan language as an educational medium. The novelty of this program lies in the systematic integration of a local language into both educational delivery and supporting materials. The program employed participatory education, parenting training, interactive discussions, and the distribution of Dawan-language pamphlets, conducted alongside routine Posyandu activities. The program involved village authorities, health workers, and local residents. The results indicate that 85% of participants were able to re-explain stunting prevention concepts, 80% actively participated in discussions, and 95% received and utilized the educational pamphlets. The use of the Dawan language significantly improved community participation and comprehension. These findings suggest that local language-based approaches are effective in strengthening community health literacy. This model offers a culturally grounded strategy that can be replicated to support stunting reduction efforts in rural areas.
