Abstract

This study aims to determine how the supporting and inhibiting factors in the partnership pattern of the Pari temple tourism object. This research is a descriptive qualitative research with the technique of determining the informants using purposive sampling. In this study, the informants were the head of the Destinations and Tourism Marketing division, as well as employees of the tourism sector. The location of this research was conducted in Candi Pari Village, Porong District, Sidoarjo Regency. The data collection techniques were interviews, observations, documentation and literature studies. Data collection techniques, data reduction, data presentation, and drawing conclusions. The results of this study indicate that the supporting and inhibiting factors in the development of the Pari temple tourism object are land acquisition and participation for the supporting factor, while the inhibiting factors for the Institutional, Outside and Resident Partnership Pattern to Increase Pari Temple tourism are, among others, limited land and location conditions.

Abstract

Performance appraisal plays an important role for organizations because it allows organizations to know, measure and assess employee performance. The results of the performance appraisal help the organization to make decisions in the management of the organization's human resources. Performance appraisal is very influential on the effectiveness of the employee's work. Performance appraisal is seen as an assessment of the performance or work ability shown by employees in carrying out their duties and functions in accordance with work targets. In addition, the purpose of this study was to determine the effectiveness of the e-performance system in Sidokumpul Village, Sidoarjo District, Sidoarjo Regency.This study uses the theory of effectiveness. The method used in this research is descriptive qualitative research method with purposive sampling informant determination technique, namely the user of the e-performance system of employees in Sidokumpul Village, Sidoarjo District, Sidoarjo Regency. Data collection techniques in the form of interviews, observation, documentation. As well as data analysis techniques, namely data collection (data collection), data reduction (data reduction), data presentation (data display) and drawing conclusionsThe results of this study indicate that the e-performance system in Sidokumpul Village, Sidoarjo District, Sidoarjo Regency is still not effective. This is because there are several inhibiting factors, such as Sidokumpul sub-district employees who do not understand optimally about the operationalization of e-performance infrastructure, causing them to be less effective in reporting their duties. In addition, the operation of the e-performance system itself still has many obstacles, such as the internet network and the level of security that is not perfect.

Abstract

The purpose of this study was to describe and analyze the Socialization of the Hellowork Program at the Pasuruan Regency Manpower Service. The research method used is descriptive qualitative. Data collection techniques through interviews, observation, and documentation with selected informants using purposive sampling technique. The results of the study on the Socialization of the Hellowork Program at the Manpower Office of Pasuruan Regency showed that the socialization of the program carried out by the Pasuruan Regency Manpower Office was good because it was carried out in various ways, but it was felt that it was not effective because there were still many Pasuruan residents who did not know about Hellowork. Since the Covid-19 pandemic, socialization has rarely been carried out because the budget has been refocused on Covid-19 aid funds.

Abstract

The village head of Plabuhanrejo carried out a program that focused on village development, such as the construction of retaining walls and road rebates. However, the village head was still unable to mobilize village youth to participate in the deliberation held in Plabuhanrejo Village. The purpose of this study was to describe and analyze the leadership style of the Village Head in the implementation of infrastructure development in Plabuhanrejo Village. The research method used descriptive qualitative with interview, observation and documentation data collection techniques. Determination of informants using purposive sampling technique. Data analysis techniques in data collection, data reduction, data presentation and drawing conclusions. The results of this study, the village head's decision-making ability has a role in determining a decision. In communication skills, the village head does not yet have good communication with the youth in Plabuhanrejo Village. while the ability to control subordinates, the village head provides sanctions for subordinates who are not disciplined at work.

Abstract

This research aims to explore the strategies employed by the Communication and Information Agency of Sidoarjo Regency in enhancing the quality of public services. The study utilizes a qualitative research design with data collection techniques including observation, interviews, and documentation. The findings indicate that, firstly, the objectives set by the DISKOMINFO to improve service quality have been achieved and are functioning well. Despite well-defined goals, attention is needed for clearer Standard Operating Procedures (SOP) and a more efficient bureaucratic structure. Secondly, strategic environmental factors involve human resources and infrastructure. Challenges in human resources relate to IT, with only one employee educated in IT. However, existing infrastructure resources, including laptops, printers, and handycams, support efficient public complaints and reporting. Thirdly, actions taken by DISKOMINFO include providing public information transparency through a website and complaint center, utilizing the Public Information Request Form (PPID). Nevertheless, the focus on public information transparency aligns with democratic principles and individual rights.

Abstract

Background: Effective records management is a critical component of administrative efficiency in educational institutions, especially in the digital era where rapid access to accurate information is essential for school operations and accountability. Specific Background: SMA Negeri 4 Sidoarjo provides a representative case for examining the current state of records management within Indonesian public high schools, particularly in the context of transitioning from manual to digital systems. Knowledge Gap: While records management has been widely discussed in the context of corporate and government institutions, limited research has been conducted on its implementation, challenges, and development strategies in the education sector, especially at the high school level. Aims: This study aims to analyze the effectiveness of records management practices in the administrative section of SMA Negeri 4 Sidoarjo, identify key challenges, and propose strategic recommendations for improvement. Results: The study reveals several ongoing challenges, including limited availability of digital records, slow retrieval processes, weak information security measures, and inadequate human resources and infrastructure. These factors collectively hinder the effectiveness of administrative recordkeeping. Novelty: This research offers one of the first in-depth qualitative evaluations of school-based records management practices in an Indonesian high school setting. It provides insights into the transitional issues faced by educational institutions in adopting digital documentation systems. Implications: The findings suggest the need for a comprehensive records digitization initiative, the development of an integrated digital records management system, upskilling of administrative personnel, and improved investment in technological infrastructure. These recommendations serve as a strategic guide for educational institutions aiming to modernize administrative practices in alignment with digital transformation goals.

Abstract

Background: The Smart Indonesia Program (Program Indonesia Pintar/PIP) plays a crucial role in improving access to education for underprivileged students through financial assistance. Effective implementation is essential to ensure that benefits are delivered equitably and efficiently. Specific Background: SMK Negeri 1 Buduran in Sidoarjo Regency provides a relevant case study for examining the practical implementation of PIP in vocational education. As an active PIP distributor, the school reflects both strengths and challenges in program execution. Knowledge Gap: Despite the nationwide scope of PIP, limited qualitative research explores school-level administrative perspectives, particularly in organizing resources, distributing aid, and engaging stakeholders through communication and outreach. Aims: This study aims to investigate the implementation of PIP at SMK Negeri 1 Buduran by exploring administrator experiences, evaluating resource management, and identifying shortcomings in program socialization to students and parents. Results: The findings indicate that PIP implementation at SMK Negeri 1 Buduran is generally well-organized, supported by a clear administrative structure, competent staff, and adequate infrastructure. Nevertheless, the program’s socialization efforts are still lacking, leading to limited understanding among beneficiaries regarding the objectives, mechanisms, and benefits of PIP. Novelty: This research provides one of the few in-depth qualitative evaluations of PIP at the school level, particularly in a vocational setting. It offers insights into how resource allocation and stakeholder communication influence the effectiveness of program implementation. Implications: The study recommends enhancing socialization strategies to ensure better awareness and engagement from students and parents. Strengthened communication and broader stakeholder involvement are essential to improving program transparency and supporting educational equity goals.
