Abstract

Undang-Undang Nomor. 15 tahun 1997 tentang ketransmigrasian bertujuan untuk meningkatkan kesejahteraan transmigran dan masyarakat sekitarnya, serta meningkatan dan melakukan pemerataan pembangunan di daerah dan juga memperkukuh persatuan dan kesatuan bangsa. Transmigrasi sebagai program pemerintah yang sangat bijak dalam mengatasi masalah kependudukan terutama di Kutai Timur wilayah Bengalon. Di Kabupaten Kutai Timur terdapat 10 Desa Hak Pengelolaan Lahan (HPL) Transmigrasi dengan total luas mencapai 135,6 ribu hektare. Dengan lahan seluas itu, tentu tidak bisa dipungkiri adanya permasalahan-permasalahan terkait kawasan transmigrasi, maka pemerintah melakukan transmigrasi di beberapa daerah termasuk juga Bengalon. Dalam penelitian ini, pendekatan kualitatif digunakan dengan fokus pada tinjauan pustaka dari sumber-sumber primer dalam Islam. Penelitian ini menemukan bahwa ajaran Islam sangat mendukung persatuan dalam keberagaman melalui nilai-nilai universal seperti keadilan,kesetaraan,dan penghormatan terhadap perbedaan. Penerapan nilai-nilai kegamaan ini dalam keluarga transmigrasi di Bengalon dapat membantu membentuk masyarakat yang inklusif, damai serta dapat menghargai perbedaan dalam kehidupan bersosial masyarakat. Law no. 15 of 1997 concerning transmigration aims to improve the welfare of transmigrants and the surrounding community, as well as increasing and equalizing development in the region and also strengthening national unity and integrity. Transmigration as a government program is very wise in overcoming population problems, especially in East Kutai Bengalon region. In East Kutai Regency there are 10 Transmigration Land Management Rights (HPL) Villages with a total area of 135.6 thousand hectares. With such a large area of land, of course it cannot be denied that there are problems related to transmigration areas, so the government conducts transmigration in several areas including Bengalon. In this research, a qualitative approach was used with a focus on literature review of primary sources in Islam. The research found that Islamic teachings strongly support unity in diversity through universal values such as justice, equality, and respect for differences. The application of these religious values in transmigration families in Bengalon can help form a society that is inclusive, peaceful and can respect differences in social life.

Abstract

This investigation explores the strategic function of Islamic Religious Education in materializing social equity for minority segments in Indonesia. Through qualitative methodology utilizing library research approach, this study analyzes theoretical construction of social justice from Islamic perspective and its implementation within educational contexts. Findings indicate that Islamic Religious Education possesses substantial potential as social transformation instrument through developing inclusive and justice-founded learning models. Complexity of identified challenges encompasses structural barriers, pedagogical competency limitations, and cultural resistance. Minority community empowerment strategies necessitate multidimensional approaches integrating transformative education principles, critical pedagogy,  and  culturally responsive  teaching. The justice-founded Islamic  ReligiousEducation model formulated accentuates developing diversity-sensitive curricula, student- centered learning methodologies, and comprehensive evaluation systems. Implementation of this model requires long-term commitment from all educational stakeholders to create authentically inclusive and equitable learning environments. This research contributes theoretical frameworks and practical strategies for enhancing Islamic Religious Education's effectiveness in promoting social equity and minority rights within Indonesia's diverse educational landscape.
