Abstract

The purpose of this paper is to study the process of processing approval letters for loading dangerous goods and the obstacles at the Dumai Class I Harbormaster and Port Authority Office at PT. Sinar Maritim Anugerah Dumai Branch. In writing the paper the author used field observation methods (Field Research) and library methods (Library Research) related to the subject matter taken. In the ship agency, the company carries out activities to process permits for unloading dangerous goods. Processing the approval letter for loading dangerous goods goes through several stages starting from making an application letter for loading dangerous goods by the ship agent, paying Non-Tax State Revenue (PNBP) or PUP for one activity, completing the requirements attached to the application for permission to unload dangerous goods , permission to load dangerous goods from the loading port, B/L and manifest. Then hand it over to the administrative and administrative division for issuing permits for loading and unloading dangerous goods and then hand it over to the Head of Harbormaster and Port Authority (KSOP) for signing. The obstacles faced by companies in processing permits to load dangerous goods consist of obstacles from the company and at the harbormaster's office. On the other hand, in the process of processing permits to load dangerous goods, companies pay more attention to the accuracy of staff to avoid mistakes in completing the requirements for processing permits to load dangerous goods.

Abstract

Shipping companies have an important role in providing services to ships visiting a port. Shipping companies appointed as agents are the parties that will be responsible for taking care of everything so that the ships they represent can dock properly, on time, and smoothly in carrying out their activities at the port. Ship agency services are needed to assist the process of clearance in and out of ships at a port in order to create conducive ship activities. This study was conducted to determine the role of agencies in serving the clearance in and out process and the factors that hinder the ship clearance process using a manual system at PT. Bama Putra Sukses Bogor. This study uses a qualitative approach with a descriptive type. Data collection for this study was carried out using observation, interview, and documentation techniques. The results of this study showed that the role of agencies in serving ship clearance in and out with a manual system at PT. Bama Putra Sukses Bogor is a series of ship clearance processes from ship entry to ship exit. Agents play a role in providing their services to ship owners in ship clearance services that are oriented towards managing ship documents in order to facilitate the loading and unloading process. Factors that hinder the clearance in and out process at PT. Bama Putra Sukses consist of expired documents and problems waiting for the destination port or called waiting next port.

Abstract

As a shipping company that operates in the agency sector and handles its own routine ships in transporting coal, PT. The Long Branch Adhiguna Ark Shipping also handles ship documents. A ship is declared seaworthy or can sail to carry and unload goods if it is equipped with ship documents that have been approved by the harbormaster. The harbormaster only asks for these documents specifically for local ships. Almost every ship document that is being loaded at the special terminal of PT. Bukit Asam, which is served by an agency company, experienced document deays. The result of deays in this document can affect the ship's activities/activities at the port. One of them is that the ship is removed first from the special port of PT. Bukit Asam (Persero) because it has exceeded the specified waiting time limit. So the ship will return to anchorage, waiting for the exit document process to be completed. The length of time the document process was completed hampered the ship's departure to fulfill its trip (voyage), thereby reducing coal deiveries for the PLTU's needs and this gave rise to complaints from the PLTU. One solution is for the agent to frequently coordinate with reated parties for the smooth running of activities.

Abstract

The process of obtaining permission to load and unload foreign vessels outside the customs area at the Customs and Excise Office. The implementation of loading and unloading outside the customs area must have permission from the party concerned because the implementation of loading and unloading of foreign ships outside the customs area without permission from the party concerned is a criminal offense which is regulated in Article 10 letter (b) of Law No.17 of 2006 concerning customs. The existence of congestion at the port so that the ship is docked outside the customs area with certain conditions. The need for coordination and thoroughness in processing loading and unloading permits outside the customs area so that all implementations are carried out properly. The task of PT Bahari Eka Nusantara Belawan Branch in licensing loading and unloading outside the customs area is very important because through PT Bahari Eka Nusantara Belawan Branch is the party responsible for the ship that will dock outside the customs area that it agents. Based on the results of the discussion, it can be concluded that there are still obstacles caused by a lack of understanding in the Sibela system input procedure. The late submission of loading and unloading permits outside the customs area is an obstacle to the delay in approval of loading and unloading permits for foreign ships outside the customs area.
