Abstract

The purpose and objective of writing this paper is to understand the process of handling ship to ship (STS) dry bulk cargo of coal on MV. Ammar by PT. Peayaran Bahtera Adhiguna Padang Branch and the methods applied are the method (Library Research) and the fied method (Fied Study) by accuratey describing the Ship to Ship (STS) handling process for dry bulk coal cargo on the MV.Ammar which is carried out by PT. Peayaran Bahtera Adhiguna Padang Branch, where first make a Ship to Ship permit letter to the Harbor Master, permission to lift excavator heavy equipment to the Peindo pier and make a work order for the loading and unloading labor cooperative and if everything has been completed with permits for the inaportnet system and the fhinnisi system then Ship to Ship activities can begin. This paper also explains the obstacles faced, namey deays in submitting documents reated to the Ship To Ship (STS) process..

Abstract

PT. Pelayaran Cahaya Papua Dumai Branch is one of the companies operating as a Shipping Agency (ship agency) which provides domestic and international services. PT. Pelayaran Cahaya Papua also provides ship services such as ship needs (reflagging, fresh water, bunker), and also provides services for processing ship certificates that are entering their expiry date. The discussion presented in this paper is the Ship Sanitation Control Exemption Certificate (SSCEC) Certificate Extension Procedure at the Class I Port Health Office (KKP) by PT. Dumai branch of the Papua Light Cruise. In the Ship Sanitation Control Exemption Certificate (SSCEC) Certificate Extension Procedure, the company deals directly with relevant agencies, both government and private (companies). By having a good relationship with the shipowner (ship owner) who has been given the authority to make a Letter of Appointment (LOA) agreement to agent their ships, the Company can more freely convey information regarding ship certificates because information regarding ship certificates has a very important role in managing the arrival and departure of ships. To obtain data, the author used 2 (two) types of observation methods in collecting data, namely direct observation of field study and library study. Thus the author can conclude that the procedure for extending the Ship Sanitation Control Exemption Certificate (SSCEC) at the Class I Port Health Office (KKP) has been running smoothly.

Abstract

Belawan Port, as one of the largest and busiest ports in Indonesia, has a strategic role in supporting economic activities, especially in terms of sending and receiving goods. As cargo volumes increase, efficiency and safety in the berthing process of cargo ships become crucial factors. This paper discusses the docking procedure for cargo ships at Belawan Port, which includes technical, administrative stages and safety aspects that must be complied with by every ship that will dock. This research uses qualitative methods with a descriptive approach. Data was collected through literature study, interviews with related parties at Belawan Port, and field observations. The research results show that limited ship draft at Belawan Port is a significant challenge that affects the port's ability to serve large ships. In addition, several operational obstacles were found such as limited facilities, congestion, and coordination between institutions. This paper also explores these various challenges and provides recommendations for increasing operational efficiency through optimizing backup procedures and adopting technology. By understanding berthing procedures in depth and adopting best practices, Belawan Port is expected to increase its competitiveness and support regional economic growth.

Abstract

The dry bulk loading and unloading process at the port presents various challenges and significant risks, ranging from work safety to operational efficiency. This study aims to identify, analyze, and formulate risk management strategies in dry bulk loading and unloading activities to minimize potential losses and improve port operational performance. The methods used in this study include a qualitative approach through interviews and risk analysis as well as library studies. The results of the study indicate that the main risks in dry bulk loading and unloading include dust hazards, equipment damage, and worker safety risks. The proposed mitigation strategy involves improving the security system, regular safety training, and routine maintenance of loading and unloading equipment. It is expected that with this risk management strategy, the port can optimize the dry bulk loading and unloading process with a higher level of safety and more efficient operational costs.

Abstract

This study aims to identify the factors that hinder the use of the customs manifest application, the impacts caused, and the efforts made by PT. Samudera Sarana Karunia in overcoming the issues encountered. The research employs a qualitative descriptive method to provide an in-depth explanation of the influence of the customs manifest application on the inward & outward issuance process within the company. Data collection techniques include observation, interviews, documentation, and literature studies.The study results indicate several factors that affect the use of the customs manifest application in the inward & outward issuance process. These factors include the absence of dedicated staff assigned to operate the application, restricted access as the application can only be operated via computer, and the lack of operational flexibility in using the application. These limitations lead to several impacts, such as errors in data entry, the absence of backup devices in case of a system failure, and restricted mobility due to the fixed nature of desktop computers.To address these issues, PT. Samudera Sarana Karunia has undertaken several efforts, including training operational staff to improve their proficiency in using the application, proposing a transition from desktop computers to laptops to enhance work flexibility, and holding regular coordination meetings among operational staff to ensure the smooth implementation of the customs manifest application. Through these measures, the company aims to minimize existing obstacles and improve the efficiency of the inward & outward issuance process.

Abstract

The loading and unloading process of dangerous goods at ports requires selective operational standards to ensure safety, security, and smooth logistics flow. The Inaportnet system as an integrated digital platform in port services has been implemented to accelerate and simplify the administrative process of cargo handling, including dangerous goods. This research aims to examine the procedures for handling dangerous goods through the Inaportnet system, analyze the effectiveness of its implementation, and identify challenges and solutions encountered in the field. The research methodology employs field observation and library research. Based on Minister of Transportation Regulation PM 16 of 2021, dangerous goods are classified into three forms: liquid, solid, and gas, with nine hazard classes according to IMDG Code. Handling procedures include cargo classification, labeling and packaging according to standards, and permit processing through Inaportnet which encompasses system login, BMBB application creation, document verification, KSOP approval, and PNBP payment. This system integrates data among agencies such as KSOP, Customs, KPLP, and Pelindo for real-time monitoring, enhancing transparency and port operational efficiency. Research findings indicate that Inaportnet provides convenience in licensing and monitoring dangerous goods. However, obstacles encountered include technical server disruptions, document delays from third parties, and limited supporting facilities at several wharves. Recommended solutions include strengthening technology infrastructure, implementing emergency manual protocols, enhancing HR competency, expanding port facilities, and improving inter-agency integration to optimize the system in supporting maritime safety and national logistics efficiency.

Abstract

This study examines the mechanism of preparing loading documents for MT. Lucky Star 06 at the Ivo Mas Tunggal Private Terminal, managed by PT. Tarunacipta Kencana Dumai Branch. Loading documents are official records prepared during the liquid cargo loading process on a tanker to ensure operational smoothness, regulatory compliance, and administrative as well as legal requirements. The research methods employed were field research through direct observation during shore practice and library research to strengthen the theoretical foundation. The preparation mechanism begins with the shipping instruction (SI) from the shipper and voyage information from the shipowner, which are compiled into the bill of lading. Once received from the head office in Jakarta via email, the agent prepares a draft version to anticipate potential data changes during the loading process. Supporting documents include the shipping instruction, bill of lading, and MARPOL for pollution identification. The loading documents consist of three main components. The first is the cargo manifest, containing a complete cargo list, including vessel details, ports of loading/discharge, consignor, consignee, and cargo descriptions. The second is the mate’s receipt, serving as evidence of cargo acceptance by the vessel. The third is the statement of fact, which records all vessel activities from clearance in to clearance out based on the time sheet. Challenges identified include internet connection disruptions that hinder data input from surveyors or shippers, and errors caused by insufficient accuracy in data entry, particularly punctuation. Solutions applied involve continuous monitoring of operational emails and thorough rechecking of documents before submission to the vessel to ensure accuracy and completeness.

Abstract

Container loading and unloading procedures are a series of essential operational activities carried out to systematically, safely, and efficiently move containers from ships to the stacking yard or vice versa. This study aims to examine these procedures, analyze the effectiveness of their implementation, and identify the obstacles and corrective efforts encountered in the field. The methods used include field observation (field research) and literature review (library research). The results indicate that the procedural stages involve document preparation (Bill of Lading and Manifest), ship berthing, the utilization of various loading and unloading equipment (such as Gantry Crane, RTG, and Headtruck), and container arrangement within the Container Yard (CY). The process involves three main work stages: Stevedoring, Cargodoring, and Receiving/Delivery, which require close coordination among port operators, foremen, and Stevedoring Workers (TKBM). Implementation can be hindered by crane breakdowns, headtruck limitations, traffic congestion, and slow stevedoring performance. Effective solutions suggested include routine equipment maintenance, increasing HT fleet capacity, enhancing human resource competency through training, and coordinating traffic routes with relevant authorities. Optimal procedure execution is crucial for ensuring smooth logistics flow, time efficiency, and occupational safety.

Abstract

Procedures for Issuing Port Health Quarantine Clearance (PHQC) and Ship Health Book for the MT. Venus Ship at Kuala Tanjung Port by PT. Seroja Jaya Agensi. Every ship entering the port must be in good health, free from disease outbreaks and pests. Issuance of ship health documents is the responsibility of the Health Quarantine Agency (BKK). PT. Seroja Jaya Agensi, as the agency company, acts on behalf of the ship owner in processing ship health documents at Kuala Tanjung Port. This study aims to determine the procedures for issuing Port Health Quarantine Clearance (PHQC) and Ship Health Book for the MT. Venus Ship. The procedure begins with the ship agent submitting an application to the BKK, followed by a sanitation inspection by health officers, issuance of a Certificate of Free Practice (CoP), and recording or issuing the ship health book. These documents are the primary requirements for the ship's clearance process. The research methods used were field research and library research. The results showed that the document issuance procedure involved close coordination between the ship's agent and relevant agencies, and required careful attention to the completeness and validity of the ship's documents.

Abstract

This research aims to find out the process of publishing an MV statement of fact (SOF) document. Skatzoura by PT. Lampung Shipping Agency Bandar Lampung. The method used in collecting and writing this paper uses the field research method in library research to find out the flow of the process of issuing a Statement of Fact (SOF) at PT. Lampung Shipping Agency includes several stages, including collecting initial data from shipping activities, coordinating with related parties such as ship captains, shipping agents and port authorities, as well as preparing documents in accordance with applicable standards. The research results show that the effectiveness of the Statement of Fact (SOF) issuance process is greatly influenced by good communication between all parties, as well as a deep understanding of shipping procedures and applicable regulations. In addition, this paper also identifies challenges faced in the process, such as delays in data collection and lack of coordination between parties. The conclusion of this study recommends the need to improve information systems and training for human resources at PT. Lampung Shipping Agency to expedite the process of issuing Statement Of Fact (SOF) documents in the future.
