Abstract

Optimal public service is an important aspect in increasing public trust and satisfaction. However, various obstacles are still faced by government agencies in providing adequate services. This study aims to analyze the quality of public services at the Population and Civil Registration Service (Disdukcapil) of Empat Lawang Regency through two main dimensions, namely tangible and reliability. This study uses a qualitative descriptive method with data collection techniques in the form of observation, interviews, and documentation studies. The results of the study indicate that the implementation of the tangible dimension at Disdukcapil is not optimal, as seen from inadequate physical facilities, such as uncomfortable waiting rooms and equipment that often experiences problems. In the reliability dimension, unreliable services were found, especially in terms of consistency and timeliness, due to limited human resources and less supportive technological equipment. The main inhibiting factors include budget constraints, lack of employee training, and limited technological infrastructure. The implications of this study indicate the need for improvements in terms of budget, employee training, and improvements in technological infrastructure to meet public expectations for better and more reliable services.

Abstract

Difficult road access and long travel distances in several areas of Labuhanbatu Utara Regency have become the main obstacles for the community in obtaining public services. In response to this issue, the Head of the Labuhanbatu Utara District launched an integrated service innovation through the "Bupati Ngantor di Desa" program. (Bung Desa). This program focuses on providing public services in one location for one day to improve community accessibility to government services. This article aims to analyze the effectiveness of the Bung Desa program as an innovation in improving the quality of public services in Labuhan Batu Utara Regency. This research uses a literature study method that includes searching for scientific references through Google Scholar and news sources related to the Bung Desa program. Relevant articles are classified based on publication year, keywords, and journal content, while news is categorized according to source, relevance, and publication time. The research results show that the Bung Desa program adopts the principles of New Public Management (NPM) and has had a positive impact. This innovation not only improves service accessibility even to remote villages but also encourages community participation in development. The success of this program is influenced by several factors, such as the awareness and capability of the apparatus, implementation regulations, and the availability of facilities and infrastructure. However, improving road infrastructure remains a priority to support smooth accessibility. In addition, the publication of schedules and activities of the Bung Desa program through official media, such as the local government website, needs to be improved to expand the reach of information to the public

Abstract

This study evaluates the implementation of the e-Government system through the "Depok Single Window" (DSW) platform to enhance the accessibility and quality of public services in Depok City. A qualitative research method with a case study approach was employed to explore the effectiveness of DSW in facilitating online access to public services, such as business licensing, civil documentation, and public complaints. The findings indicate that DSW has improved the transparency and efficiency of service processes, despite challenges such as limited technological infrastructure and digital literacy gaps in suburban areas. Government policy support and community participation play crucial roles in the success of the implementation. This study recommends strengthening technological infrastructure in remote areas and digital literacy programs for the community. The government is also advised to conduct regular evaluations and system improvements based on user feedback to maintain service relevance. This research is expected to contribute to the development of technology-based governance and serve as a reference for other governments in implementing efficient and inclusive e-Government systems.

Abstract

This research aims to examine the synergy between local culture and public policy in the packaging of local wisdom-based tourism in Tomohon City, North Sulawesi. The study focuses on identifying supporting and inhibiting factors across three main dimensions: (a) political aspects, related to regulations, permits, and budget allocation; (b) socioeconomic aspects, concerning community empowerment, job creation, and micro-enterprise development in the tourism sector; and (c) environmental aspects, including nature conservation, tourist area security, and ecotourism development. Using a qualitative approach through case studies, this research reveals that culture-based tourism packaging requires integration between the government, tourism operators, and local communities. The findings indicate that although local wisdom has significant potential in shaping destination identity, policy implementation is often hampered by weak inter-agency coordination, budget constraints, and low ecotourism literacy at the community level. Therefore, synergy between community-centered public policies and the preservation of local culture is key to realizing sustainable, inclusive, and equitable tourism.

Abstract

Innovation is a new method to improve the quality of an existing programme or item.  Innovation is a new thing that requires a process in its application. This means that not all innovations can be directly accepted/adopted by the general public. Innovations need to be communicated first, then the innovation decision process, which is the process of a person/individual accepting or rejecting an innovation. Employee placement innovation needs to be done through placing employees in the most appropriate place or position, with the right employee placement will increase the morale of the employee concerned.  The purpose of the study was to determine the process of placing ASN employees in the Talaud Regency public relations and protocol section. The method used in this research is a qualitative method with descriptive analysis. The results of this study indicate that the placement of ASN employees still does not pay attention to the specifications of education, experience, and employee skills.Keywords:  Innovation, Placement, State Civil Apparatus (ASN)Inovasi merupakan  metode baru untuk meningkatkan mutu/kualitas terhadap suatu program atau barang yang sudah ada.  Inovasi adalah hal baru yang memerlukan proses dalam pengaplikasiannya. Artinya bahwa tidak semua inovasi dapat secara langsung diterima/diadopsi oleh kalayak umum. Inovasi perlu dikomunikasikan terlebih dahulu, kemudian proses putusan inovasi, yakni proses seseorang/individu menerima atau menolak suatu inovasi. Inovasi penempatan pegawai perlu dilakukan melalui jalan penempatan pegawai pada suatu tempat atau jabatan yang paling sesuai, dengan penempatan pegawai yang tepat akan meningkatkan semangat kerja pegawai yang bersangkutan.  Tujuan penelitian untuk mengetahui proses penempatan pegawai ASN di Kabupaten Talaud bagian humas dan protokol. Metode yang digunakan dalam penelitian ini adalah metode kualitatif dengan analisis deskriptif. Hasil penelitian ini menunjukkan bahwa penempatan pegawai ASN masih kurang memperhatikan spesifikasi pendidikan, pengalaman, dan keterampilan pegawai.Kata Kunci :  Inovasi, Penempatan , Aparatur Sipil Negara (ASN)
