Abstract

Motivasi individu merupakan hal yang mendorong seseorang untuk bertindak. Motivasi masyarakat desa bergabung dengan BUMDES Trimulya Mandiri Desa Pematang Manggis Kecamatan Batang Cenaku Kabupaten Indragiri Hulu mempunyai berbagai alasan baik yang bersifat internal maupun eksternal. Tujuan dari penelitian ini adalah untuk mengidentifikasi faktor pendorong yang melatarbelakangi keputusan Masyarakat Desa Pematang Manggis untuk bergabung dengan BUMDES Trimulya Mandiri. Pendekatan pada penelitian ini yaitu penelitian deskriptif kualitatif lapangan (field research). Teknik pengumpulan data beruapa wawancara, observasi dan dokumentasi. Teknik sampel penelitian dengan teknik purposive sampling. Key informan yaitu Kepala Desa, Sekretaris Desa, Direktur BUMDES, Kepala Dusun serta Masyarakat setempat. Analisis data pada penelitian ini berupa triangulasi, redaksi data, penyajian data dan penarikan kesimpulan.  Hasil penelitian menyimpulkan bahwa faktor-faktor yang menjadi ketertarikan masyarakat bergabung dengan BUMDES seperti kemudahan sistem, lokasi yang dekat, keamanan dalam menabung, serta manfaat ekonomi dan sosial menjadi motivasi utama bagi anggota untuk bergabung. Dengan semakin banyaknya partisipasi masyarakat, BUMDES Trimulya Mandiri diharapkan dapat terus berkembang dan memberikan kontribusi nyata dalam meningkatkan kesejahteraan desa.

Abstract

This study aims to understand the perspective of the Regional Disaster Management Agency (BPBD) of Medan City in interpreting the concept of disaster, as well as how this understanding influences the implementation of duties and cross-agency coordination. The research method used is a descriptive qualitative approach through in-depth interviews with BPBD Medan City officials and documentation studies of relevant policies and legislation. The results of the study indicate that BPBD Medan City possesses a conceptual understanding consistent with Law Number 24 of 2007 on Disaster Management; however, there remains a gap in understanding at the community level. BPBD serves as the main command, coordinator, and executor of disaster management efforts and forms integrated teams according to the type of disaster occurring. Nevertheless, the low level of community literacy regarding the meaning of disasters often leads to misconceptions about BPBD’s responsibilities.

Abstract

This study examines public opinion within a Muslim community regarding the Free Nutritious Meal Program (Program Makan Bergizi Gratis/MBG) as a government social welfare policy in Sei Sentosa Village, Panai Hulu District, Labuhanbatu Regency. Situated within the framework of Islamic community development and social welfare, the study explores community experiences, perceptions, and responses toward the program's implementation. A qualitative method with a phenomenological approach was employed. Data were collected through in-depth interviews with seven informants comprising a program coordinator, a village secretary, a teacher, two parents, and two students as program beneficiaries, complemented by field observation and documentation. The findings indicate that community opinion toward the MBG Program is generally positive. The program is perceived as effective in fulfilling students' nutritional needs, improving learning concentration and motivation, and providing economic relief for families by reducing household expenditure. The program also contributes to improving community welfare, particularly in health and education — two dimensions closely aligned with Islamic values of human dignity (karamah) and collective well-being (maslahah). However, implementation challenges remain, including delays in food distribution, limited menu variation, and inconsistent food quality. Public opinion manifests not only as support but also as constructive social critique reflecting the community's role as active participants in policy governance. This study concludes that the success of the MBG Program is strongly influenced by implementation effectiveness, service quality, and program socialization, and recommends continuous evaluation to optimize its social welfare outcomes.
