Abstract

This study aims to determine the level of development of local financial independence Sidoarjo district in order to support the implementation of regional development for the implementation of a decentralized system (Local Government), the contribution of PAD to Sidoarjo district budget in fiscal year 2010-2014 and the commitment of local governments to increase revenue Sidoarjo regency. This type of research is quantitative qualitative (mixed method). The results showed that the ratio of local financial independence Sidoarjoregency status is low or that are in consultative relationship patterns. The ratio of the degree of fiscal decentralization and the index ratio shows the ability of a routine that sufficient fiscal capacity. In harmony ratio shows the results of routine spending a larger share of total development. While the growth rate, the overall experience negative growth. The contribution of PAD to Sidoarjo district budget is low or less. Then the lack of commitment of local governments both the Executive and the Legislature to improve PAD affecting the magnitude of the increase of local financial independence, the lack of loyalty of both the Executive and the Legislature in managing the region's financial sectors ranging from planning to implementation, and the lack of innovation of local governments in exploring the potential Regency Sidoarjo that generate revenue.

Abstract

Objective: This study aims to analyze the effectiveness of e-government implementation through the Sidoarjo People’s Service System (SIPRAJA) in managing population documents in Kludan Village. Method: A qualitative descriptive approach was employed, with data collected through interviews, observations, and documentation, and analyzed using Miles and Huberman’s interactive model to capture the dynamics of implementation. Results: The findings show that SIPRAJA has enhanced the efficiency of population administration services by reducing queues, accelerating service completion times, and strengthening transparency and accountability. Despite these improvements, several challenges persist, including uneven internet access, limited digital literacy among community members, and technical barriers in application operations. Nevertheless, socialization and training initiatives by the village government have helped improve public knowledge and participation in using SIPRAJA. Novelty: This study provides empirical insights into the role of SIPRAJA as a digital innovation at the village level, highlighting its potential as an inclusive and sustainable solution for improving population administration services, while also identifying key areas for further development in infrastructure, management responsiveness, and digital literacy.

Abstract

Objective: This study aims to analyze the implementation of e-Government through the Village Financial System (SISKEUDES) application in Larangan Village, Candi District, Sidoarjo Regency, with a focus on the effectiveness of the application's use in village financial management. Method: The method used is a descriptive qualitative approach with data collection through in-depth interviews with village officials, direct observation of SISKEUDES operational processes, and documentation studies of village financial reports. Data analysis was carried out using data reduction, data presentation, and conclusion verification techniques according to the stages of Miles & Huberman. Results:  The results show that SISKEUDES has increased transparency, accountability, and efficiency of village financial management by accelerating the process of recording transactions, financial reporting, and facilitating the realization of the Village Budget (APBDes). However, there are challenges in the form of the need to increase human resource capacity and technological infrastructure that support application optimization. Novelty: The novelty of this study lies in the detailed operationalization of the SISKEUDES application at the village level and the analysis of its impact on more modern and participatory financial governance. These findings provide an important contribution to the implementation of e-Government development policies in other villages in Indonesia, as well as serving as a practical reference for village officials in improving the quality of technology-based financial administration management.

Abstract

General Background: Public service innovation is essential to meet the growing and complex needs of society, particularly in administrative population management. Specific Background: The Child Identity Card (KIA) program serves as a national effort to ensure children's civil rights and legal identity. However, the manual and centralized KIA service in Sidoarjo created access limitations for rural communities. Knowledge Gap: Limited studies have examined local government innovations that bring population services closer to citizens, especially children. Aims: This study aims to describe and analyze the ADA DIA (Ambil Data Anak Dapat KIA) program as an innovation in KIA service delivery at the Krembung District. Results: The findings show that ADA DIA demonstrates relative advantage, suitability with community needs, low complexity, high trialability, and strong observability. Novelty: ADA DIA presents a direct service approach where officers visit schools to collect data, reducing bureaucracy and costs. Implications: The program serves as a replicable model for other districts to improve accessibility and equity in population services for children. Highlights: ADA DIA simplifies KIA service through school-based data collection. Demonstrates low complexity and high community acceptance.
