Abstract

This research raises issues of political participation of marginalized groups (transvestites and gays) in regional head elections in Banyuwangi Regency in 2020. Seeing the number of transvestites and gays in Banyuwangi Regency which reached 979 people. If viewed from the number of votes, of course, they surely can influence the election results in Banyuwangi Regency. Transvestites and gays are very interesting to study, because they have high exclusivity and different ways of socializing in society in general and of course have unique political interests and expectations of public policies that benefit them. The results showed that, although transvestite and gay groups have a distinctive pattern compared to other groups of society, especially those related to their political interests. However, the political participation of gay and transvestite groups belongs to the observer group. That is, gay and transvestite groups only participate in voting in the vote only

Abstract

Implementasi pembangunan inklusi di Kabupaten Banyuwangi merupakan cara Pemerintah Kabupaten Banyuwangi menjawab tuntutan, keperluan, dan kepentingan masyarakat, khususnya penyandang disabilitas. Keberadaan penyandang disabilitas sering tidak beruntung dalam pembangunan, sebab hanya dimanfaatkan sebagai alat perencanaan pembangunan tapi tidak dilibatkan pada implementasi dan evaluasi. Perlu keterlibatan stakeholders agar pembangunan berdampak keadilan, kesejahteraan, dan mencerdaskan. Penelitian ini berpedoman pada prinsip deskriptif kualitatif. Tujuan penelitian untuk menganalisis serta menginterpretasi implementasi collaborative governance dalam mendayaguna penyandang disabilitas pada pembangunan inklusi di Kabupaten Banyuwangi. sesuai hasil penelitian, strategi pendayagunaan penyandang disabilitas pada pembangunan inklusi melalui model penta helix stakeholders membentuk rasa tanggung jawab. Berdasarkan saran dari hasil penelitian, Pemerintah Kabupaten Banyuwangi harus mengambil peran lebih besar. Tidak hanya sebagai pembuat kebijakan, tapi merangkap koordinator, fasilitator, implementator, dan akselerator.

Abstract

This analysis discusses the role of the Environmental Agency in increasing community participation through waste management empowerment programs in Banyuwangi District.The main issue lies in the low community participation in waste management at the source, which is caused by a lack of understanding and awareness among the community.The purpose of this research is to describe the role of the Environmental Agency as well as the supporting and inhibiting factors in the program.The methodology used is qualitative research with a descriptive approach, involving interviews and observations at the research site.The research results show that the Environmental Agency has taken various actions, such as providing information, consultations, and joint decision-making, but there are still obstacles in terms of budget and public awareness.The conclusion of this research emphasizes the need for increased socialization and guidance to enhance community participation in waste management, as well as the necessity for adequate budgetary support to sustain existing programs.
