Abstract

1.237 / 5.000   Hasil terjemahan Hasil terjemahan This study aims to analyze the impact of the elimination of honorary workers on the future of honorary teachers in Indonesia. The elimination of Honorary Workers in Law Number 20 of 2023 has drawn pros and cons from the community. This is because the contribution of Honorary Workers is one of the important supporting elements in the running of the government system. The method used is qualitative descriptive. The technical data analysis in this study uses qualitative data analysis. The elimination of honorary workers in Law Number 20 of 2023 concerning the State Civil Apparatus (ASN) has also put the future of Honorary Teachers at stake. The government has offered several solutions, including the selection of Government Employees with Work Agreements (PPPK) as one of the solutions for honorary workers. This selection itself poses new challenges, such as tight competition and requirements that must be met by honorary teachers in order to pass the selection. Thus, synergy is needed between the government, educational institutions and teachers themselves for a better future, especially for educators in Indonesia.

Abstract

Particularly in areas with high disaster vulnerability. Desa Wisata Amping Parak in Pesisir Selatan Regency is one example of a tourism village that has successfully integrated ecotourism development with a Disaster Risk Reduction (DRR) approach. This study aims to analyze the collaborative process among actors in the development of DRR-based ecotourism in Desa Wisata Amping Parak using the collaborative governance framework proposed by Ansell and Gash (2008), which consists of initial conditions, institutional design, facilitative leadership, and the collaborative process. This research employs a qualitative method with a case study approach. Data were collected through in-depth interviews and documentation review, and analyzed using the interactive model of Miles and Huberman. The findings indicate that collaboration is supported by initial conditions characterized by resource imbalances, non-material participation incentives, and the absence of conflict among actors. The institutional design is strengthened by regulatory support and the institutionalization of Pokdarwis LPPL as a coordination hub. Facilitative leadership plays a key role in fostering trust and participation, while the collaborative process unfolds through face-to-face dialogue, trust-building, commitment to the process, shared understanding, and the achievement of intermediate outcomes. This collaboration generates small wins that reinforce legitimacy and the sustainability of cooperation. The study concludes that collaboration in Desa Wisata Amping Parak has been implemented effectively and has the potential to serve as a best practice for DRR-based tourism village development. Keywords: Collaboration, Tourism Village, Ecotourism Development, Disaster Risk Reduction (DRR).
