Abstract

The purpose of this study was to evaluate the effectiveness of the use of the Computer Assisted Test (CAT) System in the recruitment of Civil Servants (PNS) at the UPT BKN Padang. The CAT system is implemented to improve transparency, objectivity, and accountability in the recruitment of prospective civil servants. The research method used is qualitative with a descriptive approach, data collection is carried out through interviews, documentation, and literature reviews. The results of the study indicate that the implementation of the CAT system provides several benefits, including reducing time and costs, as well as improving the quality of test results. In addition, this system also helps reduce fraudulent practices and increases public trust in the recruitment process. Thus, the use of the CAT system is expected to be an effective solution in improving the quality of human resources for state apparatus in Indonesia. This study recommends the need for continuous evaluation of the CAT system to ensure sustainability and improvement in the recruitment process in the future.

Abstract

Kemajuan teknologi menyebabkan perkembangan di segala bidang. Hal ini ditandai dengan hadirnya pelayanan berbasis digital di istansi pemerintahan. Salah satu istansi yang menyediakan pelayanan berbasis digital adalah Kantor Imigrasi Kelas I TPI Padang. Istansi ini sekarang menggunakan pelayanan berbasis digital dengan menghadirkan aplikasi M-Passport sehingga dapat melengkapi data pembuatan paspor dari rumah. Untuk melakukan penelitian ini, penulis menggunakan metode wawancara dengan melakukan studi observasi dan penelitian di Kantor Imgrasi Kelas I TPI Padang. Wawancara dilakukan kepada salah satu pegawai yang bekerja di istansi tersebut dan beberapa masyarakat pengguna layanan yang berada di kantor tersebut. Selain itu, penulis juga melakukan studi literatul dengan mencari sumber data dari artikel yang berkaitan dengan penelitian yang sedang dibuat.

Abstract

This study aims to analyse the implementation of the Micro, Small, and Medium Enterprises (MSME) empowerment program and identify factors that inhibit its implementation. The study used a qualitative case study approach, with data collection through in-depth interviews, observation, and documentation studies. The results indicate that the program has been implemented based on a clear legal basis. Core programs include business management training, the development of new entrepreneurs, and the facilitation of halal certification. Obstacles encountered include budget constraints, low community participation, minimal marketing support, and product legality issues. This study recommends increasing cross-sector collaboration, strengthening post-training mentoring, and optimising digital technology to expand the market for MSMEs. This study offers implications for the importance of integrating practical entrepreneurship into the curriculum, strengthening post-training mentoring, and incorporating digital technology into learning. Vocational education needs to collaborate with the industrial sector and government to create relevant programs that prepare MSMEs to face the challenges of the global market.
