Abstract

This study aims to analyze the socio-economic conditions of extreme poor communities in Medalsari Village and Sinarjaya Village, Pandeglang Regency. This topic was raised to understand the factors that influence extreme poverty in both villages and to identify effective mitigation strategies based on local conditions. Another reason for choosing this theme is that the village with the highest level of extreme poverty in Pandeglang, which requires a strategic and effective approach to get out of the extreme poverty zone and reduce its impact. The research method used is a quantitative method with a survey technique. Data were collected through questionnaires distributed to respondents totaling 117 Heads of Families for Sinarjaya Village, and 139 Heads of Families for Medalsari Village which came from P3KE Bappeda Pandeglang Regency data. This survey involved aspects such as income, education level, access to basic services, and employment conditions. The research findings show that there are still households that are not categorized as extremely poor, most heads of families work in the informal sector (laborers and farmers) with limited skills and experience, social support in the form of government assistance has not fully covered their basic needs, families try to cover the shortfall through alternative businesses and rely on social assistance, although the potential productivity of family members can still be increased. The impact of this research is expected to provide more targeted and data-based policy recommendations to reduce extreme poverty in Pandeglang Regency. These findings are also expected to be a reference for stakeholders in designing more effective and sustainable poverty alleviation programs.

Abstract

Child protection is all the forms that are implemented that every child can get the rights and responsibilities to grow and develop naturally, both physically, mentally, and socially. The purpose of this research is to find out the implementation of Law No. 35 of 2014 on Child Protection Policy in Cibeber District, Lebak Regency. The research used descriptive qualitative methods and the basis for the use of research methods aims to collect and analyze a certain process related to the research focus. The data obtained are presented descriptively and analyzed using descriptive analytic techniques of the case study type. The theory used in this research is the Implementation Theory of Donald Van Metter and Carl Van Horn in Widodo (2008). The results of the study show that the Cibeber District Government has socialized child protection regulations quite well, this is evidenced by the role of the Cibeber District Government in collaboration with related parties such as the Health Party, Law Enforcement Officials, Village Government Parties, Social Assistance Parties (PATBM), to socialize and implement programs related to child protection, especially in Law No.35 of 2014. The obstacles found are the lack of public understanding of child protection regulations, as well as socio-economic conditions that result in gaps in the occurrence of violence against children, besides that the form of programs and socialization carried out by the government is not carried out in stages.

Abstract

AbstractThe Liwungan Island is located in Citeureup Village, Panimbang, Pandeglang Regency, and the east of Tanjung Lesung beach which is part of the special economic zone. The island has a special attraction for tourists so it can be used as a potential business by the government and the local community. The aim of this research is to identify the potential business utilization for Liwungan Island of Pandeglang Regency and whether the business utilization can increase the Regional Original Revenue (PAD) of Pandeglang Regency. This research used a simplified scenario planning approach and uses the SWOT (strength, weakness, opportunity, treatment) analysis method to comprehensively observe various aspects that might affect the scenario to be formulated. The potential business discovered in this study in increasing PAD is the main business in the form of tourist needs and the provision of places and services for tourists, and the form of cooperation and utilization by the government and the community.Keywords: potential, business, liwungan island, pad AbstrakPulau Liwungan terletak di Desa Citeureup Kecamatan Panimbang Kabupaten Pandeglang, dan berada di sebelah timur pantai Tanjung Lesung yang merupakan bagian dari kawasan ekonomi khusus. Tujuan dari penelitian ini yaitu untuk mengetahui bagaimana potensi pemanfaatan bisnis bagi Pulau Liwungan Kabupaten Pandeglang serta apakah pemanfaatan bisnis tersebut dapat meningkatkan Pendapatan Asli Daerah (PAD) Kabupaten Pandeglang. Penelitian ini menggunakan pendekatan perencanaan skenario (scenario planning) yang disederhanakan serta menggunakan metode analisis SWOT (strength, weakness, opportunity, treatment) untuk melihat secara komprehensif berbagai aspek yang mungmkin akan berpengaruh terhadap skenario yang akan dirumuskan. Abstract

AbstractHospitals (RS) have a very important role in health services. Pandeglang Regency is an area that has a Regional General Hospital (RSUD) whose facilities need government attention in its services.  The implementation of Banten Provincial Government Policy in the context of Revitalization of Labuan Regional Hospital has never been carried out. Over time and seeing the situation of social development of the community that continues to experience shifts and changes in the quality of life and health, the Banten Provincial Government utilizes land that used to be the Labuan health center to build Labuan Regional Hospital.  This will be done by: identifying the implementation of the revitalization policy of Labuan Hospital as a public service facility and characterizing the inhibiting and supporting factors in the revitalization of Labuan Hospital so as to improve health services. The results of community satisfaction reached 55% for the revitalization of Labuan Hospital, impacting the community really hopes that Labuan Hospital will operate immediately so that health services are easy to reach and travel time will also be faster, especially for the people of Labuan District and Pandeglang in the South region in general.Keyword: Labuan; Pandeglang;  Public Services; Revitalization AbstrakRumah Sakit  (RS)  mempunyai peranan yang sangat penting dalam pelayanan Kesehatan. Kabupaten Pandeglang adalah wilayah yang memiliki Rumah Sakit Umum Daerah (RSUD) yang fasilitasnya perlu perhatian pemerintah dalam pelayanannya.  Implementasi Kebijakan Pemerintah Provinsi Banten dalam rangka Revitalisasi RSUD Labuan, belum pernah dilakukan. Seiring berjalannya waktu dan melihat situasi perkembangan sosial masyarakat yang terus mengalami pergeseran dan perubahan kualitas hidup dan kesehatan, Pemerintah Provinsi Banten melakukan pemanfaatan lahan yang dulu merupakan puskesmas Labuan untuk dibangun RSUD Labuan.  Hal ini akan dilakukan dengan cara: mengidentifikasi implementasi kebijakan revitalisasi RSUD Labuan sebagai fasilitas pelayanan publik dan mengkarakterisasi faktor penghambat dan faktor pendukung dalam revitalisasi RSUD Labuan sehingga dapat meningkatkan pelayanan kesehatan. Hasil kepuasan masyarakat mencapai 55% terhadap revitalisasi RSUD Labuan berdampak masyarakat sangat berharap RSUD Labuan segera beroperasi sehingga pelayanan kesehatan mudah dijangkau dan waktu tempuh juga akan lebih cepat terutama untuk massyarakat Kecamatan Labuan dan Kabupaten Pandeglang wilayah Selatan pada umumnya.Kata Kunci: Labuan; Pandeglang; Pelayanan Publik; Revitalisasi

Abstract

The mechanism of interim replacement of parliamentarians constitutes a critical pillar of democratic representation, serving not only to ensure administrative continuity but also to reveal the extent of political parties’ influence over vacated legislative seats.  This study conducts a cross-country comparative analysis of the role of political parties in interim replacement mechanisms (IRP)  across five democracies: Indonesia, Singapore, Malaysia, the Philippines, and the United States. Using a qualitative comparative  approach complemented by a Systematic Literature Review (SLR) of 58 scholarly works, the research examines the legal frameworks, institutional arrangements, and accountability dimensions that shape IRP. Findings demonstrate that in Indonesia and the Philippines, party elites wield dominant authority under the open-list system, frequently marginalising constituent participation and consolidating internal party power. In Malaysia and Singapore, although by-elections are formally prescribed, institutional loopholes and discretionary powers enable parties or governments to delay or circumvent these mechanisms, thereby compromising electoral legitimacy. Conversely, the United States exhibits higher levels of public participation through mandated special elections, with temporary gubernatorial appointments remaining tightly constrained. These variations underscore that the influence of political parties in IRP is highly contingent on each country’s institutional design, electoral rules, and governance norms. The study highlights the normative and practical implications of these arrangements and advocates democratic reforms that enhance transparency, institutional checks, and participatory safeguards, particularly in systems where parties retain near-absolute control. By linking institutional design to representative accountability, the article provides actionable insights for policymakers, scholars, and democracy advocates striving to foster more inclusive, transparent, and resilient legislative governance.
