Abstract

An efficient electrical system is essential to meet the energy needs of the community without incurring high operational costs. This study aims to compare the total operational costs of power plants during three extreme time periods: low load (00:00–05:00), medium load (06:00–18:00), and high load (19:00–23:00), and to determine the most efficient combination of power plants using the Unit Commitment (UC) method based on priority list techniques. The study was conducted on the Bengkulu regional power system with the assumption of zero startup costs due to data limitations. Simulation results show that coal-fired power plants (IPP), hydroelectric power plants, and micro-hydro power plants serve as the base load power plants that are always active due to their low operational costs, while diesel power plants are only used as supplements when load exceeds the capacity of the main power plants. The lowest total operational cost occurs during low-load periods at Rp 40,936,446/hour, while the highest cost occurs during peak-load periods at Rp 65,040,329/hour. This finding confirms that optimizing the combination of power plants based on cost efficiency can significantly reduce operational expenses. In the future, it is expected that the electricity system can adopt smart grid technology to reduce, even eliminate, the use of inefficient diesel power plants.

Abstract

This study aims to evaluate the performance of the construction project of the Parit Baru Site Bengkayang Steam Power Plant (2 x 50 MW) in terms of cost and time using the Earned Value Management (EVM) method. Common issues in large-scale construction projects include delays and cost overruns, which negatively affect the efficiency and effectiveness of project implementation. EVM is an analytical method that integrates the measurement of time and cost performance, allowing the assessment of deviations from the initial project plan. This research uses actual project cost and schedule data obtained from monthly PLTU progress reports. Analysis was conducted on key variables such as Planned Value (PV), Earned Value (EV), and Actual Cost (AC). By calculating performance indicators such as the Cost Performance Index (CPI) and Schedule Performance Index (SPI), it was revealed that the project experienced deviations in both schedule and cost. The results of the analysis show that EVM provides comprehensive information on project performance and is highly beneficial as a control tool for future projects. This study also provides recommendations to improve the effectiveness of planning and control in similar electricity infrastructure projects.

Abstract

The mining sector is one of the largest contributors to carbon emissions in Indonesia, mainly due to the intensive use of diesel- and B40-fueled dump trucks in mining operations. The mandatory implementation of B40 starting January 1, 2025, is expected to reduce dependence on fuel imports and support the national target of achieving Net Zero Emission (NZE) by 2060; however, this policy also increases operational costs for mining companies because the price of B40 is higher than conventional diesel. In this context, the electrification of mining vehicles through the adoption of electric vehicle (EV) dump trucks emerges as a potential solution to simultaneously reduce operational costs and carbon emissions. This study aims to analyze the technical and economic feasibility of transitioning mining dump trucks from diesel/B40 to EV trucks. The research employs a descriptive quantitative method with a case study approach. Technical analysis is conducted to estimate electrical power requirements, fast-charging capacity based on the GB/T standard, and operating load profiles of EV trucks under mining conditions. Economic analysis involves a comparison of operating costs between diesel-based dump trucks and EV trucks, as well as an evaluation of key financial indicators, including Net Present Value (NPV), Internal Rate of Return (IRR), Benefit–Cost Ratio (B/C), and Payback Period. In addition, a strategic analysis is carried out to assess the broader implications of mining electrification for PLN’s business strategy, cost efficiency for mining operators, and alignment with national energy transition objectives. Overall, this study is expected to contribute to policy formulation by providing evidence-based insights on the role of EV trucks in supporting cost-efficient, low-emission mining operations and accelerating Indonesia’s transition toward a more sustainable and decarbonized energy system.

The transformation of the electricity industry has encouraged utility companies to develop alternative sources of value and revenue beyond electricity sales. This study aims to analyze the effects of asset digitalization and asset management on operational efficiency, asset service-based innovation, and employees’ perceived Beyond kWh revenue performance at PLN Transmission Implementation Unit (UPT) Pematangsiantar. The study employed a quantitative approach using the Partial Least Squares–Structural Equation Modeling (PLS-SEM) method. Data were collected through questionnaires distributed to 107 respondents consisting of employees involved in asset management, transmission operations, planning, and other supporting functions. The results indicate that asset management has a positive and significant effect on operational efficiency and asset service-based innovation. In contrast, asset digitalization does not show a significant effect on either operational efficiency or asset service-based innovation within the proposed model. The study also finds that asset service-based innovation has a positive and significant effect on employees’ perceived Beyond kWh revenue performance, whereas operational efficiency does not demonstrate a significant effect. These findings suggest that optimizing transmission assets requires not only digitalization initiatives but also strong asset governance and the development of innovative asset utilization business models. However, the findings should be interpreted with caution as they are based on employees’ perceptions and indicate a high degree of similarity among several constructs, which warrants further investigation in future studies. This study is expected to provide insights for PLN in strengthening asset utilization strategies to support its Beyond kWh business transformation.

Abstract

The energy transition in isolated island power systems faces significant challenges in balancing electricity supply reliability and operational cost efficiency. Nusa Penida, as a hybrid power system integrating Diesel Power Plants (DPP), Solar Photovoltaic Power Plants (SPP), and Battery Energy Storage Systems (BESS), represents an important case for implementing energy transition strategies in remote areas. This study aims to analyze the causal relationships among diesel power plant performance, solar power plant performance, fuel prices, and electricity system conditions on fuel consumption, electricity generation, and generation operating costs. A quantitative explanatory approach was employed using Partial Least Squares Structural Equation Modeling (PLS-SEM) based on monthly operational data from the Nusa Penida Hybrid Power Plant system covering the period 2021–2025. The results indicate that solar power plant performance has a positive and significant effect on the System of Electricity (β = 0.852; p < 0.001) and Electricity Generation (β = 0.409; p < 0.001), while exerting a negative and significant effect on Fuel Consumption (β = -0.635; p < 0.001). Furthermore, Fuel Price of Generation has a positive and significant effect on Operating Cost of Generation (β = 0.316; p = 0.003), whereas Electricity Generation has a negative and significant effect on Operating Cost of Generation (β = -0.757; p = 0.027). These findings demonstrate that increasing the contribution of renewable energy not only reduces diesel fuel consumption but also has the potential to lower generation operating costs through the optimization of the energy mix. This study contributes empirically by developing an integrated model that links technical, economic, and system variables using real operational data from an isolated grid system. The findings provide a valuable basis for developing more adaptive energy management strategies to support operational efficiency and sustainable energy transition in island-based power systems.
